خلافت تمام دنیا کے تمام مسلمانوں پر ایک عام قیادت ہے، جس کی ذمہ داری اسلام کے قوانین کا نفاذ کرنا اور پوری دنیا تک اسلامی پیغام پہنچانا ہے۔ اسے امامت کے نام سے بھی جانا جاتا ہے، لہٰذا امامت اور خلافت مترادف ہیں۔ یہ وہ صورت ہے جسے احکامِ شریعت (الٰہی قوانین) اسلامی ریاست کے طور پر متعین کرتے ہیں۔ ان دو الفاظ کو استعمال کرتے ہوئے بہت سی صحیح احادیث روایت کی گئی ہیں، جن کا مفہوم ایک ہی ہے۔ شریعت کی کسی بھی نص یعنی قرآن اور سنت میں ان دو الفاظ میں سے کوئی بھی دوسرے کے معنی سے مختلف نہیں ہے، کیونکہ یہی واحد الٰہی نصوص ہیں۔ تاہم، ان میں سے کسی ایک پر عمل کرنا لازم نہیں ہے، بلکہ اصل چیز وہ مفہوم ہے جس پر عمل کرنا ضروری ہے۔

The Khilafah is the general leadership over all the Muslims, in the whole world, whose responsibility is to implement the laws of Islam, and to convey the Islamic Message to the whole world. It is also known as the Imamah, so Imamah and Khilafah are synonymous. It is the shape that the Ahkam Shari’ah (divine laws) determine as the Islamic state. Many sahih Ahadith have been narrated using these two words, with the same meaning. None of these two words differed in their meaning from the other in any Shari’ah text i.e. the Qur’an and Sunnah, for they are the only divine texts. However, it is not binding to adhere to either of them, rather it is the meaning that has to be adhered to.

"جس نے اللہ کی اطاعت سے اپنا ہاتھ پیچھے کھینچ لیا، وہ قیامت کے دن اس سے اس حال میں ملے گا کہ اس کے پاس اپنے حق میں کوئی دلیل نہیں ہوگی؛ اور جو شخص اس حال میں مرا کہ اس کی گردن پر بیعت نہیں تھی، اس کی موت جاہلیت کے دنوں کی موت جیسی ہوگی۔" [مسلم سے روایت ہے] چنانچہ رسول اللہ ﷺ نے ہر مسلمان پر اپنی گردن پر بیعت ہونا لازم قرار دیا۔ آپ ﷺ نے اس شخص کی وضاحت کی جو اس حال میں مرا کہ اس کی گردن پر بیعت نہیں تھی، گویا وہ جاہلیت کی موت مرا۔ بیعت خلیفہ کے لیے ہی صحیح ہوگی۔ رسول اللہ ﷺ نے یہ فرض قرار دیا کہ ہر مسلمان کی گردن پر ایک خلیفہ کے لیے بیعت ہونا لازم ہو، لیکن آپ ﷺ نے ہر مسلمان پر خلیفہ کو بیعت دینے کو لازم نہیں کیا۔ لہٰذا، فرض ہر مسلمان کی گردن پر بیعت کا ہونا ہے۔ یہ ایک خلیفہ کے وجود کو لازم کرتا ہے، جو اپنے وجود کے ذریعے (ہر مسلمان کی گردن پر) بیعت کا حقدار ہوتا ہے۔ چنانچہ، خلیفہ کا وجود وہ مسئلہ ہے جو ہر مسلمان کی گردن پر بیعت کو لازم کرتا ہے، خواہ اس نے حقیقت میں بیعت دی ہو یا نہ دی ہو۔ لہٰذا، یہ حدیث اس بات کی دلیل ہے کہ خلیفہ کا تقرر فرض ہے اور ہر مسلمان پر اپنی گردن پر بیعت ہونا لازم ہے؛ یہ اس بات کی دلیل نہیں ہے کہ بیعت دینا فرض ہے۔ اس کی وجہ یہ ہے کہ رسول اللہ ﷺ نے مسلمان کی گردن پر بیعت کی عدم موجودگی کی مذمت فرمائی یہاں تک کہ وہ مر جائے، نہ کہ خود بیعت دینے سے باز رہنے کی مذمت کی۔ مسلم نے الاعرج سے، انہوں نے ابوہریرہ رضی اللہ عنہ سے، انہوں نے نبی کریم ﷺ سے روایت کی کہ آپ ﷺ نے فرمایا:

