यह एक ऐसी परिषद (काउंसिल) है जो आम मुसलमानों की राय का प्रतिनिधित्व करने वाले व्यक्तियों से बनती है, जिससे ख़लीफ़ा विभिन्न मामलों में उनसे सलाह लेने के लिए रुजूअ कर सकता है। ये लोग बदले में उम्मत के प्रतिनिधि होते हैं, जो शासकों को जवाबदेह ठहराने का काम करते हैं। यह बात अल्लाह के रसूल ﷺ के अंसार और मुहाजिरीन के कुछ लोगों से सलाह लेने से निकाली जाती है, जो अपनी क़ौम के प्रतिनिधि थे। यह बात अल्लाह के रसूल ﷺ के कुछ सहाबा को शूरा के लिए नियुक्त करने से भी निकाली जाती है; वे राय लेने के लिए दूसरों की तुलना में उनकी ओर अधिक रुजूअ करते थे, जैसे अबू बक्र, उमर, हमज़ा, अली, सलमान अल-फ़ारसी, हुज़ैफ़ा।

This is a Council formed by individuals representing the opinion of the Muslims at large, to which the Khalifah can refer to in regards to consulting them on various issues. They in turn are the representatives of the Ummah in holding the rulers accountable. This is deduced from the Messenger of Allah's (PBUH) consultation with some men from the Ansar and the Muhajireen who represent their people. It is also derived from the Messenger's (PBUH) assigning some of his Sahabah for shura, he used to refer to them more than to others for seeking an opinion, such as Abu Bakr, ‘Umar, Hamza, Ali, Salman Al-Farsi, Hudhayfah, .
