Alabado sea Allah, y que la paz y las bendiciones sean sobre el Mensajero de Allah ﷺ, su familia, sus compañeros y quienes los siguieron. Allah dice:

Praise be to Allah, and prayers and peace be upon the Messenger of Allah, his household, his companions and those who followed them. Allah says:.

(Allah ha prometido a quienes de entre vosotros creen y obran rectamente que, ciertamente, les concederá el poder en la tierra, como lo concedió a quienes les precedieron; que establecerá en autoridad su religión, la que Él ha elegido para ellos; y que cambiará (su estado), después del temor en que vivían, por otro de seguridad y paz: «Me adorarán a Mí solo y no asociarán nada conmigo». Quien después de esto reniegue de la fe, esos son los perversos y los impíos.) [TMQ 24: 55]. El Mensajero de Allah ﷺ dijo: .

(Allah has promised, to those among you who believe and work righteous deeds, that He will, of a surety, grant them in the land, inheritance (of power), as He granted it to those before them; that He will establish in authority their religion, the one which He has chosen for them; and that He will change (their state), after the fear in which they (lived), to one of security and peace: `They will worship Me (alone) and not associate aught with Me.' If any do reject Faith after this, they are rebellious and wicked.) [TMQ 24: 55]. The Messenger of Allah (S.W.A) said: .

"La profecía permanecerá entre ustedes mientras Allah quiera que permanezca, y luego Allah la levantará. Después habrá un Califato según el camino de la profecía, mientras Allah quiera que dure, y luego Allah lo levantará. Después habrá un gobierno autosuficiente, que durará mientras Allah quiera que dure, y luego Allah lo levantará. Después habrá un gobierno opresivo, que durará mientras Allah quiera que dure, y luego Allah lo levantará. Y luego habrá un Califato según el camino de la profecía." [Ahmad en su Musnad, 4/273 (#18596) y al-Sunnah de ibn Abi ‘Asim (#1166 y 1169).]

"The Prophethood will last among you till Allah wishes it to last, and then Allah will raise it up. Afterwards there will be a Khilafah according to the way of the Prophethood so long as Allah wishes it to last, and then Allah will raise it up. Afterwards there will be a self supporting rule and it will last so long as Allah wishes it to last, and then Allah will raise it up. Afterwards there will be an oppressive rule, and it will last as long as Allah wishes it to last, and then Allah will raise it up. And then there will be a Khilafah according to the way of the Prophethood.” [Ahmad in his Musnad, 4/273 (#18596) and al-Sunnah of ibn Abi ‘Asim (#1166 & 1169).] .

Nosotros, los miembros de Hizb ut-Tahrir, creemos en la promesa de Allah, creemos en las buenas nuevas que el Mensajero de Allah ﷺ nos transmitió, y trabajamos con y a través de la Ummah islámica para restaurar una vez más el Califato. Estamos seguros de lograrlo, y pedimos a Allah que nos honre estableciendo el Califato y haciéndonos de sus soldados, donde alcemos su bandera con gloria y la llevemos de victoria en victoria. En verdad, esto no es mucho para que Allah lo cumpla.

We, the members Hizb ut-Tahrir, believe in the promise of Allah we believe in the glad tidings that the Messenger of Allah conveyed to us and we work with and through the Islamic Ummah to restore the Khilafah once again. We are confident of achieving this, and ask Allah to honour us by establishing the Khilafah, making us of its soldiers, where we raise its banner in glory and take it from victory to victory. Indeed, this is not much for Allah to fulfil. .

En este libro deseamos presentar una comprensión clara de la implementación práctica de las organizaciones gobernantes y administrativas del Estado del Califato. Más importante aún, a través de esta claridad esperamos elevar los corazones de los musulmanes, para que puedan visualizar lo que será el Estado del Califato y esforzarse por alcanzarlo. Nuestra motivación para escribir este libro es el hecho de que los sistemas de gobierno actuales en el mundo no concuerdan con el sistema de gobierno del Islam en cuanto a sus estructuras y sus bases. Es evidente para todos los musulmanes que estos sistemas de gobierno no se derivan del Libro de Allah, la Sunnah de Su Mensajero ﷺ y las demás fuentes de la ley islámica a las que ellos hacen referencia. No existe desacuerdo entre los musulmanes en que estos sistemas contradicen el sistema del Islam.

