This means that they have thoughts which they contrive to use in life, and by using these thoughts frequently and successfully, a productive way of thinking results. Today, the Islamic Ummah is lacking in thoughts, so it is naturally deprived of the productive way of thinking. The present generation did not receive from its preceding generation any ideas, be they Islamic or non-Islamic and naturally; it did not receive a productive way of thinking. Nor did it attain by itself any thoughts or a productive way of thinking. As a result, it is natural for this generation to be seen in poverty, despite the abundance of material resources in its lands. Likewise, it is natural to have no scientific discoveries and industrial inventions even though it studies the theories of these discoveries and inventions and is aware of them. This is because it is impossible to rush to gain them in a productive way, unless it possesses a productive way of thinking i.e. unless it has thoughts and it is creative in using their thoughts in life. Therefore, it is inevitable for the Muslims to establish for themselves thoughts and a productive way of thinking. Thereafter, they will be able to proceed, based on that, to acquire material wealth, make scientific discoveries, and industrial inventions. Unless they do this, they will not proceed a single step; rather they will continue to go around in a vicious circle, exhausting their mental and physical efforts, only to end up exactly where they began.

If it had done so, it would have been able to fully comprehend the Islamic ideology given to it, because this comprehension would have resulted from a clash between the Islamic ideology and the one carried by this generation, making the Ummah realise the correctness of the Islamic ideology. Rather, the current Islamic generation is empty of any thought and of any productive way of thinking. Instead, it inherited the Islamic thoughts as an academic philosophy, in the same way that the Greeks inherited the philosophies of Aristotle and Plato. It also inherited Islam as rituals and religious dogma, in the same way the Christians inherited Christianity. At the same time, it became fascinated with Capitalism after witnessing its successes, and not through comprehending the validity of its thoughts; and from its submission to its rules, and not from comprehending how these solutions emanate from the Capitalist viewpoint of life. Therefore, the Ummah is devoid of the Capitalist thoughts intellectually, although it lives according to the Capitalist way of life. The Ummah also became devoid of the Islamic thoughts in practice, although it conducts some of its rituals and studies its thoughts.

It has now reached such an extent that there is a feeling of Islam being incapable of solving contemporary problems of life, and there is an urge to take Western laws as they are, without even reconciling them with Islam. The Ummah came to see no harm in giving up Islamic rules and adopting others, in order to progress with the civilised world, and catch up with the Capitalist and Socialist nations, considering them as progressed peoples. As for those who adhere to Islam, they have the same tendency towards the Capitalist thoughts, but they still try to reconcile them with Islam. However, those who try to reconcile Islam with other thoughts have no influence in life, nor do they have any presence in society, i.e. in the actual relationships that go on between the people.

Therefore, the delivery of the Islamic thoughts and rules which solve problems of life, collides with minds, empty of thought and a way of thinking. Instead it clashes with inclinations, from all the people, towards the Capitalist and Socialist thoughts, and with the way of life currently governed by Capitalism. So unless the given thought is strong enough to cause a shake-up in the hearts and minds, it will be impossible to move the people, nor even attract their attention to it. This thought has to push the dull shallow minds to think deeply, and it has to shake off the deviated inclinations and the sick tastes, so as to establish the sound inclination towards the Islamic thoughts and rules.

He has to address the various new issues of life and show the Islamic solutions to these issues as divine rules which must be followed, because they are rules derived from the Qur’an and Sunnah, or from what these two evidences have directed to, and not from the perspective of whether or not they are suitable for this time. That means they have to be taken based on the Aqeedah and not based on their perceived benefit. So each rule has to be given along with the divine evidence from which it was derived, or by explaining the divine reason (Illah) which the rule or the text brought.

Therefore, the Islamic economic thoughts are those which will have the greatest influence in the economic life of the Islamic world, so much so that they will turn it upside down and they will be most opposed by the agents of the infidel colonialist, and those who are fascinated by the West, namely those who are pleased to live in the darkness, the defeatists and the rulers.

As for the moral needs such as pride and honour, or spiritual needs such as the sanctification of the Creator, they are not recognised economically, and are therefore disregarded and have no place in economic studies.

This makes them consider things as beneficial from an economic viewpoint even if the public opinion considers them of no benefit, or harmful. Thus wine and hashish are beneficial things to the economists since there are people who want them.