“Whoever takes off his hand from an obedience to Allah, he will meet Him on the Resurrection Day without having any proof for himself; and whoever dies while there were no Bay’ah on his neck, his death would be that of the days of Jahiliyyah (ignorance).” [Narrated by Muslim] So the Messenger (pbuh) made it obligatory upon every Muslim to have a Bay’ah on his neck. He described the one who dies without having a Bay’ah on his neck as if he died the death of Jahiliyyah. The Bay’ah would not be valid except for the Khaleefah. The Messenger of Allah (pbuh) made it an obligation that every Muslim should have a Bay’ah on his neck for a Khaleefah, but he did not oblige every Muslim to give a Bay’ah to the Khaleefah. The obligation therefore, is the existence of a Bay’ah on the neck of every Muslim. This necessitates the existence of a Khaleefah, who, through his existence, is entitled to a Bay’ah (on the neck of every Muslim.) Thus, the existence of the Khaleefah is the issue that necessitates a Bay’ah on the neck of every Muslim, whether he actually gave the Bay’ah or not. Therefore, the Hadith is evidence that the appointment of a Khaleefah is obligation and that every Muslim is obliged to have Bay’ah on his neck; it is not an evidence suggesting that giving the Bay’ah is an obligation. This is because the Messenger of Allah (pbuh) rebuked the absence of the Bay’ah of allegiance on the neck of the Muslim till he dies, and not the abstention from giving the Bay’ah itself. Muslim narrated from Al-Araj from Abu Hurayrah from the Prophet (pbuh) that he (pbuh) said:

"بے شک امام ایک ڈھال ہے، جس کے پیچھے سے (لوگ) لڑتے ہیں اور جس کے ذریعے (لوگ) اپنی حفاظت کرتے ہیں۔" مسلم نے ابو حازم کی روایت سے یہ بھی نقل کیا ہے کہ انہوں نے کہا: میں پانچ سال تک ابو ہریرہ کے ساتھ رہا، اور میں نے انہیں نبی ﷺ کے بارے میں خبر دیتے ہوئے سنا، انہوں نے کہا: "انبیاء بنی اسرائیل پر حکومت کرتے تھے، جب کوئی نبی وفات پا جاتا تو دوسرا نبی اس کا جانشین بن جاتا، لیکن میرے بعد کوئی نبی نہیں ہوگا۔ عنقریب خلفاء ہوں گے اور ان کی تعداد بہت زیادہ ہوگی۔" انہوں نے پوچھا؛ "پھر آپ ہمیں کیا حکم دیتے ہیں؟" انہوں نے کہا: "ان کے ساتھ ایک کے بعد ایک بیعت پوری کرو اور انہیں ان کے حقوق ادا کرو، کیونکہ اللہ تعالیٰ ان سے ان چیزوں کے بارے میں ضرور سوال کرے گا جو ان کے سپرد کی گئی ہیں۔" مسلم نے روایت کیا کہ ابن عباس رضی اللہ عنہما سے مروی ہے کہ رسول اللہ ﷺ نے فرمایا:

“Indeed the Imam is a shield, from whose behind (one) would fight, and by whom one would protect oneself.” Muslim also reported on the authority of Abu Hazim that he said: I accompanied Abu Hurayrah for five years, and heard him informing about the Prophet (pbuh), he said “‘The prophets ruled over the children of Israel, whenever a prophet died another prophet succeeded him, but there will be no prophet after me. There will soon be Khulafaa’ and they will number many.” They asked; “what then do you order us?” He said: “Fulfill the Bay’ah to them, one after the other and give them their dues for Allah will verily account them about what he entrusted them with.” Muslim narrated that Ibn ‘Abbas reported that the Messenger of Allah (pbuh) said:

