Louvado seja Allah, e que as preces e a paz estejam sobre o Mensageiro de Allah, sobre sua família, seus companheiros e aqueles que os seguiram. Allah diz:

Praise be to Allah, and prayers and peace be upon the Messenger of Allah, his household, his companions and those who followed them. Allah says:.

(Allah prometeu, àqueles dentre vós que crerem e praticarem boas obras, que, com certeza, lhes concederá o domínio na terra, como o concedeu aos que os precederam; que estabelecerá em autoridade a sua religião, aquela que Ele escolheu para eles; e que mudará (o seu estado), depois do temor em que viveram, para um de segurança e paz: "Adorar-Me-ão e não Me associarão coisa alguma." Quem, depois disso, renegar a fé, esses são os perversos e os rebeldes.) [TMQ 24: 55]. Disse o Mensageiro de Allah ﷺ (S.W.A): .

(Allah has promised, to those among you who believe and work righteous deeds, that He will, of a surety, grant them in the land, inheritance (of power), as He granted it to those before them; that He will establish in authority their religion, the one which He has chosen for them; and that He will change (their state), after the fear in which they (lived), to one of security and peace: `They will worship Me (alone) and not associate aught with Me.' If any do reject Faith after this, they are rebellious and wicked.) [TMQ 24: 55]. The Messenger of Allah (S.W.A) said: .

"A Profecia permanecerá entre vocês enquanto Allah desejar que ela permaneça, e então Allah a fará ser erguida. Depois disso haverá um Khilafah segundo o caminho da Profecia, enquanto Allah desejar que ele permaneça, e então Allah o fará ser erguido. Depois disso haverá um governo autossuficiente, que permanecerá enquanto Allah desejar que permaneça, e então Allah o fará ser erguido. Depois disso haverá um governo opressor, que permanecerá enquanto Allah desejar que permaneça, e então Allah o fará ser erguido. E então haverá um Khilafah segundo o caminho da Profecia." [Ahmad em seu Musnad, 4/273 (#18596) e al-Sunnah de Ibn Abi 'Asim (#1166 e 1169).]

"The Prophethood will last among you till Allah wishes it to last, and then Allah will raise it up. Afterwards there will be a Khilafah according to the way of the Prophethood so long as Allah wishes it to last, and then Allah will raise it up. Afterwards there will be a self supporting rule and it will last so long as Allah wishes it to last, and then Allah will raise it up. Afterwards there will be an oppressive rule, and it will last as long as Allah wishes it to last, and then Allah will raise it up. And then there will be a Khilafah according to the way of the Prophethood.” [Ahmad in his Musnad, 4/273 (#18596) and al-Sunnah of ibn Abi ‘Asim (#1166 & 1169).] .

Nós, os membros do Hizb ut-Tahrir, acreditamos na promessa de Allah, acreditamos nas boas novas que o Mensageiro de Allah ﷺ nos transmitiu, e trabalhamos com e através da Ummah islâmica para restaurar mais uma vez o Khilafah. Estamos confiantes de alcançar isto, e pedimos a Allah que nos honre estabelecendo o Khilafah, tornando-nos dos seus soldados, para que erguemos a sua bandeira com glória e a levemos de vitória em vitória. Na verdade, isto não é muito para Allah cumprir.

We, the members Hizb ut-Tahrir, believe in the promise of Allah we believe in the glad tidings that the Messenger of Allah conveyed to us and we work with and through the Islamic Ummah to restore the Khilafah once again. We are confident of achieving this, and ask Allah to honour us by establishing the Khilafah, making us of its soldiers, where we raise its banner in glory and take it from victory to victory. Indeed, this is not much for Allah to fulfil. .

Neste livro, desejamos apresentar uma compreensão clara da implementação prática das organizações governamentais e administrativas do Estado do Khilafah. Mais importante ainda, por meio dessa clareza, esperamos elevar os corações dos muçulmanos, para que possam visualizar o que será o Estado do Khilafah e se empenhar por ele. Nossa motivação para escrever este livro é o fato de que os sistemas de governo atualmente existentes no mundo não são consistentes com o sistema de governo do Islã, tanto em suas estruturas quanto em seus fundamentos. É claro para todos os muçulmanos que esses sistemas não derivam do Livro de Allah, da Sunnah de Seu Mensageiro ﷺ e das demais fontes da legislação islâmica às quais eles se referem. Não há divergência entre os muçulmanos de que esses sistemas contradizem o sistema do Islã.

