管理国家事务以及民众的各类机构、部门和行政部门，需要开展相关工作，其任务是确保国家事务的管理和民众利益的实现。每个Maslahah（机构）由一名总经理负责，每个Da'irah（部门）和Idarah（行政部门）由一名主任负责，主任管理其事务并直接对其负责。这些主任在专业方面须向其所属机构、部门或行政部门的总主任负责，在遵守规章制度和一般法规方面则须向Waali和'Amil负责。

Running the government’s business and the people’s offices, departments and administrations, requires the carrying out of affairs whose task is to ensure the management of the State’s business and the discharge of the people’s interests. Each Maslahah (office) would be headed by a general manager, and each Da’irah (department) and Idarah (administration) would be headed by a director, who would run its affairs and be directly responsible for it. Those directors would be answerable to the general director in charge of their offices, departments or administrations from a professional side, and answerable to the Waali and the ‘Amil with regards to abiding by the rules and general regulations.
