تمام تعریفیں اللہ کے لیے ہیں، اور درود و سلام ہو اللہ کے رسول ﷺ پر، ان کی آل پر، ان کے صحابہ پر اور ان لوگوں پر جنہوں نے ان کی پیروی کی۔ اللہ تعالیٰ فرماتا ہے:

Praise be to Allah, and prayers and peace be upon the Messenger of Allah, his household, his companions and those who followed them. Allah says:.

(اللہ نے تم میں سے ان لوگوں سے جنہوں نے ایمان لایا اور نیک اعمال کیے، یہ وعدہ فرمایا ہے کہ وہ انہیں زمین میں اقتدار کی وراثت ضرور عطا فرمائے گا، جس طرح اس نے ان سے پہلے لوگوں کو عطا کی تھی؛ اور وہ ان کے لیے ان کے دین کو مستحکم کر دے گا جسے اس نے ان کے لیے منتخب کیا ہے؛ اور وہ ان کے خوف کے بعد (کی حالت کو) امن و سلامتی میں بدل دے گا: 'وہ صرف میری ہی عبادت کریں گے اور میرے ساتھ کسی کو شریک نہیں ٹھہرائیں گے۔' پس جو اس کے بعد کفر کرے، وہی سرکش اور بدکار ہیں۔) [TMQ 24: 55]۔ رسول اللہ ﷺ نے فرمایا:

(Allah has promised, to those among you who believe and work righteous deeds, that He will, of a surety, grant them in the land, inheritance (of power), as He granted it to those before them; that He will establish in authority their religion, the one which He has chosen for them; and that He will change (their state), after the fear in which they (lived), to one of security and peace: `They will worship Me (alone) and not associate aught with Me.' If any do reject Faith after this, they are rebellious and wicked.) [TMQ 24: 55]. The Messenger of Allah (S.W.A) said: .

"تمہارے درمیان نبوت اس وقت تک قائم رہے گی جب تک اللہ اسے قائم رکھنے کا چاہے گا، پھر اللہ اسے اٹھا لے گا۔ اس کے بعد نبوت کے طریقے پر خلافت ہوگی جب تک اللہ اسے قائم رکھنے کا چاہے گا، پھر اللہ اسے اٹھا لے گا۔ اس کے بعد ایک خود مختار حکمرانی ہوگی اور وہ اس وقت تک رہے گی جب تک اللہ اسے قائم رکھنے کا چاہے گا، پھر اللہ اسے اٹھا لے گا۔ اس کے بعد ایک ظالمانہ حکمرانی ہوگی، اور وہ اس وقت تک رہے گی جب تک اللہ اسے قائم رکھنے کا چاہے گا، پھر اللہ اسے اٹھا لے گا۔ اور پھر نبوت کے طریقے پر خلافت ہوگی۔" [احمد، مسند [4/273 (#18596)] اور ابن ابی عاصم کی السنہ [#1166 & 1169]۔]

"The Prophethood will last among you till Allah wishes it to last, and then Allah will raise it up. Afterwards there will be a Khilafah according to the way of the Prophethood so long as Allah wishes it to last, and then Allah will raise it up. Afterwards there will be a self supporting rule and it will last so long as Allah wishes it to last, and then Allah will raise it up. Afterwards there will be an oppressive rule, and it will last as long as Allah wishes it to last, and then Allah will raise it up. And then there will be a Khilafah according to the way of the Prophethood.” [Ahmad in his Musnad, 4/273 (#18596) and al-Sunnah of ibn Abi ‘Asim (#1166 & 1169).] .

ہم، حزب التحریر کے اراکین، اللہ کے وعدے پر ایمان رکھتے ہیں، ہم ان خوشخبریوں پر ایمان رکھتے ہیں جو رسول اللہ ﷺ نے ہمیں پہنچائیں، اور ہم ایک بار پھر خلافت کی بحالی کے لیے اسلامی امت کے ساتھ مل کر اور اس کے ذریعے کام کرتے ہیں۔ ہمیں اس کے حصول کا پورا یقین ہے، اور ہم اللہ سے دعا کرتے ہیں کہ وہ خلافت کے قیام کے ذریعے ہمیں عزت عطا فرمائے اور ہمیں اس کے سپاہیوں میں شامل کرے، جہاں ہم اس کا پرچم عظمت کے ساتھ بلند کریں اور اسے فتح سے فتح کی طرف لے جائیں۔ بے شک، اللہ کے لیے اس کی تکمیل میں کوئی مشکل نہیں۔

We, the members Hizb ut-Tahrir, believe in the promise of Allah we believe in the glad tidings that the Messenger of Allah conveyed to us and we work with and through the Islamic Ummah to restore the Khilafah once again. We are confident of achieving this, and ask Allah to honour us by establishing the Khilafah, making us of its soldiers, where we raise its banner in glory and take it from victory to victory. Indeed, this is not much for Allah to fulfil. .