"اگر کوئی شخص اپنے امیر میں کوئی ایسی چیز دیکھے جو اسے ناپسند ہو، تو اسے صبر کرنا چاہیے، کیونکہ جو شخص اسلام کی اقتدار (سلطان) سے ایک ہاتھ کے برابر بھی الگ ہو جائے اور اسی حالت میں مر جائے، تو وہ جہالت کے دور کے مردوں کی طرح مرے گا۔" ان احادیث میں خلیفہ کی بطور ڈھال، یعنی حفاظت کرنے والے کی صفت بیان کی گئی ہے۔ امام کی بطور ڈھال صفت امام کے وجود کے فوائد کی طرف اشارہ ہے؛ لہٰذا یہ ایک حکم ہے۔ اس کی وجہ یہ ہے کہ جب اللہ (سبحانہ و تعالیٰ) یا اس کے رسول ﷺ ہمیں کسی ایسی چیز کے بارے میں مطلع فرماتے ہیں جس میں ملامت شامل ہو، تو اسے ممانعت کا حکم یعنی اس سے باز رہنے کے طور پر لیا جاتا ہے۔ جب متن میں تعریف شامل ہو تو اسے کسی عمل کو انجام دینے کے حکم کے طور پر لیا جاتا ہے؛ اور اگر حکم دیا گیا عمل شرعی حکم کے نفاذ کے لیے ضروری ہو، یا اگر اس کی غفلت سے شریعت کو چھوڑ دیا جائے، تو یہ فیصلہ کن ہے۔ یہ احادیث ہمیں یہ بھی بتاتی ہیں کہ مسلمانوں کے معاملات چلانے والے خلفاء ہیں، جس کا مطلب انہیں مقرر کرنے کا حکم ہے۔ ان میں مسلمانوں کا اقتدار سے الگ ہونا بھی ممنوع قرار دیا گیا ہے۔ اس کا مطلب یہ ہے کہ مسلمان پر یہ واجب ہے کہ وہ خلیفہ کے لیے اقتدار یعنی حاکمیت قائم کرے۔ تاہم، رسول اللہ ﷺ نے مسلمانوں کو خلفاء کی اطاعت کرنے اور ان کے ساتھ ان کے اقتدار کے بارے میں جھگڑنے والوں سے لڑنے کا حکم دیا ہے، جس کا مطلب یہ ہے کہ خلیفہ کو مقرر کرنا اور اس کے اقتدار کے خلاف جھگڑنے والوں سے لڑ کر اس کی خلافت کی حفاظت کرنا واجب ہے۔ مسلم نے روایت کیا ہے کہ رسول اللہ ﷺ نے فرمایا:

“If anybody sees in his Ameer something which displeases him, he should remain patient, for he who separates himself from the authority of Islam (Sultan) by even so much as a hand span and dies thereupon, he would die the death of the days of ignorance.” In these Ahadith, there is a description of the Khaleefah as being a shield, i.e. a protection. The description of the Imam as a shield is an indication of the benefits of the existence of the Imam; therefore it is a command. This is because when Allah (swt) or His Messenger (pbuh) informs us about something that includes a rebuke this is taken as a command of prohibition i.e. to abstain from it. When the text contains praise it is taken as a command to perform an action; and if the commanded action is necessary to implement the divine rule, or if its neglect would cause the divine law to be abandoned, then this is decisive. These Ahadith also inform us that those who run the affairs of the Muslims are the Khulafaa’, which means a command of appointing them. They also include the prohibition of Muslims separating themselves from authority. This means the obligation that the Muslim establishes power, i.e. authority to the Khaleefah. However, the Messenger of Allah (pbuh) ordered the Muslims to obey the Khulafaa’ and to fight those who dispute with them regarding their authority, which means that it is an obligation to appoint a Khaleefah and protect his Khilafah by fighting those who dispute his authority. Muslim reported that the Messenger of Allah (pbuh) said:

