Sebelumnya telah disebutkan bahwa salah satu tugas wazir tanfidz (asisten eksekutif) adalah menjadi perantara antara Khalifah dan negara-negara lain dalam hubungan internasional.

Rasulullah ﷺ dan para khulafaur rasyidin biasa menyampaikan urusan-urusan ini secara langsung melalui sekretaris mereka, yakni asisten eksekutif.

The Messenger (PBUH) and the khulafa’ rashidun used to address these relations directly through their secretary, i.e. the executive assistant. .

Rasulullah ﷺ adalah orang yang membawa surat-menyurat mengenai perjanjian Hudaibiyah dan menyimpulkan kesepakatan damai. Juga diriwayatkan dari ‘Umar (ra) bahwa ketika utusan Kisra datang kepadanya, ia mendapatinya sedang tidur di salah satu gerbang al-Madinah al-Munawwarah.

The Messenger (PBUH) is the one that carried the correspondence regarding the Hudaybiyah treaty and concluding the peace agreement. It was also reported from ‘Umar (ra) that when the delegate from Kisra came to him he found him sleeping at one of the gates of al-Madin al-Munawwarah. .

Namun, Khalifah diperbolehkan menangani hubungan internasional secara langsung melalui asisten eksekutifnya, serta melalui penunjukan seorang manajer yang bertanggung jawab atas hubungan internasional, sama seperti organisasi lain di dalam Negara.

Oleh karena itu, keempat bagian ini dapat dihimpun di bawah satu bagian, yang disebut bagian amir jihad, karena pokok pembahasannya saling berkaitan. Keempatnya juga dapat berdiri sendiri-sendiri sebagaimana ditangani oleh Rasulullah ﷺ, seperti yang telah disebutkan sebelumnya.

Therefore, these four departments can be assembled under one department, called the department of the amir of jihad, because their subject is linked together. They can also be separate from one another as dealt by the Messenger (PBUH), as mentioned before. .

Pekerjaan yang ditangani oleh keempat departemen ini sangat luas, terutama sebagaimana terlihat hari ini, di mana terdapat banyak bidang. Bidang-bidang tersebut meliputi urusan militer, persoalan dalam negeri, seni tipu daya yang dirancang oleh negara-negara, agen-agen, golongan politisi bayaran, berbagai kejahatan, serta kerumitan dalam hubungan internasional. Selain itu, terdapat pula berbagai bidang industri dan sarana teknis canggih yang digunakan. Oleh karena itu, agar kewenangan wajib amir jihad tidak meluas, yang dapat membuatnya memegang pusat kekuasaan Negara sehingga bisa membahayakan Negara jika ketakwaannya menurun, maka berdasarkan semua pertimbangan ini kami memutuskan untuk memisahkan departemen-departemen ini satu sama lain, serta menghubungkannya kepada Khalifah sebagai departemen-departemen yang independen dari organisasi-organisasi Negara, sebagai berikut:

The work these four departments cover is vast, particularly as witnessed today where there are numerous fields. These include those of the armies, internal problems, and art of intrigues devised by the states, agents, classes of the mercenary politicians, various crimes, and complications in the international relations. In addition to this, there are various fields of industry and advanced technical means in use. Hence, in order that the mandatory powers of the amir of jihad do not expand, which may lead to him holding the centre of the State’s power that might cause harm to the State if his taqwa declined; Due to all these points we adopt keeping these departments separate from each other, and linked to the Khalifah as departments independent from the State’s organisations, as follows:.

• Amir jihad – departemen perang (tentara)

• Amir of jihad- war department (army) .

• Departemen Keamanan Internal.

• Department of internal security .

• Departemen Industri

• Department of industry .

• Departemen luar negeri.

• Foreign department.