पूंजीवाद में ज़रूरतों की प्रकृति और उन ज़रूरतों को पूरा करने के साधनों की प्रकृति यही है। इसलिए अर्थशास्त्री समाज की प्रकृति की परवाह नहीं करता, बल्कि आर्थिक भौतिक संसाधनों (आर्थिक वस्तुओं) की परवाह करता है, क्योंकि वे किसी ज़रूरत को पूरा करते हैं। अतः अर्थशास्त्री का कार्य वस्तुओं और सेवाओं की आपूर्ति करना है, यानी मनुष्य की ज़रूरतों को पूरा करने के साधन उपलब्ध कराना, किसी अन्य विचार की परवाह किए बिना। इसी के अनुसार अर्थशास्त्री संतुष्टि के साधन उपलब्ध कराने का प्रयास करता है। चूंकि वस्तुएं और सेवाएं, जो संतुष्टि के साधन हैं, सीमित हैं, इसलिए वे मनुष्य की सभी ज़रूरतों को पूरा करने के लिए पर्याप्त नहीं हैं, क्योंकि उनकी दृष्टि में ये ज़रूरतें असीमित हैं और लगातार बढ़ती रहती हैं। इसका कारण यह है कि कुछ बुनियादी ज़रूरतें हैं जिन्हें एक इंसान के रूप में मनुष्य को अवश्य पूरा करना होता है, और कुछ ऐसी ज़रूरतें हैं जो मनुष्य के अधिक शहरीकरण के उच्च स्तर की ओर बढ़ने के साथ संख्या में बढ़ती जाती हैं। ये ज़रूरतें गुणित होती हैं और बढ़ती हैं, और इन सबको पूर्ण संतुष्टि की आवश्यकता होती है, एक ऐसी स्थिति जो चाहे वस्तुएं और सेवाएं कितनी भी बढ़ जाएं, कभी पूरी नहीं हो सकती। यहीं से आर्थिक समस्या का आधार उभरा, जो ज़रूरतों की अति-प्रचुरता और उन्हें पूरा करने के साधनों की कमी है, यानी मनुष्य की सभी ज़रूरतों को पूर्ण रूप से पूरा करने के लिए वस्तुओं और सेवाओं का अभाव।

This is the nature of needs in Capitalism and the nature of the means of satisfying these needs. Hence, the economist does not care about the nature of society, but cares about the economic material resources (economic commodities), since they satisfy a need. Therefore, the function of the economist is to supply commodities and services i.e. to provide the means of satisfying man’s needs, irrespective of any other consideration. Accordingly, the economist strives to make available the means of satisfaction. Since the commodities and services, which are the means of satisfaction are limited, they are not sufficient to meet all of man’s needs, because these needs in their view are unlimited and constantly growing. This is because there are basic needs which man as a human must satisfy, and there are needs which increase in number as man proceeds to a higher level of urbanisation. These needs multiply and increase and they all need complete satisfaction, a situation which cannot be fulfilled no matter how much commodities and services increase. From here the basis of the economic problem emerged, which is an overabundance of needs and the shortage of the means of their satisfaction i.e. the lack of commodities and services to completely satisfy all of man’s needs.

इस दृष्टिकोण से समाज को एक आर्थिक समस्या का सामना करना पड़ता है, और वह है वस्तुओं और सेवाओं की सापेक्ष कमी। इस कमी का अनिवार्य परिणाम यह है कि कुछ ज़रूरतें या तो आंशिक रूप से पूरी होती हैं या बिल्कुल पूरी नहीं होतीं। चूँकि स्थिति यही है, इसलिए समाज के सदस्यों के लिए यह आवश्यक है कि वे ऐसे नियमों पर सहमत हों जो तय करें कि कौन सी ज़रूरतें पूरी की जाएँ और कौन सी वंचित रखी जाएँ। दूसरे शब्दों में, एक ऐसा नियम तय करना आवश्यक है जो सीमित संसाधनों को असीमित ज़रूरतों में बाँटने का तरीका निर्धारित करे। अतः उनके विचार में जिस समस्या का समाधान करना है, वह ज़रूरतें और संसाधन हैं, न कि मनुष्य। इस प्रकार समस्या संसाधनों को इस प्रकार उपलब्ध कराने की है कि ज़रूरतें पूरी हों, परंतु यह आवश्यक नहीं कि हर व्यक्ति की ज़रूरतें पूरी हों। इसलिए, जो नियम बनाए जाएँ, वे ऐसे होने चाहिए जो उत्पादन के उच्चतम संभव स्तर की प्राप्ति की गारंटी दें, ताकि संसाधनों की अधिकतम आपूर्ति हो सके, अर्थात् पूरे राष्ट्र को वस्तुएँ और सेवाएँ उपलब्ध कराई जा सकें, परंतु यह आवश्यक नहीं कि प्रत्येक व्यक्ति को। अतः वस्तुओं और सेवाओं के वितरण की समस्या उत्पादन की समस्या से गहराई से जुड़ी हुई है, और आर्थिक अध्ययन और शोध का उद्देश्य समाज द्वारा उपभोग की जाने वाली वस्तुओं और सेवाओं को बढ़ाना है। इसलिए यह आश्चर्य की बात नहीं कि राष्ट्रीय उत्पादन (GDP और GNP) के आकार को प्रभावित करने वाले कारकों का अध्ययन सभी आर्थिक अध्ययनों पर प्राथमिकता रखता है। क्योंकि राष्ट्रीय उत्पादन बढ़ाने का अध्ययन आर्थिक समस्या, अर्थात ज़रूरतों के सापेक्ष वस्तुओं और सेवाओं की कमी, को हल करने के सबसे महत्वपूर्ण अध्ययनों में से एक है। उनका मानना है कि गरीबी और वंचना को उत्पादन बढ़ाने के अलावा हल नहीं किया जा सकता। इसलिए समाज के सामने खड़ी आर्थिक समस्या का समाधान केवल उत्पादन बढ़ाकर ही संभव है।