جہاں تک صحابہ کا اجماع ہے، تو انہوں نے (رضی اللہ عنہم) اس بات پر اتفاق کیا کہ رسول اللہ ﷺ کی وفات کے بعد ایک جانشین (یعنی خلیفہ) کا قیام ضروری ہے۔ وہ سب ابو بکر کے جانشین کے تقرر پر متفق تھے، اور ان کی وفات پر عمر کو جانشین مقرر کرنے پر، اور عثمان کی وفات پر علی کو ان کا جانشین مقرر کرنے پر متفق تھے۔ خلیفہ کے تقرر پر صحابہ کا اجماع رسول اللہ ﷺ کی وفات کے وقت اس طرح شدت سے ظاہر ہوا کہ وہ ان کے جانشین کے تقرر میں مصروف ہو گئے، حالانکہ یہ بات معلوم ہے کہ کسی کے انتقال کے بعد اس کی تدفین کرنا واجب ہے۔ نیز تدفین کے ذمہ دار افراد کے لیے یہ بھی ممنوع ہے کہ وہ تدفین مکمل کرنے تک کسی اور کام میں مشغول ہوں۔ اس کے باوجود، بعض صحابہ خلیفہ کے تقرر میں مصروف ہو گئے، اگرچہ وہ رسول اللہ ﷺ کی تدفین کی تیاری میں مصروف ہونے کے پابند تھے۔ دیگر صحابہ نے اس بارے میں خاموشی اختیار کی اور دو راتوں تک تدفین میں تاخیر میں حصہ لیا، باوجود اس کے کہ ان میں اس تاخیر کی مخالفت کرنے اور رسول اللہ ﷺ کی تدفین کرنے کی صلاحیت موجود تھی۔ لہٰذا، صحابہ کا یہ عمل اس بات کی دلیل ہے کہ مردہ کی تدفین کے بجائے خلیفہ کے تقرر میں مصروف ہونا اجماع ہے۔ یہ اس وقت تک جائز نہ ہو سکتا تھا جب تک کہ خلیفہ کا تقرر مردہ کی تدفین سے زیادہ واجب نہ ہو۔ مزید برآں، تمام صحابہ نے اپنی پوری زندگی میں خلیفہ کے تقرر کی وجوب پر رضامندی کا اظہار کیا۔ اگرچہ بعض اوقات وہ اس شخص کے بارے میں اختلاف کرتے تھے جسے خلیفہ کے طور پر منتخب کیا جانا چاہیے، لیکن وہ اس حقیقت پر کبھی اختلاف نہیں کرتے تھے کہ ایک خلیفہ کا تقرر ضروری ہے، خواہ وہ رسول اللہ ﷺ کی وفات کے فوراً بعد ہو یا خلفائے راشدین میں سے ہر ایک کی وفات کے بعد۔ چنانچہ، صحابہ کا اجماع اس بات کی مضبوط اور واضح دلیل ہے کہ خلیفہ کا تقرر واجب ہے۔

