Die Schura ist ein Recht aller Muslime, das der Khalifah erfüllen muss. Sie haben das Recht, konsultiert zu werden, und der Khalifah soll sich an sie wenden und sie um Rat fragen. Allah (SWT) sagt: „Und berate dich mit ihnen in der Angelegenheit, und wenn du dich entschieden hast (für eine Handlung/für eine Meinung), vertraue auf Allah" [3:159].

Shura is a right of all the Muslims which the Khalifah should fulfil. They are entitled to be consulted and the Khalifah should refer to them and consult them. Allah (S.W.T) says:. "And do consult them in the matter, and if you decide (on an action/on an opinion) put your trust in Allah" [3:159].

Allah (S.W.T.) sagt auch.

Allah (S.W.T) says also .

„Und ihre Angelegenheit wird unter ihnen durch Beratung entschieden." [TMQ 42:38]
