Il n'est pas possible pour la communauté (Ummah) islamique d'entreprendre et d'accomplir cette tâche et ce rôle qu'Allah (SWT) lui a confiés et dont Il l'a rendue responsable, à moins qu'elle ne soit pleinement consciente de son rôle et de sa tâche, qu'elle ne rassemble ses forces pour entreprendre cela, qu'elle ne gouverne et ne soit gouvernée par la charia d'Allah et qu'elle ne pratique Al-Jihaad dans le sentier d'Allah pour faire de la parole d'Allah Ta’Aalaa la plus haute. Par conséquent, il lui est obligatoire d'avoir sa propre entité exécutive spécifique, sa direction et un émir qui applique la charia de l'Islam sur elle et parmi elle. Par conséquent, afin de porter l'Amanah et d'être témoin sur l'humanité, il est obligatoire que l'État de l'Islam, le califat, soit établi.

It is not possible for the Islamic Ummah to undertake and fulfil this task and role that Allah (swt) has entrusted her with and made her responsible for unless she is fully aware of her role and task, gathers her strength to undertake this, rules and is ruled by the Shar’a of Allah and performs Al-Jihaad in the way of Allah to make the word of Allah Ta’Aalaa the highest. Therefore it is obligatory for her to have own specific executive entity, her leadership and Ameer who applies upon her and amongst her the Sharee’ah of Islaam. Therefore in order to carry the Amaanah and to witness over mankind, it is obligatory for the State of Islaam, the Khilafah, to be established.