As for the Ijmaa’ of the Sahabah, they (may Allah (swt) be pleased with them) agreed upon the necessity of establishing a successor (ie. Khaleefah), to the Messenger of Allah (pbuh), after his (pbuh) death. They all agreed to appoint a successor to Abu Bakr, and upon his death, appointing ‘Umar as successor and upon ‘Uthman’s death to appoint ‘Ali as a successor to him. The Ijmaa’ of the Sahabah on the appointment of a Khaleefah manifested itself emphatically upon the death of the Messenger of Allah (pbuh) where they busied themselves in appointing a successor to him even though it is known that the burial of the dead person after his death is obligatory. It is also prohibited upon those in charge of preparing the burial to engage themselves in anything else until they completed the burial. Despite this, some of the Sahabah engaged themselves in appointing a Khaleefah, even though they were obliged to engage themselves in preparing the burial of the Messenger of Allah (pbuh). Other Sahabah kept silent about this and participated in the delaying of the burial for two nights, despite having the ability to deny the delay and to bury the Messenger of Allah (pbuh). This action of the Sahabah is therefore an evidence of Ijmaa’ of busying themselves in the appointment of the Khaleefah instead of the burial of the dead person. This could not have been legitimate unless the appointment of a Khaleefah was more obligatory than the burial of the dead person. Furthermore, all of the Sahabah consented throughout their lives, upon the obligation of appointing the Khaleefah. Although at sometimes they differed about the person who should be selected as a Khaleefah, they never disagreed about the fact that a Khaleefah must be appointed, whether in the wake of the death of the Messenger of Allah (pbuh) nor after the death of each of the Khulafaa’ Ar-Rashidoon. Accordingly, the Ijmaa’ of the Sahabah is both strong and clear evidence that the appointment of a Khaleefah is obligatory.

اللہ (سبحانہ و تعالیٰ) کا اپنے رسول ﷺ سے خطاب کرنا، رسول ﷺ کے پیروکاروں سے بھی خطاب ہے، الا یہ کہ ایسی دلیل موجود ہو جو اس بات کی طرف اشارہ کرے کہ یہ خطاب صرف آپ ﷺ تک محدود ہے۔ اس معاملے میں ایسی کوئی دلیل موجود نہیں جو اس خطاب کو اللہ کے رسول ﷺ تک محدود کرتی ہو۔ چنانچہ یہ آیات مسلمانوں کو اللہ (سبحانہ و تعالیٰ) کا حکم قائم کرنے کی دعوت دیتی ہیں۔ خلیفہ کا تقرر اللہ (سبحانہ و تعالیٰ) کے حکم اور اسلام کی حاکمیت کے قیام کے سوا کچھ نہیں۔ مزید برآں، اللہ (سبحانہ و تعالیٰ) مسلمانوں پر ان لوگوں کی اطاعت واجب قرار دیتا ہے جو اقتدار میں ہیں، یعنی حکمران، جو اس بات کی علامت ہے کہ مسلمانوں پر کسی صاحبِ اقتدار شخص کا ہونا واجب ہے۔ اللہ (سبحانہ و تعالیٰ) فرماتا ہے: "اے ایمان والو! اللہ کی اطاعت کرو اور رسول ﷺ کی اطاعت کرو اور ان لوگوں کی جو تم میں سے صاحبِ امر (حکمران) ہیں۔" [An-Nisa: 59]

The speech of Allah (swt) to His Messenger (pbuh) is also a speech to the Messenger’s followers, unless there exists evidence that indicates that the speech is limited to him. In this case there is no evidence limiting this speech to the Messenger of Allah (pbuh). Thus the verses call upon Muslims to establish the rule of Allah (swt). The appointment of a Khaleefah does not mean other than the establishment of the rule of Allah (swt) and the authority of Islam. Furthermore, Allah (swt) obliges the Muslims to obey those in authority, i.e. the rulers, which is an indication that the existence of a man in authority upon Muslims is obligatory. Allah (swt) says; “O you who believe! Obey Allah and obey the Messenger and those in authority from amongst you.” [An-Nisa: 59]