In this book we wish to present a clear understanding of the practical implementation of the ruling and administrative organisations of the Khilafah state. More importantly, through this clarity we hope to uplift the hearts of the Muslims, so that they can visualise what the Khilafah state will be and strive towards it. Our motivation in writing this book is the fact that the present ruling systems in the world are not consistent with the ruling system of Islam in terms of their structures and their bases. It is clear to all Muslims that these ruling systems are not derived from the book of Allah, the Sunnah of His Messenger and the other sources of Islamic law that are referred to by them. There is no disagreement amongst Muslims that these systems contradict the system of Islam. .

O que causa confusão é se a forma do sistema de governo no Islã, em termos de suas instituições, é semelhante aos sistemas de governo atualmente implementados. Por isso, aceitam a existência de ministros e de instituições ministeriais que funcionam de maneira semelhante às existentes nos sistemas de governo estrangeiros, feitos pelo homem. Este livro concentra-se na estrutura e nas instituições do Estado do Califado, a fim de tornar clara na mente dos muçulmanos a forma do sistema de governo antes do seu retorno, Insha'Allah.

What causes confusion is whether the shape of the ruling system in Islam, in terms of its institutions, is similar to the ruling systems currently being implemented. Therefore they accept the existence of ministers and ministerial institutions that operate in a similar manner to those existent in foreign man- made ruling systems. This book concentrates on the structure and institutions of the Khilafah state, so as to make the shape of the ruling system clear in the minds of Muslims before its return, Insha’Allah. .

Incluímos também o uso da bandeira e do estandarte do Estado do Califado. Existem outros assuntos necessários que não tratamos em detalhe neste livro. Estes serão abordados em tempo oportuno, se Allah quiser. Esses assuntos são: a forma de eleger o Khalifah; a determinação da redação do bay'ah; a determinação dos poderes obrigatórios do Khalifah provisório caso o Khalifah [efetivo] caia em cativeiro e a determinação das chances de sua libertação; a organização da polícia das wilayat (distritos); a nomeação de policiais femininas no departamento de segurança interna; a forma de eleger os conselhos das wilayat, bem como o conselho da Ummah; e a aprovação de um hino oficial para o Estado Islâmico. Indicamos isso nos lugares relevantes do livro.

We also included the use of the flag and banner of the Khilafah state. There are other necessary matters we did not include in detail in this book. These will be treated in due course - Insha’Allah. These matters are the way of electing the Khalifah; determining the wording of the bay’ah; determining the mandatory powers of the provisional Khalifah in case the [actual] Khalifah fell captive and determining the chances of his rescue; organising the police of the wilayat (districts); appointing policewomen in the internal security department; the way of electing the councils of the wilayat as well as the council of the Ummah; and agreement to an official anthem for the Islamic state. We have indicated this where these occur in the relevant places of the book. .

Pedimos a Allah que nos apresse em direção à Sua vitória, que nos conceda Seu favor e que nos honre com Seu apoio e Sua benevolência, para que a Umma volte a ser a melhor Umma já trazida à existência entre os homens, e para que o Estado retorne na forma do primeiro Estado islâmico, a fim de que espalhe a justiça e a retidão em todas as suas regiões e territórios.

We ask Allah to hasten us towards His victory, bestow His favour upon us, and honour us with His support and beneficence, so that the Ummah may return to being the best Ummah brought forward from mankind and the state may return in the form of the first Islamic state so that it may spread justice and righteousness in all of its regions and territories. .

Esse será o momento em que os crentes se alegrarão com a vitória que Allah lhes concedeu, por meio da qual Allah curará seus corações. Nossa última oração é celebrar o louvor a Allah, o Senhor dos mundos.

That will be the moment the believers will rejoice at the victory that Allah gave them, through which Allah will heal their hearts. Our last prayer is to celebrate the praise of Allah, the Lord of the worlds. .
