اللہ (سبحانہ و تعالیٰ) نے مسلمانوں کو پوری دنیا میں اسلام کا پیغام پہنچانے والا بنا کر عزت بخشی ہے اور اس نے ان کے لیے دعوت اور جہاد کے ذریعے اس کے پیغام کو پہنچانے کا طریقہ مقرر فرما دیا ہے۔ اس نے ان پر جہاد فرض کیا ہے اور اس طرح فوجی تربیت ایک فریضہ ہے۔

Allah (swt) has honoured the Muslims by making them the conveyors of the Message of Islam to the whole world and He (pbuh) has determined for them the method of carrying its Message by means of D’awa and Jihad. He  made Jihad compulsory upon them and thus military training is an obligation.

لہٰذا، ہر وہ مسلمان مرد جو پندرہ سال کی عمر کو پہنچ جائے، اسے جہاد کی تیاری کے لیے فوجی تربیت کا آغاز کر دینا چاہیے۔ جہاں تک فوجی بھرتی کا تعلق ہے، تو یہ درحقیقت ایک فرضِ کفایہ ہے۔

Therefore, every male Muslim, who reaches the age of fifteen, should begin military training in readiness for Jihad. As for the military conscription, this is in fact a collective duty.

اس کی دلیل اللہ سبحانہ و تعالیٰ کے اس فرمان میں ہے: "اور ان سے لڑتے رہو یہاں تک کہ فتنہ (فتنہ و فساد) ختم ہو جائے اور دین اللہ ہی کے لیے ہو جائے۔" [TMQ 8:39]

Evidence of this is reflected in Allah’s (swt) saying; “And fight them on until there is no persecution and Deen (submission in its entirety) becomes to Allah” [TMQ 8:39]

اور اللہ کے نبی ﷺ کی حدیث ہے: "اپنے مال، ہاتھوں اور زبانوں کے ذریعے مشرکین کے خلاف جہاد کرو۔" [ابوداؤد نے انس رضی اللہ عنہ سے روایت کیا ہے] شریعت کے طے شدہ طریقے کے مطابق عمل درآمد کرنے کے لیے، یعنی دشمن کو شکست دینے اور زمین کو فتح کرنے کے مقصد سے لڑنے کے لیے فوجی تربیت ناگزیر ہے۔ لہٰذا، اس شرعی اصول کے مطابق کہ "جو چیز کسی فرض کی تکمیل کے لیے ضروری ہو، وہ خود ایک فرض ہے"، فوجی تربیت بھی جہاد کی طرح واجب ہے۔ لڑائی کی ترغیب اس حکم کے دائرہ کار میں آتی ہے کہ "اور ان سے لڑو" جو کہ عام صورت میں آیا ہے۔ جب اللہ (سبحانہ و تعالیٰ) فرماتا ہے: "اور ان سے لڑو"۔

and the Hadith of the Prophet of Allah (pbuh); “Do perform Jihad against the Mushrikeen with your wealth, hands and tongues.” [Narrated by Abu Dawood on the authority of Anas] In order to be carried out according to the way determined by Shari’ah, fighting with the aim of beating the enemy and conquering the land, necessitates military training. Therefore military training is compulsory like Jihad, in accordance with the Shar’ai principle that states; “That which is necessary to accomplish a duty is itself a duty”. The soliciting of fighting falls within the order “and fight them” which came in general form. When Allah (swt) says; “And fight them”.

یہ لڑائی کا حکم ہے اور ہر اس کام کو انجام دینے کا حکم ہے جو لڑائی کو ممکن بنائے۔ اس کے علاوہ، اللہ سبحانہ و تعالیٰ فرماتا ہے، "اور ان کے مقابلے کے لیے جو کچھ تم (مسلح قوت) کر سکو، تیار رکھو۔" [TMQ 8:60]

This is an order to fight and an order to perform any task that makes the fighting possible. Besides this, Allah (swt) says, “Make ready for them all that (of armed force) you can.” [TMQ 8:60]

تربیت اور اعلیٰ فوجی مہارت جنگی قوت کی تیاری کا حصہ ہیں، کیونکہ جنگ کو ممکن بنانے کے لیے ان کا ہر وقت دستیاب ہونا ضروری ہے۔ چنانچہ تربیت اس قوت کا حصہ ہے جسے حاصل کرنا لازم ہے، جیسے کہ فوجی ساز و سامان اور فوجی مشنز وغیرہ۔ جہاں تک فوجی بھرتی (conscription) کا تعلق ہے، تو یہ لوگوں کو مستقل طور پر مسلح افواج کا حصہ بنانے کا تقاضا کرتی ہے، یعنی مجاہدین کا مؤثر جہاد اور جہاد کے جو بھی فرائض ہیں انہیں انجام دینا؛ یہ لازمی ہے۔ اس کی وجہ یہ ہے کہ جہاد کی ادائیگی ایک مسلسل فریضہ ہے خواہ دشمن نے ہم پر حملہ کیا ہو یا نہ کیا ہو، اسی لیے فوجی بھرتی ایک ایسا فریضہ ہے جو جہاد کے حکم میں شامل ہے۔

Training and high military expertise form part of the preparation of fighting power, for they have to be readily available in order to make the fighting possible. Thus training forms part of the force that must be obtained such as military hardware and military missions etc. As for the military conscription, this necessitates the assignment of people to permanently be part of the armed forces, i.e. to have Mujahideen performing effective Jihad and whatever the duty of Jihad entails; this is compulsory. This is because the performance of Jihad is a continuous duty whether the enemy attacked us or not, which is why military conscription is a duty that is included in the Hukm of Jihad.