"تمہارے بہترین امام وہ ہیں جن سے تم محبت کرتے ہو اور وہ تم سے محبت کرتے ہیں، اور تم ان کے لیے دعا کرتے ہو اور وہ تمہارے لیے دعا کرتے ہیں، اور تمہارے بدترین امام وہ ہیں جن سے تم نفرت کرتے ہو اور وہ تم سے نفرت کرتے ہیں، اور تم انہیں لعنت بھیجتے ہو اور وہ تمہیں لعنت بھیجتے ہیں۔ ہم نے عرض کیا: اے اللہ کے رسول ﷺ! تو کیا پھر ہم ان کے خلاف جنگ کا اعلان نہ کریں؟ آپ ﷺ نے فرمایا: نہیں، جب تک وہ تمہارے درمیان نماز قائم کرتے رہیں۔" [مسلم نے اسے عوف بن مالک سے روایت کیا ہے] یہ حدیث صراحت کے ساتھ اچھے اور برے حکمرانوں کے بارے میں، اور جب تک وہ نماز قائم رکھیں ان کے خلاف بغاوت کرنے کی ممانعت کے بارے میں مطلع کرتی ہے۔ کیونکہ نماز قائم کرنا دین کی پاسداری اور اس کے احکامات کے نفاذ کی علامت ہے۔ لہٰذا، اسلام کے احکامات کے نفاذ اور اس کے پیغام کی تبلیغ کے لیے ایک خلیفہ کا تقرر کرنا مسلمانوں پر بلا شبہ واجب ہے، جس کے حوالے سے صحیح شریعت کے نصوص میں دلیل موجود ہے۔ مزید برآں، یہ فرض اس لیے بھی ہے کیونکہ اللہ (سبحانہ و تعالیٰ) نے مسلمانوں پر اسلام کی حاکمیت قائم کرنا اور مسلمانوں کی وحدت کا تحفظ کرنا لازم قرار دیا ہے۔ تاہم، یہ فرض ایک اجتماعی فریضہ ہے؛ اگر کچھ لوگ اسے انجام دے دیں تو یہ فرض پورا ہو جائے گا اور باقی امت سے یہ ذمہ داری سر انجام پا جائے گی۔ لیکن اگر امت کا ایک حصہ اس فرض کو پورا کرنے میں ناکام رہے، اگرچہ انہوں نے اسے پورا کرنے کے لیے تمام ضروری اقدامات کیے ہوں، تو یہ تمام مسلمانوں پر ایک فریضہ رہے گا، اور جب تک مسلمان کسی خلیفہ کے بغیر رہیں گے، کوئی بھی اس ذمہ داری سے سبکدوش نہیں ہوگا۔

“The best of your Imams are those whom you love and they love you, and you pray for them and they pray for you, and the worst of your Imams are those whom you hate and they hate you, and you curse them and they curse you. We asked: O Messenger of Allah! Shall we not then declare war on them? He said: No, as long as they establish Salah amongst you.” [Narrated by Muslim from Auf ibn Malik] This hadith explicitly informs about the good and bad leaders, and the prohibition of revolting against them as long as they established the salah. For establishing salah indicates upholding the deen and implementing its rules. Therefore the obligation upon Muslims to appoint a Khaleefah to implement the rules of Islam and to convey its message is beyond any doubt, with regards to its proof in the sound Shari’ah texts. Furthermore, this duty is obligatory because Allah (swt) made it compulsory upon Muslims to establish the authority of Islam and to protect the unity of the Muslims. However, this duty is a collective one; if some of the people accomplished it the duty would be fulfilled and the responsibility would be discharged from the rest of the Ummah. But if a section of the Ummah failed to accomplish this duty, though they undertook all the steps required to fulfil it, then it would remain as an obligation upon all the Muslims, and no one would be relieved of the duty as long as the Muslims remained without a Khaleefah.

