एक मुआविन-उन-तनफ़ीज़ वह वज़ीर है जिसे ख़लीफ़ा अपने सहायक के रूप में नियुक्त करता है ताकि मामलों के निष्पादन में, उसके आदेशों के अनुसरण और उनके कार्यान्वयन में सहायता करे। वह ख़लीफ़ा और राज्य के विभिन्न विभागों, प्रजा और विदेश कार्यालय के बीच मध्यस्थ होता है। वह ख़लीफ़ा तक आने-जाने वाले संदेश पहुँचाता है। वह आदेशों को निष्पादित करने में सहायक है और उन आदेशों पर उसका कोई अधिकार नहीं होता और न ही वे उसे सौंपे जाते हैं, यानी उसकी भूमिका निष्पादन और प्रशासन की है, शासन की नहीं। उसका विभाग एक ऐसा साधन है जिसके द्वारा वह कार्य किया जाता है जो ख़लीफ़ा आंतरिक और विदेश कार्यालयों को जारी करता है, और यह सुनिश्चित करता है कि इन कार्यालयों के माध्यम से उसके पास जो कुछ भी आता है, उसमें ख़लीफ़ा के प्रति अधीनता बनी रहे। उसका विभाग ख़लीफ़ा और दूसरों के बीच मध्यस्थ का काम करता है, जहाँ यह उसकी ओर से उन तक बात पहुँचाता है और उनकी बात उस तक पहुँचाता है।

A Mu’awin-un-Tanfidh is the wazir whom the Khalifah appoints to be his assistant in the execution of matters, the following up and implementation of his orders. He is the intermediary between the Khalifah and the various State departments, the subjects and the foreign office. He conveys messages to and fro to the Khalifah. He is an assistant in executing orders and is not authorized over them or entrusted with them i.e. his role is one of execution and administrative and not ruling. His department is a tool used to execute what the Khalifah issues to the internal and foreign offices, ensuring submission to the Khalifah in all that comes to him through these offices. His department acts as an intermediary between the Khalifah and others, where it conveys to them on his behalf and conveys to him from them. .