اس کتاب میں ہم خلافت کی ریاست کے حکومتی اور انتظامی اداروں کے عملی نفاذ کی واضح سمجھ بوجھ پیش کرنے کی خواہش رکھتے ہیں۔ اس سے بھی اہم بات یہ ہے کہ اس وضاحت کے ذریعے ہم مسلمانوں کے دلوں کو اس طرح بیدار کرنے کی امید رکھتے ہیں کہ وہ تصور کر سکیں کہ خلافت کی ریاست کیسی ہوگی اور اس کی طرف کوشش کر سکیں۔ اس کتاب کو لکھنے کا ہمارا مقصد یہ حقیقت ہے کہ دنیا کے موجودہ حکومتی نظام اپنے ڈھانچے اور اپنی بنیادوں کے لحاظ سے اسلام کے حکومتی نظام کے مطابق نہیں ہیں۔ تمام مسلمانوں کے لیے یہ بات واضح ہے کہ یہ حکومتی نظام اللہ کی کتاب، اس کے رسول ﷺ کی سنت اور اسلامی قانون کے دیگر ذرائع سے اخذ نہیں کیے گئے جن کا ان کے ذریعے حوالہ دیا جاتا ہے۔ مسلمانوں کے درمیان اس بات پر کوئی اختلاف نہیں ہے کہ یہ نظام اسلام کے نظام کے منافی ہیں۔

In this book we wish to present a clear understanding of the practical implementation of the ruling and administrative organisations of the Khilafah state. More importantly, through this clarity we hope to uplift the hearts of the Muslims, so that they can visualise what the Khilafah state will be and strive towards it. Our motivation in writing this book is the fact that the present ruling systems in the world are not consistent with the ruling system of Islam in terms of their structures and their bases. It is clear to all Muslims that these ruling systems are not derived from the book of Allah, the Sunnah of His Messenger and the other sources of Islamic law that are referred to by them. There is no disagreement amongst Muslims that these systems contradict the system of Islam. .

جس چیز سے الجھن پیدا ہوتی ہے وہ یہ ہے کہ آیا اسلام میں حکومتی نظام کی شکل، اپنے اداروں کے لحاظ سے، ان حکومتی نظاموں کے مشابہ ہے جو فی الوقت نافذ کیے جا رہے ہیں۔ چنانچہ وہ وزراء اور وزارتی اداروں کے وجود کو تسلیم کر لیتے ہیں جو غیر مسلم انسانوں کے بنائے ہوئے حکومتی نظاموں میں موجود اداروں کے مشابہ طریقے سے کام کرتے ہیں۔ یہ کتاب خلافت کے ڈھانچے اور اداروں پر توجہ مرکوز کرتی ہے، تاکہ ان شاء اللہ، اس کی واپسی سے پہلے مسلمانوں کے ذہنوں میں حکومتی نظام کی شکل واضح ہو سکے۔

What causes confusion is whether the shape of the ruling system in Islam, in terms of its institutions, is similar to the ruling systems currently being implemented. Therefore they accept the existence of ministers and ministerial institutions that operate in a similar manner to those existent in foreign man- made ruling systems. This book concentrates on the structure and institutions of the Khilafah state, so as to make the shape of the ruling system clear in the minds of Muslims before its return, Insha’Allah. .

ہم نے خلافت کی ریاست کے پرچم اور جھنڈے کے استعمال کو بھی شامل کیا ہے۔ کچھ دیگر ضروری امور ہیں جنہیں ہم نے اس کتاب میں تفصیل سے شامل نہیں کیا، جن کا مناسب وقت پر ذکر کیا جائے گا—ان شاء اللہ۔ یہ امور درج ذیل ہیں: خلیفہ کے انتخاب کا طریقہ؛ بیعت کے الفاظ کا تعین؛ اس صورت میں عارضی خلیفہ کے لازمی اختیارات کا تعین جب [اصل] خلیفہ قیدی ہو جائے اور اس کی رہائی کے امکانات کا تعین؛ ولایات کے پولیس کا انتظام؛ داخلی سلامتی کے شعبے میں خواتین پولیس اہلکاروں کا تقرر؛ ولایات کی کونسلوں کے ساتھ ساتھ امت کی کونسل کے انتخاب کا طریقہ؛ اور اسلامی ریاست کے لیے ایک سرکاری ترانے پر اتفاق۔ ہم نے کتاب کے متعلقہ مقامات پر جہاں یہ امور آتے ہیں، ان کی طرف اشارہ کر دیا ہے۔

We also included the use of the flag and banner of the Khilafah state. There are other necessary matters we did not include in detail in this book. These will be treated in due course - Insha’Allah. These matters are the way of electing the Khalifah; determining the wording of the bay’ah; determining the mandatory powers of the provisional Khalifah in case the [actual] Khalifah fell captive and determining the chances of his rescue; organising the police of the wilayat (districts); appointing policewomen in the internal security department; the way of electing the councils of the wilayat as well as the council of the Ummah; and agreement to an official anthem for the Islamic state. We have indicated this where these occur in the relevant places of the book. .

ہم اللہ تعالیٰ سے دعا کرتے ہیں کہ وہ ہمیں اپنی فتح کی طرف تیزی سے لے جائے، ہم پر اپنا فضل و کرم فرمائے، اور ہمیں اپنی نصرت اور احسان سے نوازے، تاکہ امت دوبارہ بنی نوع انسان میں سے بہترین امت بن جائے اور ریاست پہلی اسلامی ریاست کی صورت میں واپس لوٹ آئے تاکہ وہ اپنے تمام خطوں اور علاقوں میں عدل و انصاف اور نیکی کو پھیلا سکے۔

We ask Allah to hasten us towards His victory, bestow His favour upon us, and honour us with His support and beneficence, so that the Ummah may return to being the best Ummah brought forward from mankind and the state may return in the form of the first Islamic state so that it may spread justice and righteousness in all of its regions and territories. .

وہ وہ لمحہ ہوگا جب مومن اس فتح پر خوشی منائیں گے جو اللہ نے انہیں عطا فرمائی، جس کے ذریعے اللہ ان کے دلوں کو سکون بخشے گا۔ ہماری آخری دعا اللہ کی حمد و ثنا کے ساتھ ہے، جو تمام جہانوں کا رب ہے۔

That will be the moment the believers will rejoice at the victory that Allah gave them, through which Allah will heal their hearts. Our last prayer is to celebrate the praise of Allah, the Lord of the worlds. .
