Allah (swt) sagt im Qur'an:

Allah (swt) states in the Qur’an,

„Es soll aus euch eine Gemeinschaft hervorgehen, die zum Khayr (dem Islam) aufruft, das Ma'roof (Rechte) gebietet und das Munkar (Falsche) verbietet; und sie sind es, die den Erfolg erlangt haben.“ (TMQ Al-'Imran, Vers 104)

“Let there arise from amongst you a group that calls to the Khayr (Islam), Enjoins that which is Ma’roof (right) and forbids that which is Munkar (wrong), and they are the ones who have attained Success”. (TMQ al-e-Imran, verse 104)

Allah (swt) ruft dazu auf, dass aus der Ummah (minkum) eine weitere Ummah hervorgehe, d. h. eine andere Schar von Menschen, ähnlich der Ummah, jedoch innerhalb der Ummah, da es sich um einen partitiven Ausdruck (Tabaeed) handelt, der einen Block oder Teil der Ummah bezeichnet. Er benennt die Eigenschaften dieses Blocks: Er ist gebunden, wie die Ummah gebunden ist, jedoch an das Verbieten des Munkar, das Gebieten des Ma'roof und den Ruf zum Khayr, d. h. zum gesamten Islam.

Allah (swt) calls for there to arise from amongst the Ummah (minkum) another Ummah i.e. another band of people like the Ummah but within the Ummah as it is a partative expression (Tabaeed) which indicates a block or section of the Ummah. It identifies the qualities of this block as being bound like the Ummah is bound but upon the forbidding of the Munkar and the enjoining of Ma’roof and the calling to the Khayr i.e. the whole of Islam.

Ebenso würde jede Jamaʿah (Gruppe) einen Amir benötigen, wie der Prophet ﷺ in einem Hadith sagte: „Wenn ihr zu dritt irgendwo auf der Welt seid, ernennt einen von euch zum Amir.“ Daher müsste diese Gruppe eine Struktur haben, damit sie überhaupt bestehen kann, sowie ein Verständnis von Maʿruf und Munkar.

Similarly any Jama’ah (group) would require an Amir as the Prophet (saw) stated in one Hadith, “If there are three of you in any part of the world appoint one of you an Amir”. Hence, this group would need to have a structure so that it can actually exist, as well as an understanding of Ma’roof and Munkar.

Die Etablierung und Aufrechterhaltung des Ma'ruf und die Beseitigung des Munkar können jedoch praktisch nur durch den Staat verwirklicht werden, und anders ist es unmöglich. Imam Qurtubi hat in seinem Tafsir darauf hingewiesen, dass allein der Sultan die Fähigkeit besitzt, das Ma'ruf auszuführen und das Munkar zu beseitigen, indem er die Hudud etabliert und im Rahmen der Autorität handelt (Imam Qurtubi, Jami' al-Ahkam al-Qur'an, Bd. 4, S. 47). Dies liegt daran, dass Allah (swt) sagt:

However, the establishment and maintenance of the Ma’roof and the Munkar can only be practically carried out through the State and it is impossible to do otherwise. Imam Qurtubi in his Tafseer has pointed out that only the Sultan has the ability of executing the Ma’roof and removing the Munkar by establishing the Hudood and through the framework of authority (Imam Qurtubi Jami’u Ahkam ul Qur’an vol. 4 page 47). This is because Allah (swt) states,

„Diejenigen, die, wenn Wir sie auf der Erde mit Macht ausstatten, das Gebet verrichten, die Zakah entrichten, das Gute gebieten und das Schlechte verbieten. Und Allah gehört der Ausgang aller Dinge.“

“Those who when we establish them (in authority) in the earth they establish the Salah, collect the Zakah, enjoin all that is Ma’roof and forbid all that is Munkar, and to Allah belongs the return of all matters”. (TMQ al-Hajj, verse 41)

Die Arbeit dieser Partei ist daher in erster Linie darauf gerichtet, dafür zu sorgen, dass das Ma'roof in der Gesellschaft etabliert und das Munkar beseitigt wird. Das heißt, die Arbeit einer solchen Partei ist politisch und besteht darin, den Staat zur Rechenschaft zu ziehen, damit er überwacht, ob er seine Pflichten erfüllt, und den Ruf zum Islam durch Da'wah und Dschihad in die übrige Welt zu tragen. Die heutige Lage ist jedoch so, dass fast das gesamte Ma'roof aufgrund der Abwesenheit des Islam beseitigt wurde und fast das gesamte Munkar aufgrund der Abwesenheit des Staates existiert, der den Islam umsetzt.

Hence the work of this party is primarily concerned with ensuring that the Ma’roof are established in the society and the Munkar removed i.e. the work of such a Party is political and is of accounting the State to monitor that it is fulfilling it’s duties and carrying the call to Islam to the rest of the world through Da’awah and Jihad. Today’s situation is, however, that almost all the Ma’roof have been removed due to the absence of Islam and almost all the Munkar exist due to the absence of the state that implements Islam.

Wir haben das lebenswichtige Anliegen der Ummah festgelegt: die Wiedervereinigung ihrer Länder und die Herrschaft über ihre Länder durch den Islam, durch die Wiederherstellung des Khilafah.

We have defined the vital issue of the Ummah as the re-unification of her lands and the ruling of her lands by Islam through the restoration of the Khilafah.

Die Wurzel des Munkar, durch die aller Munkar beseitigt wird, ist die Beseitigung des Kufr und der Kufr-Systeme, und das Ma'ruf, das jedes abwesende Ma'ruf zurückbringen wird, und die gesamte Religion des Islam ist das Khilafah, das den Islam in allen Lebensbereichen wiederherstellen und den Da'wah des Islam in die übrige Welt tragen würde.

The root Munkar by which all the Munkar will be removed is the removal of Kufr and the Kufr systems, and the Mar’oof which will bring back every Ma’roof absent and the whole Deen of Islam is the Khilafah which would re-establish Islam in all walks of life and carry the Da’awah of Islam to the rest of the world.

Daher besteht die Aufgabe der politischen Partei darin, dieses Kalifat wiederzuerrichten und den Da'wah des Islam in die übrige Welt zu tragen. Sie müsste alle notwendigen Schritte unternehmen, um das Kalifat wiederaufzunehmen. So muss sie beispielsweise mit den Einzelheiten der Herrschafts-, Wirtschafts-, Gesellschafts- und Bildungssysteme sowie der Politiken vertraut sein, die der Islam vorgegeben hat, denn ohne sie wäre sie nicht in der Lage, das Kalifat wiederaufzunehmen. Außerdem müsste sie im Verständnis als Struktur geeint sein, andernfalls könnte sie niemals als Partei kollektiv arbeiten.

Hence the work of the political party is to re-establish this Khilafah and carry the Da’awah of Islam to the rest of the world. It would need to take all the necessary steps in order to resume the Khilafah. So, for example, it must be acquainted with the details of the ruling, economic, social and educational systems and policies that Islam has laid down for without them it would be incapable of resuming the Khilafah. It would also have to be unified in understanding as a structure, otherwise it would never be able to work collectively as a Party.

Dies beruht auf der Qaa'idah (Grundsatz) der Scharia: „Was zur Erfüllung einer Pflicht notwendig ist, ist selbst eine Pflicht." Nun stellt sich die Frage nach der Methodik dieser politischen Partei und danach, wie sie daran arbeiten könnte, das Khilafah wiederzuerrichten.

This is based upon the Qaa’idah (principle) in Shari’ah ‘That which is necessary to achieve an obligation is in itself an obligation’. The question now arises as to the methodology of this political party and how it would be able to work to re-establish the Khilafah.
