Article 101.

Os membros do Majlis al-Ummah são aquelas pessoas que representam os muçulmanos no que diz respeito à expressão de suas opiniões ao Khaleefah quando consultados. Os não-muçulmanos têm permissão para ser membros do Majlis al-Ummah, a fim de que possam apresentar suas queixas em relação a atos injustos praticados pelos governantes ou à má aplicação das leis islâmicas.

The members of the Majlis al-Ummah are those people who represent the Muslims in respect of expressing their views to the Khaleefah when consulted. Non-Muslims are allowed to be members of the Majlis al-Ummah so that they can voice their complaints in respect to unjust acts performed by the rulers or the misapplication of the Islamic laws.

Os membros do Majlis al-Ummah são eleitos pelo povo.

The members of the Majlis al-Ummah are elected by the people.

Article 103.

Todo cidadão do Estado tem o direito de se tornar membro do Majlis al-Ummah, desde que seja maduro e são de mente. Isso se aplica a muçulmanos e não muçulmanos. Contudo, a condição de membro para não muçulmanos limita-se à apresentação de queixas em relação a atos injustos praticados pelos governantes ou à má aplicação do Islã sobre eles.

Every citizen of the State has the right to become a member of the Majlis al-Ummah, provided he or she is both mature and sane. This applies to Muslim and non-Muslim. However, membership to non-Muslims is confined to their voicing of complaints in respect to unjust acts performed by the rulers or the misapplication of Islam upon them.

A consulta (Shura) e a mashura são a busca de opiniões em termos absolutos. Essas opiniões não são vinculantes na legislação, nas definições, em assuntos intelectuais como a descoberta dos fatos e em questões técnicas e científicas. No entanto, são vinculantes quando o Khaleefah consulta em outras questões práticas e ações que não exigem exame ou pesquisa.

Consultation (Shura) and the mashura are the seeking of views in absolute terms. These views are not binding in legislation, definitions, intellectual matters such as discovering the facts and the technical and scientific matters. However they are binding when the Khaleefah consults in other practical matters and actions that do not scrutiny or research.

Artigo 105.

Todos os cidadãos, muçulmanos ou não, podem expressar as suas opiniões, mas a shura é um direito exclusivo dos muçulmanos.

All citizens, Muslim or not, may express their views, but shura is a right for the Muslims only.

Todas as questões que se enquadram na shura vinculante, quando o Khaleefah busca a opinião, são decididas com base na opinião da maioria, independentemente de ser considerada correta ou não. Em todos os outros assuntos de shura, busca-se a opinião correta, quer seja uma opinião sustentada pela maioria, quer por uma minoria.

All issues that fall under the binding shura, when the Khaleefah seeks opinion, are decided on the basis of the majority opinion, irrespective of whether it is considered to be correct or not. In all other matters of shura, the correct opinion is sought, whether it is a majority or minority held view.

Artigo 107.

Article 107.

O Majlis al-Ummah está encarregado de cinco deveres. Eles são:

The Majlis al-Ummah is charged with five duties. They are:

1a. Ser consultado pelo Khaleefah, ou aconselhá-lo em questões práticas e ações que não exigem exame ou pesquisa, tais como: assuntos de governo, educação, saúde, e a economia, a indústria, a agricultura e similares; e a sua opinião nesses casos é vinculante.

1a. To be consulted by the Khaleefah or to advice him on the practical matters and actions which do not need scrutiny or research, such as: affairs of ruling, education, health, and the economy, industry, farming and the like; and its opinion in that is binding.

1b. No entanto, nas matérias que exigem exame e pesquisa e nas questões técnicas, financeiras, militares e de política externa, o Khaleefah tem o direito de recorrer ao majlis para consulta e para buscar uma opinião; contudo, a opinião do majlis em tais matérias não é vinculante.

1b. However in the matters which require scrutiny and research and the technical matters, the financial, the millitary and the foreign policy, the Khaleefah has the right to refer to the majlis for consultation and seeking an opinion; however the opinion of majlis in such matters is not binding.

3. O Majlis tem o direito de prestar contas ao Khaleefah sobre todas as ações que o Estado efetivamente executou, quer se tratem de assuntos internos ou externos, de finanças, do exército e similares. A opinião do Majlis é vinculante sempre que a opinião da maioria for vinculante, e não é vinculante sempre que a opinião da maioria não o for.

3.The Majlis has the right to account the Khaleefah regarding all the actions that the state has actually executed , whether they were of the domestic or foreign matters , or the finance or the army and the like . The view of the Majlis is binding wherever the majority opinion is binding and not binding wherever the majority opinion is not.

4. O Majlis tem o direito de expressar insatisfação com os assistentes, governadores e prefeitos; e, nesse assunto, a opinião do Majlis é vinculante e o Khaleefah deve afastá-los imediatamente.

4. The Majlis has the right to express dissatisfaction with the assistants, governors, and mayors; and in this matter the view of the Majlis is binding and the Khaleefah must discharge them at once.

2. O Khalifa pode submeter ao Majlis as regras, a constituição e os cânones que pretende adotar. Os membros muçulmanos do Majlis têm o direito de discuti-los e expressar as suas opiniões sobre eles, mas a sua opinião não é vinculativa.

2. The Khaleefah may refer to the Majlis the rules, the constitution and canons, that he intends to adopt. Muslimmembers of the Majlis have the right to discuss them and express their views about them , but their opinion is not binding.

5. Selecionar a lista de candidatos que concorrem ao cargo de Khaleefah; nenhum candidato excluído desta lista pode concorrer, e a decisão do Majlis é vinculante. Somente os membros muçulmanos do majlis podem participar da elaboração desta lista.

5. To select the list of candidates standing for the position of Khaleefah; no candidate excluded from this list may stand and the decision of the Majlis is binding. Only Muslim members of the majlis may participate in drawing up this list.