From this perspective, the society faces an economic problem, which is the relative shortage of commodities and services. The inevitable result of this shortage is that some needs are either partially satisfied or not satisfied at all. Since this is the situation, it is necessary that the members of society agree on rules that decide which needs have to be satisfied and which needs are to be deprived. In other words, it is necessary to set a rule that decides the manner of distributing the limited resources over the unlimited needs. So the problem to address in their view is the needs and resources and not the man. Thus, the problem is to make available the resources so as to satisfy the needs, but not necessarily the needs of every individual. Therefore, it is necessary that the rules which are laid down, be rules which guarantee the achievement of the highest possible level of production, so as to achieve the highest supply of resources i.e. to supply the goods and services to the nation as a whole, but not necessarily to each individual. Therefore, the problem of distributing the goods and services is closely connected to the problem of production, and the objective of economic studies and research is to increase the goods and services which are consumed by the society. It is not surprising therefore, that the study of the factors which affect the size of the national production (GDP and GNP) takes precedence over all economic studies. Because the study of increasing the national production is one of the most important studies to solve the economic problem, that is the scarcity of the commodities and services in relation to the needs. For they believe that poverty and deprivation cannot be solved except by increasing production. Therefore, solving the economic problem facing society is only by increasing production.

उत्पाद का मूल्य उसकी महत्ता की मात्रा को दर्शाता है, चाहे यह किसी विशेष व्यक्ति के सापेक्ष हो या किसी दूसरी वस्तु के सापेक्ष। पहली स्थिति में इसे 'लाभ का मूल्य' कहा जाता है। दूसरी स्थिति में इसे 'विनिमय मूल्य' कहा जाता है। किसी वस्तु के लाभ-मूल्य को इस प्रकार संक्षेप में कहा जा सकता है: किसी वस्तु की किसी भी इकाई का लाभ-मूल्य उसकी सीमांत उपयोगिता से आंका जाता है, अर्थात् उस इकाई के लाभ से जो सबसे कमज़ोर आवश्यकता को संतुष्ट करती है। इसे उन्होंने 'सीमांत उपयोगिता का सिद्धांत' कहा है। इसका अर्थ यह है कि लाभ का मूल्यांकन केवल उत्पादक के दृष्टिकोण से नहीं किया जाता, यानी उत्पादन की लागतों के आधार पर नहीं, क्योंकि इसका अर्थ होगा बिना मांग के केवल आपूर्ति पर विचार करना। और न ही इसका मूल्यांकन केवल उपभोक्ता के दृष्टिकोण से किया जाता है, यानी उसके लाभ और वांछनीयता तथा उसकी सापेक्ष कमी को देखकर, क्योंकि इसका अर्थ होगा बिना आपूर्ति के केवल मांग पर विचार करना। वास्तव में, उनका दावा है कि लाभ को आपूर्ति और मांग दोनों के दृष्टिकोण से एक साथ देखा जाना चाहिए। अतः किसी वस्तु का लाभ उस अंतिम बिंदु पर आंका जाता है जहाँ तक आवश्यकता पूरी होती है, अर्थात् संतुष्टि के न्यूनतम बिंदु पर। इसलिए रोटी की एक टुकड़े का मूल्य भूख के अधिकतम बिंदु पर नहीं, बल्कि न्यूनतम बिंदु पर आंका जाता है, और उस समय आंका जाता है जब बाज़ार में रोटी उपलब्ध हो, न कि उस समय जब उसकी कमी हो।

The value of the product means its degree of importance, whether relative to a particular person or relative to another thing. In the first case, it is called ‘the value of the benefit’. In the second case, it is called the ‘value of exchange’. The value of the benefit of a thing can be summarised as: the value of benefit of any unit of a thing is evaluated by its marginal benefit i.e. by the benefit of the unit that satisfies the weakest need. They called this ‘The Theory of Marginal Utility’. This means that the benefit is not evaluated according to the viewpoint of the producer alone i.e. evaluated by the costs of its production, since this would mean consideration of supply without demand. Nor is it evaluated from the viewpoint of the consumer alone i.e. evaluated by its benefit and desirability, as well as looking at its relative shortage, because this would mean the consideration of demand without supply. In fact, they claim that benefit should be observed from the viewpoint of supply and demand together. Thus the benefit of a thing is assessed at the last point that satisfies the need i.e. at the minimum point of satisfaction. Therefore, the value of a loaf of bread is assessed at the minimum point of hunger not at its maximum, and at a time when there is an availability of bread in the market, not at a time when there is a shortage.

