Administrar os negócios do governo e os escritórios, departamentos e administrações do povo exige a realização de tarefas cujo objetivo é garantir a gestão dos assuntos do Estado e o cumprimento dos interesses do povo. Cada Maslahah (escritório) seria chefiada por um gerente geral, e cada Da'irah (departamento) e Idarah (administração) seria chefiada por um diretor, que dirigiria seus assuntos e seria diretamente responsável por eles. Esses diretores responderiam, do ponto de vista profissional, ao diretor geral encarregado de seus escritórios, departamentos ou administrações, e responderiam ao Waali e ao 'Amil no que se refere ao cumprimento das normas e regulamentos gerais.

Running the government’s business and the people’s offices, departments and administrations, requires the carrying out of affairs whose task is to ensure the management of the State’s business and the discharge of the people’s interests. Each Maslahah (office) would be headed by a general manager, and each Da’irah (department) and Idarah (administration) would be headed by a director, who would run its affairs and be directly responsible for it. Those directors would be answerable to the general director in charge of their offices, departments or administrations from a professional side, and answerable to the Waali and the ‘Amil with regards to abiding by the rules and general regulations.
