সংক্ষেপে বলতে গেলে, ইসলামী শাসনব্যবস্থা নিম্নলিখিত বিভাগসমূহ নিয়ে গঠিত:

Simply put, the Islamic ruling system consists of the following departments:

খলীফা।

Khaleefah.

প্রতিনিধি সহকারী (মু‘আওয়িন তাফবীয়)।

Delegated Assistants (Mu‘awin Tafweedh).

নির্বাহী সহকারী (মু'আবিন তানফীয)।

Executive Assistants (Mu‘awin Tanfeedh).

শাসকগণ (উলাহ)।

Governors (Wulah).

জিহাদ-বিচারকদের (কুযাত) আমীর।

Amir of Jihad Judges (Qudah).

প্রশাসনিক ব্যবস্থা (জিহাজ ইদারি)।

Administrative System (Jihaas Idaari).

উম্মাহর পরিষদ (মজলিসুল উম্মাহ)।

Council of the Ummah (Majlis al-Ummah).

এটা লক্ষ্য রাখা উচিত যে, এই বিভাগগুলোর মধ্যে তিনটি প্রকৃত শাসক। শাসক হলেন সেই ব্যক্তি, যিনি রাষ্ট্রের ভেতরে ইসলাম বাস্তবায়নের দায়িত্ব বহন করেন এবং যারা কোনো ইসলামী বিধান লঙ্ঘন করেছে তাদের উপর ইসলামী শাস্তি কার্যকর করার কর্তৃত্ব রাখেন। অন্যান্য সংস্থাগুলোর শাসকদের অনুমতি ছাড়া জনগণের উপর ইসলামী বিধান কার্যকর করার কোনো কর্তৃত্ব নেই।

It should be noted that of these departments, three are actual rulers. A ruler is one who maintains the responsibility of implementing Islam, within the State and has the authority of executing Islamic punishments upon those who have violated any Islamic law. The other bodies have no authority to enforce Islamic laws on the people without the permission of the rulers.

শাসকদের তিনটি শ্রেণি হলো খলীফা, অর্পিত সহকারী (উযারা) এবং গভর্নরগণ। বিচারকদের কথা বলতে গেলে, তাঁরা দুটি প্রকৃত শাসন-পদের অন্তর্ভুক্ত: প্রধান বিচারপতি (কাযিউল কুযাত) এবং মাযালিম বিষয়ক বিচারক (রাষ্ট্রের বিরুদ্ধে অভিযোগের বিচারক)। আর অন্যান্য শ্রেণির মানুষ এই শাসকদের আদেশ বাস্তবায়নের দায়িত্বে নিয়োজিত।

The three bodies of rulers are the Khaleefah, Delegated Assistants and Governors. As for the judges, they incorporate two positions of actual ruling which are the Chief of Judges (Qadi al-Quda) and the Judge of Madhaalim (complaints against the State); while the other bodies of people are responsible for carrying out the orders of these rulers.

অবশ্যই, রাষ্ট্রপ্রধান হলেন খলীফা। এই পার্থক্য নির্ধারণ করে দেয় যে প্রতিনিধি সহকারী, গভর্নর, প্রধান বিচারপতি এবং মাযালিম বিচারক জনগণের উপর তাদের শাসন কোথায়, কখন এবং কীভাবে প্রয়োগ করতে পারবেন, তার উপর সীমাবদ্ধতা।

Of course, the head of state is the Khaleefah. This distinction places restrictions on where, when, and how the Delegated Assistants, Governors, Head of Judges and Judge of Madhaalim may execute their rule upon the people.

সুতরাং ইসলামী রাষ্ট্রের শাসকদের অবশ্যই মুসলিম, পুরুষ, ন্যায়পরায়ণ, স্বাধীন, সক্ষম, প্রাপ্তবয়স্ক এবং সুস্থ-বুদ্ধিসম্পন্ন হতে হবে।

As such, the rulers within the Islamic State must be Muslims, males, just, free, able, adult, and sane.