उनके दृष्टिकोण से, उत्पादन का अर्थ है किसी लाभ को पैदा करना या उसे बढ़ाना, और यह कार्य (मेहनत) के द्वारा सम्पन्न होता है। अतः यह पहचानने के लिए कि कौन से कार्य उत्पादक हैं और कौन से नहीं, और यह जानने के लिए कि किनमें उत्पादकता अधिक है, विभिन्न वस्तुओं और सेवाओं का एक सटीक पैमाना होना आवश्यक है। यह पैमाना उन वस्तुओं और सेवाओं का सामाजिक मूल्य है। दूसरे शब्दों में, यह खर्च किए गए कार्य और प्रदान की गई सेवा का सामूहिक मूल्यांकन है। ऐसे मूल्यांकन की आवश्यकता इसलिए पड़ी, क्योंकि आधुनिक समय में विनिमय के उद्देश्य से किया जाने वाला उत्पादन, उपभोग के लिए किए जाने वाले उत्पादन का स्थान ले चुका है। अब स्थिति ऐसी है कि लगभग हर व्यक्ति अपना उत्पादन दूसरे लोगों के उत्पादन से विनिमय करता है। यह विनिमय वस्तु या सेवा के बदले में प्रतिफल (मुआवज़े) के अस्तित्व से सम्भव होता है, इसलिए वस्तु का मूल्य आंकना आवश्यक है ताकि उसका विनिमय किया जा सके। इसलिए, मूल्य को उसके स्वरूप के अनुसार जानना उत्पादन और उपभोग में एक अनिवार्य तत्व है, यानी मनुष्य की आवश्यकताओं को इन साधनों के उपयोग द्वारा पूरा करने का एक अनिवार्य तत्व है।

Production, in their view, is creating a benefit or increasing it, which is accomplished by work. So, to identify works as being productive or not, and to know which are of greater productivity, there must be an accurate scale for the various products and services. This scale is the societal value of the various products and services. In other words, it is the collective evaluation of the work spent and the service provided. Such an evaluation became necessary, because in the modern time, production for the purpose of exchange has replaced production for consumption. The situation now arises whereby virtually every person exchanges his production with other people’s production. The exchange is achieved by the existence of compensation for the commodity or service, so there must be an estimation of the value of the commodity in order that it can be exchanged. Hence, knowledge of the value in terms of what it is, is an essential factor in production and consumption i.e. an essential factor towards satisfying man’s needs, by using these means.

आधुनिक इतिहास में विनिमय के इस मूल्य को इसके एक मान के रूप में पहचाना गया है, और इस प्रकार का मूल्य प्रमुख हो गया है। विकसित समुदायों में वस्तुओं के मूल्य एक-दूसरे से संबंधित नहीं हैं, बल्कि एक निश्चित वस्तु से संबंधित हैं जिसे मुद्रा कहते हैं। किसी वस्तु या सेवा का मुद्रा के साथ विनिमय अनुपात उसका मूल्य कहलाता है। अतः मूल्य किसी वस्तु या सेवा का मुद्रा के सापेक्ष विनिमय की मात्रा है। इसलिए विनिमय मूल्य और मूल्य (price) में अंतर यह है कि विनिमय मूल्य एक चीज़ का दूसरी चीज़ के साथ विनिमय का अनुपात है, चाहे वह चीज़ मुद्रा हो, वस्तुएँ हों या सेवाएँ; जबकि मूल्य (price) किसी चीज़ का मुद्रा के साथ विनिमय मूल्य है। इसका अर्थ यह है कि यह संभव है कि किसी एक समय में सभी वस्तुओं के मूल्य बढ़ जाएँ, और किसी एक समय में सभी घट जाएँ, जबकि यह असंभव है कि सभी वस्तुओं के एक-दूसरे के सापेक्ष विनिमय मूल्य एक ही समय में बढ़ें या गिरें। यह भी संभव है कि वस्तुओं के मूल्य बदल जाएँ, बिना उनके विनिमय मूल्य में कोई परिवर्तन हुए। इसलिए किसी वस्तु का मूल्य (price) उसके मानों में से एक है; दूसरे शब्दों में, यह केवल मुद्रा के सापेक्ष वस्तु का मान है। चूँकि मूल्य (price) एक मान है, इसलिए यह स्वाभाविक है कि किसी चीज़ के लाभकारी होने या न होने, और उस चीज़ के लाभ की मात्रा को तय करने के लिए मूल्य (price) को एक पैमाने के रूप में लिया जाए। अतः किसी वस्तु या सेवा को उत्पादक या लाभकारी तब माना जाता है जब समाज इस विशेष वस्तु या सेवा का एक विशेष मूल्य (price) से मूल्यांकन करता है। इस वस्तु या सेवा के लाभ की मात्रा उस मूल्य (price) से मापी जाती है जिसे अधिकांश उपभोक्ता उसे प्राप्त करने या उपयोग करने के लिए देने को सहमत होते हैं, चाहे वह वस्तु कृषि उत्पाद हो या औद्योगिक उत्पाद, और चाहे वह सेवा किसी व्यापारी, परिवहन कंपनी, डॉक्टर या इंजीनियर की हो।

