স্বার্থ পরিচালনার নীতি সরল ব্যবস্থা, কাজ সম্পাদনে দ্রুততা এবং প্রশাসকদের দক্ষতার উপর প্রতিষ্ঠিত। এটি স্বার্থ সম্পাদনের প্রকৃতি থেকে নেওয়া হয়েছে, কারণ যে ব্যক্তি কোনো সেবা চায় তার সেটি দ্রুত ও কার্যকরভাবে সম্পন্ন হওয়া প্রয়োজন। রাসূলুল্লাহ ﷺ বলেছেন: "নিশ্চয়ই আল্লাহ সব কিছুর উপর ইহসান (উত্তমতা) ফরয করেছেন; সুতরাং যখন তোমরা হত্যা করবে, উত্তমভাবে হত্যা করবে, আর যখন যবেহ করবে, উত্তমভাবে যবেহ করবে।" এটি শাদ্দাদ ইবনে আওস থেকে মুসলিম বর্ণনা করেছেন [সহীহ, হাদীস নং ১৯৫৫]। অতএব, কার্যসম্পাদনে উৎকর্ষ শরীয়ত কর্তৃক আদিষ্ট। এটি অর্জনের জন্য প্রশাসনের তিনটি গুণ মেনে চলা উচিত।

o Secondly, the speed in processing the transactions which would spare people of unnecessary delay. .

o Thirdly, the ability and competence of the employees. This is required to perfect the performance and result of the task. .
