এই আয়াত কেবল ইসলামি রাজনৈতিক দল গঠনের বাধ্যবাধকতা নির্দেশ করেছে, এর বেশি কিছু নয়। এটি সেই দলের কাজের ধরন ও সাধারণ প্রকৃতিও স্পষ্ট করেছে। তবে কোন মা'রূফ (ভালো কাজ) প্রতিষ্ঠার জন্য কাজ করতে হবে এবং কোন মুনকার (মন্দ কাজ) দূর করার জন্য কাজ করতে হবে, তা নির্ধারণ করা নির্ভর করে সেই বাস্তবতার ওপর যেখানে দলগুলো অবস্থান করছে, এবং সেটি পরিবর্তনের জন্য প্রয়োজনীয় শরয়ী বিধান গ্রহণের দিকটির ওপর। সুতরাং, এই আয়াত মেনে যে দল প্রতিষ্ঠিত হবে এবং শাসকদের হিসাব নেওয়া, তাদের কাজ ও সংস্কৃতির বিষয়বস্তু নিয়ে কাজ করবে, তার কাজ সে বাস্তবতার সঙ্গে যুক্ত হবে যেখানে সে কাজ করছে। তারা শাসকের কার্যকলাপ পর্যবেক্ষণ করবে, তার অবহেলার জন্য তাকে জবাবদিহির আওতায় আনবে, তার ওপর সত্যকে চাপিয়ে দেবে এবং তাকে সেই সত্যের মধ্যে সীমাবদ্ধ রাখবে, উম্মাহর মধ্যে সচেতনতা সৃষ্টি করবে এবং শাসকের সঙ্গে কাজ করে ইসলামের দাওয়াত বাইরে ছড়িয়ে দেবে। আর যে দল এই আয়াত মেনে প্রতিষ্ঠিত হবে, অথচ সেখানে কোনো খলীফা বা খিলাফত নেই, তাকে তার কাজ-সংশ্লিষ্ট সবকিছু নিজে নির্ধারণ করতে হবে। অর্থাৎ শরীয়াহ যে লক্ষ্য দাবি করে তা সে সংজ্ঞায়িত করবে, এরপর সেই লক্ষ্য অর্জনের জন্য কোন পদ্ধতি অনুসরণ করতে হবে এবং কোন চিন্তাধারা প্রয়োজন, তা নির্ধারণ করবে, এভাবে ক্রমান্বয়ে এগিয়ে যাবে।

The ayah has indicated the obligation of having Islamic political parties and nothing else. It has also clarified the type and general nature of its work. As for determining the ma’roofaat that one must work to establish and defining the munkaraat that one has to work to remove; this is linked to the reality in which the parties find themselves, in terms of adopting the necessary Shar’ee rules to change it. Thus, the group which is established in compliance with this ayah and works to account the rulers, its work and the content of its culture would be linked to the reality in which it works: they will monitor the actions of a ruler and account him for the negligence, by forcing on him the truth and confining him to it, and create the awareness in the Ummah and work with the ruler to spread the Islamic da’wah outside. As for the group which is established in compliance with this ayah, where there is no Khaleefah or Khilafah, it must adopt everything related to its work. Thus, it defines the aim demanded by the Shar’a and then defines the method which it must follow and the thoughts it needs, to establish this matter and so on and so forth.

অতএব দায়িত্ব হলো একটি রাজনৈতিক দল গঠন করা, তখন রাষ্ট্র থাকুক বা না থাকুক। আর এই দলের লক্ষ্য, তার কাজ এবং তার সংস্কৃতির বিষয়বস্তু নির্ধারণ করা বাস্তবতার সঙ্গে সম্পর্কিত।

Thus the obligation is to have a political party, whether a State existed or not. As for defining the aim of this group, its work and content of its culture, this is linked with reality.

যেহেতু আজ আমরা এমন এক অবস্থায় বাস করছি যেখানে মুসলিমদের খলীফা, যিনি আল্লাহ ﷻ যা নাযিল করেছেন তা দিয়ে শাসন করেন, তিনি বিদ্যমান নেই; এবং যেহেতু মুসলিমরা যে ভূমিতে বসবাস করে তা দারুল কুফর, এবং যেহেতু আজকের সমাজের সম্পর্ক ও ব্যবস্থাসমূহ ইসলামের ভিত্তিতে গড়ে ওঠেনি; আর সমাজটি অনৈসলামিক, তাই এমন একটি দলের অস্তিত্ব অবশ্যম্ভাবী হয়ে ওঠে, যার কাজ হবে ভূমিকে দারুল ইসলামে রূপান্তর করা, সমাজকে একটি ইসলামী সমাজে পরিণত করা, আল্লাহ ﷻ যা নাযিল করেছেন তা দিয়ে শাসন পুনঃপ্রতিষ্ঠা করা, অর্থাৎ ইসলামী জীবনব্যবস্থা পুনরায় চালু করা এবং দাওয়াহ বিশ্বের কাছে পৌঁছে দেওয়া। এটাই সেই লক্ষ্য, যা অর্জনের জন্য দলটি বা সংগঠনটিকে সচেষ্ট থাকতে হবে।

Since today we live in a situation where the Khaleefah of the Muslims, who rules by what Allah 􀀬 has revealed, does not exist; and since the land in which the Muslims live is dar al-kufr, and since the relationships and systems in society today are not on the basis of Islam; and the society is non-islamic, it then becomes inevitable that a group would exist whose work will be focused on transforming the land into dar al-Islam, and the society into an Islamic society, and re-establish the ruling by what Allah 􀀬 has revealed i.e. resume the Islamic way of life and carry the da’wah to the world. This is the objective the group or party must strive towards realising.
