Dirigir los asuntos del gobierno y las oficinas, departamentos y administraciones del pueblo requiere la realización de tareas cuyo cometido es garantizar la gestión de los asuntos del Estado y el cumplimiento de los intereses del pueblo. Cada Maslahah (oficina) estaría dirigida por un director general, y cada Da'irah (departamento) e Idarah (administración) por un director, quien llevaría sus asuntos y sería directamente responsable de ello. Esos directores responderían, desde el punto de vista profesional, ante el director general encargado de sus oficinas, departamentos o administraciones, y responderían ante el Waali y el 'Amil en lo relativo al cumplimiento de las normas y de las regulaciones generales.

Running the government’s business and the people’s offices, departments and administrations, requires the carrying out of affairs whose task is to ensure the management of the State’s business and the discharge of the people’s interests. Each Maslahah (office) would be headed by a general manager, and each Da’irah (department) and Idarah (administration) would be headed by a director, who would run its affairs and be directly responsible for it. Those directors would be answerable to the general director in charge of their offices, departments or administrations from a professional side, and answerable to the Waali and the ‘Amil with regards to abiding by the rules and general regulations.