In this book we wish to present a clear understanding of the practical implementation of the ruling and administrative organisations of the Khilafah state. More importantly, through this clarity we hope to uplift the hearts of the Muslims, so that they can visualise what the Khilafah state will be and strive towards it. Our motivation in writing this book is the fact that the present ruling systems in the world are not consistent with the ruling system of Islam in terms of their structures and their bases. It is clear to all Muslims that these ruling systems are not derived from the book of Allah, the Sunnah of His Messenger and the other sources of Islamic law that are referred to by them. There is no disagreement amongst Muslims that these systems contradict the system of Islam. .

Lo que genera confusión es si la forma del sistema de gobierno en el Islam, en cuanto a sus instituciones, es similar a los sistemas de gobierno que se aplican actualmente. Por ello, aceptan la existencia de ministros e instituciones ministeriales que funcionan de manera similar a las existentes en los sistemas de gobierno hechos por el hombre de otras naciones. Este libro se centra en la estructura y las instituciones del Estado del Califato, con el fin de dejar clara en la mente de los musulmanes la forma del sistema de gobierno antes de su regreso, Insha'Allah.

What causes confusion is whether the shape of the ruling system in Islam, in terms of its institutions, is similar to the ruling systems currently being implemented. Therefore they accept the existence of ministers and ministerial institutions that operate in a similar manner to those existent in foreign man- made ruling systems. This book concentrates on the structure and institutions of the Khilafah state, so as to make the shape of the ruling system clear in the minds of Muslims before its return, Insha’Allah. .

También incluimos el uso de la bandera y el estandarte del Estado del Califato. Hay otros asuntos necesarios que no hemos tratado en detalle en este libro. Serán abordados en su momento, si Allah quiere. Estos asuntos son: la forma de elegir al Califa; determinar el texto del bay'ah; determinar los poderes obligatorios del Califa provisional en caso de que el Califa efectivo cayera cautivo, y determinar las posibilidades de su rescate; organizar la policía de las wilayat (distritos); nombrar policías mujeres en el departamento de seguridad interior; la forma de elegir los consejos de las wilayat así como el consejo de la Ummah; y el acuerdo sobre un himno oficial para el Estado islámico. Lo hemos indicado en los lugares correspondientes del libro.

We also included the use of the flag and banner of the Khilafah state. There are other necessary matters we did not include in detail in this book. These will be treated in due course - Insha’Allah. These matters are the way of electing the Khalifah; determining the wording of the bay’ah; determining the mandatory powers of the provisional Khalifah in case the [actual] Khalifah fell captive and determining the chances of his rescue; organising the police of the wilayat (districts); appointing policewomen in the internal security department; the way of electing the councils of the wilayat as well as the council of the Ummah; and agreement to an official anthem for the Islamic state. We have indicated this where these occur in the relevant places of the book. .

Pedimos a Allah que nos apresure hacia Su victoria, nos conceda Su favor y nos honre con Su apoyo y Su benevolencia, para que la Ummah vuelva a ser la mejor Ummah surgida de entre la humanidad, y para que el Estado vuelva a tomar la forma del primer Estado islámico, a fin de que extienda la justicia y la rectitud en todas sus regiones y territorios.

We ask Allah to hasten us towards His victory, bestow His favour upon us, and honour us with His support and beneficence, so that the Ummah may return to being the best Ummah brought forward from mankind and the state may return in the form of the first Islamic state so that it may spread justice and righteousness in all of its regions and territories. .

Ese será el momento en que los creyentes se regocijarán por la victoria que Allah les concedió, mediante la cual Allah sanará sus corazones. Nuestra última súplica es celebrar la alabanza de Allah, el Señor de los mundos.

That will be the moment the believers will rejoice at the victory that Allah gave them, through which Allah will heal their hearts. Our last prayer is to celebrate the praise of Allah, the Lord of the worlds. .
