O assistente delegado deve reunir as condições exigidas do Khaleefah, ou seja, ser do sexo masculino, livre, muçulmano, maduro, são de mente, justo e competente naquilo que lhe for atribuído em termos dos deveres delegados a ele.

The delegated assistant should meet the conditions required in the Khaleefah i.e. to be male, free, Muslim, mature, sane, just and cometent in what is assigned to Him in terms of duties delegated to him.

As evidências dessas condições são as mesmas das condições do califa. Portanto, o assistente deve ser do sexo masculino, pois o Mensageiro de Allah ﷺ disse:

Evidences of these conditions are the same as those of the conditions of the Khaleefah post. Therefore, the assistant should be male, for the Messenger of Allah (pbuh) said:

“Não prosperará o povo que confia seus assuntos a uma mulher.” [Narrado por al-Bukhari, por intermédio de Abi Bakra] Ele também deve ser livre, pois o escravo não tem autoridade sobre seus próprios assuntos e, portanto, não pode administrar os assuntos de outras pessoas. Deve também ser maduro, pois o Mensageiro de Allah ﷺ disse:

“People who appoint a woman to run their affairs shall never succeed.” [Narrated by al-Bukhari on the authority of Abi Bakra] He must also be free, for the slave does not have authority over his own affairs, thus He cannot run other people’s affairs. He should also be mature, for the Messenger of Allah (pbuh) said:

"Três tipos de pessoas estão isentas de responsabilização: aquele que dorme até acordar, a criança até atingir a idade da puberdade e o insano até ser curado." [Narrado por Abu Dawood] Ele também deve ser são, pois no mesmo Hadith, o Mensageiro de Allah ﷺ disse:

“Three types of people are exempted from accountability, the one who sleeps until He wakes up, a child until He reaches the age of puberty and the insane until He is cured.” [Narrated by Abu Dawood] He also should be sane, for in the same Hadith, the Messenger of Allah (pbuh) said:

"...e o louco até que Ele seja curado." Em outra narração, o Hadith diz: "...sobre aquele cuja mente está dominada até que Ele recupere a sua mente." Mu'awin também deve ser justo, pois Allah (SWT) estabeleceu isso como uma condição no testemunho. Ele (SWT) diz:

“...and the insane until He is cured.” In another narration the Hadith states “...about the one whose mind is overpowered until He regains his mind.” Mu’awin should also be just for Allah (swt) has made it a condition in testimony. He (swt) says:

"Que duas pessoas justas dentre vós testemunhem." [TMQ Al-Baqarah: 282]

“Let two just people from amongst you bear witness.” [TMQ Al-Baqarah: 282]

Portanto, há ainda mais razão para exigir justiça no auxiliar do Khalifah. O Mu'awin também deve ser dos competentes nos deveres do governo, a fim de poder auxiliar o Khalifah a assumir as tarefas do Khilafah e a responsabilidade e a autoridade de governar.

Therefore, there is more reason to require justice in the assistant of the Khaleefah. The Mu’awin should also be from the competent people in the duties of ruling, in order to be able to assist the Khaleefah in shouldering the tasks of the Khilafah and the responsibility of ruling and authority.
