内務安全保障局は、治安に関わるすべての事柄を担当する。軍隊を用いて国内の治安を維持することを引き受けている。実際には、治安維持の主たる責任を負うのは警察である。内務安全保障局は、必要と判断したときにはいつでも警察を動員することができ、その命令は直ちに拘束力を持つ。警察が軍の支援を必要とする場合は、カリフに要請を提出しなければならない。カリフは、軍に内務安全保障局を支援するよう命じることも、治安維持のために軍の部隊を提供するよう命じることも、あるいは適切と考えるいかなる命令を出すこともできる。また、カリフはそのような要請を拒否し、警察に自ら任務を遂行するよう求める権限も有している。内務安全保障局は、国家の治安を維持する責任を負う機関である。内部の治安を損なうおそれのある行為には、イスラームからの背教、破壊的活動に現れる国家への反逆、ストライキや国家の重要拠点の占拠のような破壊工作、そして私有、公有、国有の財産に対する侵害が含まれる。