In modern history, this value of exchange has been identified by one of its values, and this type of value has become predominant. In developed communities, the values of commodities are not related to each other but are related to a certain commodity called money. The exchange ratio of a commodity or a service with money is called its price. The price therefore, is the amount of exchange of a commodity or a service relative to money. Hence, the difference between the value of exchange and the price is that the value of exchange is the ratio of an exchange of one thing with another, whether that thing is money, commodities, or services; while the price is the exchange value of a thing with money. This means that it is possible that the prices of all goods rise at any one time, and all fall at any one time, whilst it is impossible that the exchange values of all commodities relative to each other rise or drop at any one time. It is also possible for prices of commodities to change without resulting in a change in their value of exchange. Therefore, the price of a commodity is one of its values; in other words it is the value of a commodity relative to money only. Since the price is one of the values, it is natural for price to be taken as a scale for deciding whether a thing is beneficial or not, and the degree of benefit of that thing. Therefore, the commodity or the service is considered as productive or beneficial if the society evaluates this particular commodity or service by a particular price. The degree of benefit of this commodity or service is measured by the price which the majority of the consumers agree to pay for possessing or utilising it, whether this commodity is an agricultural or industrial product, and whether the service is that of a trader, transportation company, doctor, or engineer.

उत्पादन, उपभोग और वितरण में क़ीमत जो भूमिका निभाती है, वह यह है कि क़ीमत की व्यवस्था ही तय करती है कि उत्पादकों में से कौन उत्पादन की दौड़ में प्रवेश करेगा और कौन उससे बाहर रह जाएगा। इसी प्रकार, क़ीमत यह भी तय करती है कि उपभोक्ताओं में से कौन अपनी ज़रूरतें पूरी कर सकेगा और कौन ऐसा करने में असमर्थ रहेगा। किसी वस्तु की उत्पादन लागत वह मुख्य कारक है जो बाज़ार में उसकी आपूर्ति को नियंत्रित करता है, जबकि उस वस्तु का लाभ वह मुख्य कारक है जो बाज़ार में उसकी माँग को नियंत्रित करता है, और इन दोनों को क़ीमत के द्वारा मापा जाता है। अतः पूँजीवादी अर्थव्यवस्था में माँग और आपूर्ति का अध्ययन मूलभूत विषय है। आपूर्ति से अभिप्राय बाज़ार की आपूर्ति से है, और माँग से अभिप्राय बाज़ार की माँग से है। जैसे क़ीमत का उल्लेख किए बिना माँग को परिभाषित नहीं किया जा सकता, वैसे ही क़ीमत के बिना आपूर्ति का मूल्यांकन भी नहीं किया जा सकता। फिर भी, माँग क़ीमत में होने वाले परिवर्तन के व्युत्क्रमानुपाती बदलती है, अर्थात् यदि क़ीमत बढ़ती है तो माँग घटती है, और यदि क़ीमत घटती है तो माँग बढ़ती है। इसके विपरीत आपूर्ति क़ीमत के अनुक्रमानुपाती बदलती है, अर्थात् क़ीमत बढ़ने पर आपूर्ति का स्तर बढ़ता है और क़ीमत घटने पर वह गिर जाता है। दोनों ही स्थितियों में क़ीमत का माँग और आपूर्ति पर सबसे अधिक प्रभाव पड़ता है, यानी उसका उत्पादन और उपभोग पर सबसे अधिक प्रभाव पड़ता है।

As for the role which the price plays in production, consumption, and distribution, it is the price mechanism that decides which of the producers will enter the production race and which will be excluded. In the same manner, price decides which of the consumers will satisfy their needs and which consumers will not be able to do so. The production cost of a commodity is the principal factor which governs its supply in the market, while the benefit of the commodity is the principal factor which governs the demand in the market for it, and both are measured by the price. Therefore, the study of supply and demand is the fundamental issue in the Capitalist economy.What is meant by the supply is the supply of the market, and what is meant by demand is the demand of the market. As demand cannot be defined without mentioning the price, supply too cannot be evaluated without the price. However, demand changes inversely proportional to the change in price i.e. if price increases, demand decreases, and if price decreases then demand increases. This is contrary to supply which changes directly proportional to the price i.e. the level of supply increases as the price increases and it drops as price decreases. In both cases, price has the greatest effect upon supply and demand, that is, it has the greatest effect upon production and consumption.

