Direktur dan pegawai Negara adalah tenaga yang dipekerjakan secara kontrak sesuai dengan aturan perekrutan. Pengangkatan, pemberhentian, pemindahan, dan teguran terhadap mereka dilakukan oleh pimpinan instansi, direktorat, atau bagian mereka masing-masing, sesuai dengan peraturan administrasi.
