يتحمّل الأفراد واجبَ مُساءلة الحكّام، وهو واجبٌ أمر به الله تعالى، سواءٌ كانوا أفرادًا أو كانوا جماعاتٍ وأحزابًا بصفتها جماعاتٍ وأحزابًا.

ما يجعلها جماعةً هو وجود رابطةٍ تربط جميع أعضائها، فيشكّلون بذلك جسداً واحداً، كالكتلة. ومن دون هذه الرابطة لا تكون الجماعة التي أمر الله سبحانه بإقامتها تعمل كجماعة. وما يحفظها جماعةً تعمل على الوجه الصحيح هو وجود أميرٍ تجب طاعته. وقد أمر الشرع كل جماعةٍ من ثلاثة أشخاصٍ فأكثر بأن تُولّي عليها أميراً، فقال رسول الله ﷺ: «لا يحلُّ لثلاثةٍ يكونون بفلاةٍ من الأرض إلا أمَّروا أحدهم». [رواه أحمد عن عبد الله بن عمرو]. وهاتان الصفتان: وجود الرابطة بين الجماعة، ووجود أميرٍ تجب طاعته، تدلّان على أن الجماعة التي لها رابطةٌ وأميرٌ تجب طاعته يجب إقامتها، في قول الله تعالى: ﴿وَلْتَكُن مِّنكُمْ أُمَّةٌ يَدْعُونَ إِلَى الْخَيْرِ﴾ [آل عمران: 104]. وإن الجماعة، أو الكتلة، أو الحزب، أو التجمع، أو أيُّ اسمٍ آخر يُطلق على الجماعة، تستوفي شروط الجماعة وتحفظها جماعةً عاملة. وهذا يدل على أن الآية تأمر بتأسيس جماعاتٍ، أو أحزابٍ، أو كتلٍ، أو منظماتٍ أو ما شابهها.

ويدلّ الآية أيضاً على أن تكون الأحزاب إسلامية، قائمةً على العقيدة الإسلامية، ومتبنّيةً للأحكام الشرعية. ويحرم على هذه الأحزاب أن تكون شيوعية، أو اشتراكية، أو رأسمالية، أو قومية، أو أحزاباً تدعو إلى الديمقراطية، أو العلمانية، أو الماسونية، أو أن تُبنى على غير العقيدة الإسلامية، أو أن تتبنّى غير الأحكام الشرعية. وذلك لأنّ الآية قد حدّدت صفة هذه الأحزاب من خلال تحديد مهامّها. وهذه المهام هي الدعوة إلى الإسلام، والأمر بالمعروف والنهي عن المنكر، وكل حزب يقوم بمثل هذه المهام يجب أن يحمل الإسلام وأن يُبنى على أساس الإسلام. أما أي جماعة تُبنى على أساس شيوعي، أو اشتراكي، أو رأسمالي، أو ديمقراطي، أو علماني، أو ماسوني، أو قومي، أو وطني، أو إقليمي، فلن تكون مبنيةً على أساس إسلامي، ولا حاملةً للإسلام، ولا متبنّيةً لأحكام الإسلام. بل إنّ مثل هذا الحزب يكون مبنياً على أساس الكفر ومنظّماً حول مفاهيم الكفر.

Such a party would rather be founded on a basis of disbelief and structured around concepts of disbelief.