पूंजीवादियों के दृष्टिकोण से मूल्य तंत्र (price mechanism) समाज के व्यक्तियों के बीच वस्तुओं और सेवाओं के वितरण का आदर्श तरीका है, क्योंकि लाभ उस परिश्रम का परिणाम है जो मनुष्य खर्च करता है। अतः जब तक प्रतिफल परिश्रम के बराबर न हो, तब तक निस्संदेह उत्पादन का स्तर गिर जाएगा। इसलिए समाज में वस्तुओं और सेवाओं के वितरण का आदर्श तरीका वह है जो उत्पादन के उच्चतम संभव स्तर की गारंटी दे। यह तरीका मूल्य विधि है, जिसे मूल्य प्रणाली या मूल्य तंत्र भी कहा जाता है। उनका मानना है कि मूल्य तंत्र स्वचालित रूप से आर्थिक संतुलन उत्पन्न करता है, क्योंकि यह उपभोक्ताओं को समाज के स्वामित्व वाले संसाधनों के विभिन्न आर्थिक गतिविधियों में वितरण का निर्णय स्वयं करने का अवसर देता है, कुछ वस्तुओं की उनकी मांग के माध्यम से और दूसरों से उनके मुंह मोड़ने के माध्यम से। इसलिए वे अपनी आय को वह खरीदकर खर्च करते हैं जिसकी उन्हें आवश्यकता है या जो उन्हें पसंद है। इस प्रकार, जो उपभोक्ता शराब को नापसंद करता है, वह उसे खरीदने से परहेज करेगा और अपनी आय अन्य चीज़ों पर खर्च करेगा। यदि शराब नापसंद करने वाले उपभोक्ताओं की संख्या बढ़ जाए, या यदि सभी उसे नापसंद करने लगें, तो घटती मांग के कारण शराब का उत्पादन लाभहीन हो जाएगा। इस प्रकार शराब का उत्पादन स्वाभाविक रूप से रुक जाएगा, और वही नियम अन्य वस्तुओं और सेवाओं पर लागू होता है। उपभोक्ता स्वयं यह तय करते हैं कि क्या खरीदना है और क्या छोड़ना है, इस स्वतंत्रता के द्वारा उत्पादन का स्तर और प्रकार निर्धारित करते हैं। स्वयं मूल्य के माध्यम से वस्तुओं और सेवाओं का वितरण होता है, चाहे मूल्य उत्पादकों को उपलब्ध हो या न हो, और चाहे वे उसे उत्पादकों को दें या न दें।

The price mechanism in the view of the Capitalists is the ideal method of distribution of commodities and services amongst individuals in society, since the benefits are the result of the efforts which man expends. So, unless the compensation is equal to the effort, then, no doubt, the level of production will drop. Therefore, the ideal method to distribute commodities and services in a society is that which guarantees the highest possible level of production. This method is the price method which is also called the price system or the price mechanism. They consider that the price mechanism produces economic equilibrium automatically, since it gives the consumers the choice to decide for themselves the distribution of the resources owned by the society over the various economic activities, through the consumers demand for some commodities and their turning away from others. Hence they spend their income by buying what they need or what they like. Thus, the consumer who dislikes wine will abstain from buying it and spends his income on other things. If the number of consumers who dislike wine increased, or if all came to dislike it, then the production of wine becomes unprofitable due to decreasing demand. Thus, production of wine would stop naturally, and the same rule applies to other commodities and services. The consumers themselves define the level and kind of production by being left free to decide what to buy and what to leave. Via the price itself, the distribution of commodities and services occurs whether or not the price is available to the producers, and whether or not they give it to the producers.

मूल्य-तंत्र उत्पादन का प्रोत्साहन है, वितरण का नियामक है, और उत्पादक तथा उपभोक्ता के बीच की कड़ी है, अर्थात् वह साधन है जिससे उत्पादन और उपभोग के बीच संतुलन स्थापित होता है। मूल्य-तंत्र उत्पादन का प्रोत्साहन इसलिए है क्योंकि किसी भी उत्पादक प्रयास या त्याग को करने के लिए मनुष्य का मुख्य उद्देश्य उसका भौतिक प्रतिफल होता है। पूंजीवादी अर्थशास्त्री इस संभावना को नकारते हैं कि मनुष्य किसी नैतिक या आध्यात्मिक प्रेरणा से प्रयास करता है। जब वे नैतिक प्रेरणा को स्वीकार भी करते हैं, तो उसे भौतिक क्षतिपूर्ति का ही रूप मानते हैं। उनके अनुसार मनुष्य अपने प्रयास केवल अपनी भौतिक आवश्यकताओं और इच्छाओं की पूर्ति के लिए करता है। यह पूर्ति या तो उन वस्तुओं के उपभोग से होती है जिन्हें वह स्वयं सीधे उत्पादित करता है, या फिर एक मौद्रिक प्रतिफल प्राप्त करने से, जिससे वह दूसरों द्वारा उत्पादित वस्तुएं और सेवाएं प्राप्त कर सके। चूंकि मनुष्य अपनी अधिकांश, यदि सभी नहीं, आवश्यकताओं की पूर्ति के लिए दूसरों के साथ अपने प्रयासों का आदान-प्रदान करने पर निर्भर है, इसलिए आवश्यकताओं की पूर्ति इस पर केंद्रित होती है कि उसे अपने प्रयासों के बदले मौद्रिक प्रतिफल मिले। यह मौद्रिक प्रतिफल उसे वस्तुएं और सेवाएं प्राप्त करने देता है, और इसलिए वह उन वस्तुओं को प्राप्त करने पर केंद्रित नहीं होता जिन्हें वह स्वयं उत्पादित करता है। अतः मौद्रिक प्रतिफल, जो मूल्य है, मनुष्य को उत्पादन के लिए प्रेरित करने वाला उद्देश्य है। इसलिए मूल्य वह साधन है जो उत्पादकों को अपने प्रयास प्रस्तुत करने के लिए प्रेरित करता है। इस प्रकार मूल्य ही उत्पादन का प्रोत्साहन है।

