Die Ayah hat lediglich die Pflicht zur Errichtung islamischer politischer Parteien angezeigt und nichts darüber hinaus. Sie hat außerdem Art und allgemeine Natur ihrer Tätigkeit verdeutlicht. Was jedoch die ma'ruf-Dinge betrifft, die man zu verwirklichen anstreben muss, und die munkar-Dinge, die man zu beseitigen anstreben muss, so ist dies mit der Wirklichkeit verbunden, in der sich die Parteien befinden, insofern es darum geht, die notwendigen schari'atischen Regeln zu übernehmen, um sie zu verändern. So wird die Gruppe, die in Übereinstimmung mit dieser Ayah gegründet wird und darauf hinarbeitet, die Herrschenden zur Rechenschaft zu ziehen, ihr Wirken und den Inhalt ihrer Kultur, mit der Wirklichkeit verbunden sein, in der sie wirkt: Sie wird das Handeln eines Herrschers beobachten und ihn für seine Nachlässigkeit zur Rechenschaft ziehen, indem sie ihn zur Wahrheit zwingt und ihn auf sie beschränkt, das Bewusstsein in der Umma schaffen und mit dem Herrscher daran arbeiten, die islamische Da'wa nach außen zu verbreiten. Was hingegen die Gruppe betrifft, die in Übereinstimmung mit dieser Ayah gegründet wird, wo es jedoch keinen Khalifen und kein Kalifat gibt, so muss sie alles übernehmen, was mit ihrer Tätigkeit zusammenhängt. So bestimmt sie das Ziel, das die Scharia verlangt, und legt dann die Methode fest, der sie folgen muss, und die Gedanken, die sie benötigt, um diese Angelegenheit zu verwirklichen, und so weiter und so fort.

The ayah has indicated the obligation of having Islamic political parties and nothing else. It has also clarified the type and general nature of its work. As for determining the ma’roofaat that one must work to establish and defining the munkaraat that one has to work to remove; this is linked to the reality in which the parties find themselves, in terms of adopting the necessary Shar’ee rules to change it. Thus, the group which is established in compliance with this ayah and works to account the rulers, its work and the content of its culture would be linked to the reality in which it works: they will monitor the actions of a ruler and account him for the negligence, by forcing on him the truth and confining him to it, and create the awareness in the Ummah and work with the ruler to spread the Islamic da’wah outside. As for the group which is established in compliance with this ayah, where there is no Khaleefah or Khilafah, it must adopt everything related to its work. Thus, it defines the aim demanded by the Shar’a and then defines the method which it must follow and the thoughts it needs, to establish this matter and so on and so forth.

Die Verpflichtung besteht also darin, eine politische Partei zu haben, unabhängig davon, ob ein Staat existiert oder nicht. Was die Festlegung des Ziels dieser Gruppe, ihrer Arbeit und des Inhalts ihrer Kultur betrifft, so ist dies mit der Wirklichkeit verbunden.

Thus the obligation is to have a political party, whether a State existed or not. As for defining the aim of this group, its work and content of its culture, this is linked with reality.

Da heute kein Khalifat der Muslime existiert, das nach dem herrscht, was Allah 􀀬 offenbart hat, da das Land, in dem die Muslime leben, Dar al-Kufr ist und da die Beziehungen und Systeme in der Gesellschaft heute nicht auf der Grundlage des Islam beruhen und die Gesellschaft nicht islamisch ist, wird es dann unumgänglich, dass eine Gruppe existiert, deren Arbeit darauf ausgerichtet ist, das Land in Dar al-Islam und die Gesellschaft in eine islamische Gesellschaft zu verwandeln und die Herrschaft nach dem, was Allah 􀀬 offenbart hat, wiederherzustellen, d. h. die islamische Lebensweise wieder aufzunehmen und den Da'wah in die Welt zu tragen. Dies ist das Ziel, auf dessen Verwirklichung die Gruppe oder Partei hinarbeiten muss.

Since today we live in a situation where the Khaleefah of the Muslims, who rules by what Allah 􀀬 has revealed, does not exist; and since the land in which the Muslims live is dar al-kufr, and since the relationships and systems in society today are not on the basis of Islam; and the society is non-islamic, it then becomes inevitable that a group would exist whose work will be focused on transforming the land into dar al-Islam, and the society into an Islamic society, and re-establish the ruling by what Allah 􀀬 has revealed i.e. resume the Islamic way of life and carry the da’wah to the world. This is the objective the group or party must strive towards realising.
