آیت نے صرف اسلامی سیاسی جماعتوں کے ہونے کی فرضیت کی نشاندہی کی ہے۔ اس نے اس کے کام کی قسم اور عمومی نوعیت کو بھی واضح کر دیا ہے۔ جہاں تک ان معروفات کے تعین کا تعلق ہے جنہیں قائم کرنے کے لیے کام کرنا ضروری ہے اور ان منکرات کی تعریف کا جنہیں دور کرنے کے لیے کام کرنا ہے؛ تو یہ اس حقیقت سے جڑا ہوا ہے جس میں جماعتیں خود کو پاتی ہیں، اس صورتحال کو بدلنے کے لیے ضروری شرعی قواعد اپنانے کے حوالے سے۔ چنانچہ وہ گروہ جو اس آیت کے مطابق قائم کیا گیا ہو اور حکمرانوں سے محاسبہ کرنے کا کام کرتا ہو، اس کا کام اور اس کی ثقافت کا مواد اس حقیقت سے جڑا ہوا ہوگا جس میں وہ کام کر رہا ہے: وہ حکمران کے اعمال کی نگرانی کریں گے اور اس کی غفلت پر اس سے محاسبہ کریں گے، اس پر حق کو لازم کرنے اور اسے اس پر پابند کرنے کے ذریعے، اور امت میں شعور پیدا کریں گے اور حکمران کے ساتھ مل کر باہر اسلامی دعوت پھیلانے کے لیے کام کریں گے۔ رہا وہ گروہ جو اس آیت کے مطابق قائم کیا گیا ہو، جہاں کوئی خلیفہ یا خلافت نہ ہو، تو اسے اپنے کام سے متعلق ہر چیز کو اپنانا ہوگا۔ چنانچہ وہ اس مقصد کی تعریف کرے گا جو شریعت کے ذریعے مطلوب ہے اور پھر اس طریقے کی تعریف کرے گا جس پر اسے عمل کرنا چاہیے اور ان افکار کی تعریف کرے گا جن کی اسے اس معاملے کو قائم کرنے کے لیے ضرورت ہے، اور اسی طرح آگے بھی۔

The ayah has indicated the obligation of having Islamic political parties and nothing else. It has also clarified the type and general nature of its work. As for determining the ma’roofaat that one must work to establish and defining the munkaraat that one has to work to remove; this is linked to the reality in which the parties find themselves, in terms of adopting the necessary Shar’ee rules to change it. Thus, the group which is established in compliance with this ayah and works to account the rulers, its work and the content of its culture would be linked to the reality in which it works: they will monitor the actions of a ruler and account him for the negligence, by forcing on him the truth and confining him to it, and create the awareness in the Ummah and work with the ruler to spread the Islamic da’wah outside. As for the group which is established in compliance with this ayah, where there is no Khaleefah or Khilafah, it must adopt everything related to its work. Thus, it defines the aim demanded by the Shar’a and then defines the method which it must follow and the thoughts it needs, to establish this matter and so on and so forth.

چنانچہ سیاسی جماعت کا ہونا لازم ہے، خواہ ریاست موجود ہو یا نہ ہو۔ جہاں تک اس گروہ کے مقصد، اس کے کام اور اس کی ثقافت کے مواد کی وضاحت کا تعلق ہے، تو یہ حقیقت سے جڑا ہوا ہے۔

Thus the obligation is to have a political party, whether a State existed or not. As for defining the aim of this group, its work and content of its culture, this is linked with reality.

چونکہ آج ہم ایک ایسی صورتحال میں جی رہے ہیں جہاں مسلمانوں کا خلیفہ، جو اللہ کے نازل کردہ احکامات کے مطابق حکومت کرتا ہے، موجود نہیں ہے؛ اور چونکہ وہ سرزمین جس میں مسلمان رہتے ہیں وہ دار الکفر ہے، اور چونکہ آج معاشرے میں تعلقات اور نظام اسلام کی بنیاد پر نہیں ہیں؛ اور معاشرہ غیر اسلامی ہے، تو پھر یہ ناگزیر ہو جاتا ہے کہ ایک ایسا گروہ موجود ہو جس کا کام اس سرزمین کو دار الاسلام میں اور معاشرے کو ایک اسلامی معاشرے میں تبدیل کرنے پر مرکوز ہو، اور اللہ کے نازل کردہ احکامات کے مطابق حکمرانی کو دوبارہ قائم کرے یعنی اسلامی طرز زندگی کا آغاز کرے اور دنیا میں دعوت پہنچائے۔ یہی وہ مقصد ہے جس کے حصول کے لیے گروہ یا جماعت کو جدوجہد کرنی چاہیے۔

Since today we live in a situation where the Khaleefah of the Muslims, who rules by what Allah 􀀬 has revealed, does not exist; and since the land in which the Muslims live is dar al-kufr, and since the relationships and systems in society today are not on the basis of Islam; and the society is non-islamic, it then becomes inevitable that a group would exist whose work will be focused on transforming the land into dar al-Islam, and the society into an Islamic society, and re-establish the ruling by what Allah 􀀬 has revealed i.e. resume the Islamic way of life and carry the da’wah to the world. This is the objective the group or party must strive towards realising.