The price mechanism is the incentive for production, it is the regulator of distribution, and the link between the producer and the consumer i.e. it is the means which achieves equilibrium between production and consumption. The price mechanism is the incentive for production, because the principal motive for man to undertake any productive effort or sacrifice is his material reward. The Capitalist economists exclude the possibility that man expends effort for a moral or spiritual motive. The moral motive, when they do recognise it, is attributed to a materialist compensation. They consider that man expends his efforts to satisfy his materialistic needs and wishes only. This satisfaction is either through the consumption of commodities which He produces directly, or through receiving a monetary reward that enables Him to obtain the commodities and services produced by others. Since man depends in satisfying most of his needs, if not all of them, on exchanging his efforts with others, then the satisfaction of needs is focused on obtaining a monetary reward for his efforts. This monetary reward allows Him to obtain commodities and services, and accordingly He is not focused on obtaining the commodities which He produces. Therefore, the monetary reward, which is the price, is the motive for man to produce. Hence, the price is the means which motivates the producers to offer their efforts. Thus the price is the incentive for production.

कीमत वह साधन है जो वितरण को नियंत्रित करता है, क्योंकि मनुष्य अपनी सभी आवश्यकताओं को पूरी तरह संतुष्ट करना चाहता है, और वह उन वस्तुओं और सेवाओं को पाने का प्रयास करता है जो इन आवश्यकताओं को पूरा करती हैं। यदि हर इंसान को अपनी आवश्यकताएँ पूरी करने के लिए स्वतंत्र छोड़ दिया जाता, तो वह किसी भी वस्तु को, जिसे वह पसंद करता, पाने और उपभोग करने से नहीं रुकता। चूँकि हर मनुष्य इसी एक लक्ष्य के लिए प्रयास करता है, इसलिए हर किसी को अपनी आवश्यकताओं को पूरा करने में उस सीमा पर रुकना पड़ता है जहाँ तक वह दूसरों के प्रयासों के बदले अपने प्रयास का आदान-प्रदान कर सकता है, यानी उस मौद्रिक प्रतिफल की सीमा पर जो उसे अपना प्रयास लगाने के बदले मिलता है, अर्थात् कीमत की सीमा पर। अतः कीमत वह बाधा है जो स्वाभाविक रूप से मनुष्य के स्वामित्व और उपभोग को उसकी आय के अनुपात में एक स्तर तक सीमित रखती है। इस प्रकार कीमत का अस्तित्व मनुष्य को अपनी प्रतिस्पर्धी आवश्यकताओं के बीच सोचने, मूल्यांकन करने और भेद करने पर विवश करता है, और वह जो आवश्यक समझता है उसे लेता है और जिसे कम महत्वपूर्ण पाता है उसे छोड़ देता है। इस तरह कीमत व्यक्ति को अपनी कुछ आवश्यकताओं की आंशिक संतुष्टि पर समझौता करने के लिए मजबूर करती है, ताकि वह उन दूसरी आवश्यकताओं को पूरा कर सके जिन्हें वह उतना ही महत्वपूर्ण मानता है।

The price is the means which regulates distribution, because man likes to satisfy all of his needs completely and He strives to obtain the commodities and services which satisfy these needs. Had every human being been left free to satisfy his needs He would not stop short of possessing and consuming whatever commodity He likes. Since every man strives for this same aim, everybody has to stop in satisfying his needs at the limit at which He can afford to exchange his efforts with others efforts, that is at the limit of the monetary compensation which He receives for expending his effort i.e. at the limit of the price. Therefore, the price is the constraint which acts naturally to restrict man in his possession and consumption to a level which is proportional to his income. So the existence of the price makes man think, evaluate, and differentiate between his competing needs which require satisfaction, and He takes what He finds necessary, and leaves what He finds of less importance. Thus, the price forces the individual to settle for partial satisfaction of some of his needs, so as to be able to satisfy the other needs which He considers no less important.