مسلمانوں کے لیے خلیفہ کا تقرر نہ کرنا سنگین ترین گناہوں میں سے ایک ہے، کیونکہ یہ دین کے اہم ترین فرائض میں سے ایک کی ادائیگی سے باز رہنا ہے۔ کیونکہ اسی فرض پر دین کے احکامات کا نفاذ اور زندگی کے معاملات میں اسلام کا وجود منحصر ہے۔ اگر مسلمان اپنے لیے خلیفہ قائم کرنے سے باز رہ جائیں گے تو وہ ایک عظیم گناہ کے مرتکب ہوں گے۔ اگر وہ سب اس فرض کو چھوڑنے پر متفق ہو جائیں، تو یہ گناہ پوری دنیا کے ہر ایک مسلمان پر ہوگا۔ تاہم، اگر بعض مسلمان خلیفہ قائم کرنے کے کام میں مصروف ہو جائیں جبکہ دوسرے نہ ہوں، تو یہ گناہ ان لوگوں کے کندھوں سے اتر جائے گا جو خلیفہ قائم کرنے کے لیے کام کر رہے ہیں، اور یہ فرض ان پر اس وقت تک رہے گا جب تک کہ خلیفہ کا تقرر نہ ہو جائے۔ اس فرض کی تکمیل کے لیے کام میں مشغول ہونا، فرض کو اس کے مقررہ وقت پر پورا کرنے میں تاخیر اور اسے ادا کرنے میں ناکامی کے گناہ کو ختم کر دے گا۔ یہ اس لیے ہے کیونکہ وہ اسے انجام دینے میں مصروف ہیں اور اس کی تکمیل سے رک جانے کو ناپسند کرتے ہیں۔ جو لوگ اس فرض کی تکمیل کے لیے کام میں حصہ نہیں لیں گے، وہ خلیفہ کی وفات کے تین دن بعد سے لے کر اگلے خلیفہ کے تقرر کے دن تک گنہگار ہوں گے۔ یہ اس لیے ہے کہ اللہ (سبحانہ و تعالیٰ) نے ان کے سپرد ایک ایسا فرض کیا تھا جسے انہوں نے نہ تو انجام دیا اور نہ ہی اس میں حصہ لیا۔ چنانچہ، انہوں نے گناہ کیا اور وہ اللہ (سبحانہ و تعالیٰ) کی طرف سے سزا اور رسوائی کے مستحق ہیں۔ خلافت قائم کرنے کے لیے کام کرنے سے، یا ان اعمال کو انجام دینے سے جو قدرتی طور پر اسے مکمل کرتے ہیں، باز رہنے کی وجہ سے یہ گناہ ان پر واجب ہوگا۔ یہ اس لیے ہے کہ کوئی بھی مسلمان جو اپنے فرائض میں سے کسی کو بھی انجام دینے میں ناکام رہتا ہے، وہ بالکل واضح طور پر سزا کا مستحق ہے، بالخصوص اس فرض کا جس کے ذریعے دیگر فرائض نافذ کیے جاتے ہیں، دین کے احکامات قائم کیے جاتے ہیں اور اسلام کے علاقوں اور پوری دنیا میں اللہ (سبحانہ و تعالیٰ) کا کلمہ بلند کیا جاتا ہے۔

To refrain from appointing a Khaleefah for Muslims is one of the gravest sins, for it is an abstention from fulfilling one of the most important duties of Islam. For upon this duty, rests the implementation of the rules of the deen and the very existence of Islam in life’s affairs. The Muslims would be committing a grave sin if they refrained from establishing a Khaleefah for themselves. If they all agreed to abandon the duty, the sin would fall upon every single Muslim in the entire world. If however some of the Muslims embarked upon the work to establish a Khaleefah whilst others did not, the sin would fall from the shoulders of those who work to establish the Khaleefah and the duty would remain upon them until the Khaleefah is appointed. The involvement in the work to accomplish the duty would remove the sin of delaying the accomplishment of the duty in its due time and the failure to fulfill it. This is because of the involvement in performing it and the dislike of being prevented from its accomplishment. Those who do not participate in the work to accomplish the duty will be sinful after three days from the departure of the Khaleefah until the day the next Khaleefah is appointed. This is because Allah (swt) has entrusted them with a duty they neither carried out nor participated in. Thus, they committed a sin and deserve the punishment and disgrace from Allah (swt). The sin would duly fall upon them for abstaining from working to establish the Khilafah, or from performing the actions that would naturally accomplish it. This is because any Muslim who fails to perform any of his duties quite evidently deserves punishment, particularly the duty by which other duties are implemented, the rules of the deen are established and the word of Allah (swt) is raised high in the lands of Islam and throughout the whole world.
