Ciertamente, ordenar lo correcto (al-ma'roof) y prohibir lo reprobable (al-munkar) en relación con los grupos se define después de definir la labor que la Shari'a exige al grupo. Aquí no hablaremos de los grupos que se establecen para aplicar parcialmente normas de la Shari'a, como las asociaciones benéficas fundadas para ayudar a los musulmanes pobres, las asociaciones de orientación y exhortación, las asociaciones para construir mezquitas, las asociaciones para enseñar el Corán al-Karim, etc. Más bien, nuestro debate trata de la existencia de grupos que asumen la responsabilidad de establecer el deen en su totalidad. Esto se logra mediante el establecimiento del Califato, cuyo papel es implantar el Islam en la vida de los musulmanes. Su preocupación será hacer existir todos los ma'roofaat que la Shari'a ha ordenado y eliminar todos los munkaraat que la Shari'a ha prohibido. Asume su papel en la vida, en cuanto a la aplicación completa del Islam dentro del Estado y su difusión en el mundo.

Indeed, enjoining the ma’roof and forbidding the munkar, relating to groups is defined after defining the work demanded by the Shar’a from the group. Here we will not be talking about groups which are established to establish partial Shar’a rules, such as the charity associations which are founded to help the poor Muslims, or the associations for guidance and admonition, or associations for building mosques, associations for teaching the Qur’an al-Kareem etc. Rather our discussion deals with the existence of groups which shoulder the responsibility of establishing the whole deen. That is via the establishment of the Khilafah, whose role is to establish Islam in the life of the Muslims. Its concern will be to bring into existence all the ma’roofaat that the Shar’a has ordered and remove all the munkaraat that the Shar’a has forbidden. It takes its role in life, in terms of applying Islam completely inside the State and carrying it to the world.