इसलिए, कीमत वह साधन है जो व्यक्तियों को आवश्यक उपयोगिताओं के वितरण को नियंत्रित करती है। कीमत सीमित उपयोगिताओं के उन उपभोक्ताओं के बीच वितरण को भी नियंत्रित करती है जो इन उपयोगिताओं की मांग करते हैं। उपभोक्ताओं की आय में अंतर के कारण प्रत्येक व्यक्ति का उपभोग उतना ही सीमित रहता है जितना उसकी आय अनुमति देती है। इससे कुछ वस्तुएँ केवल उन्हीं लोगों तक सीमित रह जाती हैं जो उन्हें खरीद सकते हैं, जबकि अन्य वस्तुओं का उपभोग उन लोगों में आम हो जाता है जो कम कीमतों पर उन्हें खरीद सकते हैं। अतः कीमत, कुछ वस्तुओं और सेवाओं की ऊँची कीमत तथा अन्य की निम्न कीमत निर्धारित करके, और कुछ उपभोक्ताओं के लिए दूसरों की तुलना में कीमत की उपयुक्तता के द्वारा, उपभोक्ताओं के बीच उपयोगिताओं के वितरण में नियामक बन जाती है।

So, the price is the tool which regulates the distribution of utilities required by individuals. The price also regulates the distribution of limited utilities amongst the consumers who demand these utilities. The disparity in income of the consumers makes the consumption of each individual confined to that which his income allows. This makes some commodities confined to only those who can afford them, while the consumption of other commodities would become common amongst people who can afford the lower prices. Therefore, the price will become the regulator in distributing utilities amongst consumers by setting a high price for some commodities and services and a low price for others, and also by the suitability of the price to some consumers more than others.

The price achieves equilibrium between production and consumption, and it is the link between the producer and the consumer, because the producer who fulfils the desires of the consumers is rewarded through profits. On the other hand, the producer whose products are not accepted by the consumers, would end up with losses. The method through which the producer can detect the desires of the consumers is the price. If the consumers demand any particular commodity its price will increase, and the production of that commodity will increase, in fulfilment of the consumer’s desires. If consumers turn away from buying a particular commodity, its price will drop in the market, and so production of this commodity will decrease. So, the resources assigned to production increase as the price increases, and decrease as the price decreases. In this way the price is the tool which achieves equilibrium between production and consumption, and it is the link between the producer and the consumer, and this process occurs automatically. Therefore, the price is the basis on which the economy is established in the view of the Capitalists, and it is the cornerstone of the economy to them.

1. आवश्यकताओं और उनकी पूर्ति के साधनों को मिलाना पूंजीवाद में अर्थव्यवस्था का अर्थ है मनुष्य की आवश्यकताओं और उनकी पूर्ति के साधनों से संबंधित विषय। इसलिए उनकी दृष्टि में वस्तुओं और सेवाओं का उत्पादन, जो आवश्यकताओं की पूर्ति के साधन हैं, तथा इन वस्तुओं और सेवाओं का वितरण, एक ही विषय माने जाते हैं। आवश्यकताओं और उनकी पूर्ति के साधनों को इस प्रकार परस्पर संबंधित माना जाता है कि वे एक ही विषय हैं, एक-दूसरे से अविभाज्य हैं, मानो उनमें से एक दूसरे के भीतर सम्मिलित हो। अतः वस्तुओं और सेवाओं के वितरण को उनके उत्पादन के विषय के अंतर्गत रखा जाता है। इसी आधार पर वे अर्थव्यवस्था को एक ही दृष्टिकोण से देखते हैं, जिसमें आर्थिक वस्तुएं और उनके स्वामित्व की विधि दोनों शामिल हैं, बिना इनके बीच कोई विभाजन किए और बिना इनमें से एक को दूसरे से अलग किए। इस प्रकार वे आर्थिक विज्ञान और आर्थिक व्यवस्था के प्रति एक ही दृष्टिकोण रखते हैं, उनमें अंतर किए बिना। जबकि आर्थिक व्यवस्था और आर्थिक विज्ञान के बीच अंतर है।

1. Mixing the Needs and the Means of Satisfaction Economy in Capitalism means to address man’s needs and the means of their satisfaction. Hence the production of commodities and services, which are the means of satisfying the needs, together with the distribution of these commodities and services are considered in their view, one subject. The needs and the means of their satisfaction are considered to be interrelated such that they are one subject, inseparable from each other, as if one of them is included within the other. So, the distribution of commodities and services is included in the subject of the production of these commodities and services. Thereupon, they look at the economy from one angle which includes the economic commodities and the method of their possession, without separation between them and without differentiating one of them from the other. Thus, they hold one view towards the economic science and the economic system without differentiating between them. However, there is a difference between the economic system and economic science.
