जब सोने का मानक (गोल्ड स्टैंडर्ड) पूरी दुनिया में लागू था, तब उसमें कोई समस्या पैदा नहीं हुई। लेकिन समस्याएँ तब उठीं जब महाशक्तियों ने अपने दुश्मनों से लड़ने के लिए पैसे का हथियार इस्तेमाल करने का फैसला किया, और सोने के मानक के साथ-साथ गैर-विनिमेय (अनिवार्य) कागज़ी मुद्रा मानक लागू कर दिया। इसी कारण पश्चिमी औपनिवेशिक शक्तियों ने अंतर्राष्ट्रीय मुद्रा कोष की स्थापना की, और अमेरिका ने नए मौद्रिक मानक के आधार के रूप में अमेरिकी डॉलर को लागू किया। अतः जो भी राज्य सोने के मानक पर चलेगा, उसे कुछ ऐसी समस्याओं का सामना करना पड़ेगा जिनका अध्ययन करना उन्हें हल करने और उनसे पार पाने के लिए ज़रूरी है। ये समस्याएँ इस प्रकार हैं:

When the gold standard was applied throughout the whole world, it did not experience any problems. However, problems arose when the superpowers opted to fight their enemies using money, by introducing alongside the gold standard the non exchangeable (compulsory) paper money standard. For this reason, Western colonial powers established the International Monetary Fund, and the USA introduced the U.S. dollar as the basis for the new monetary standard. Hence, any State operating the gold standard would be faced by certain problems which need study in order to solve and overcome them. These problems are as follows:
