« Prenez soin des Abd Qays et honorez leurs chefs. » De même, il a également été confirmé qu'il ﷺ tenait les Wulah pour responsables, inspectait leur situation et écoutait les nouvelles qui lui étaient rapportées à leur sujet. Il ﷺ demandait aux Wulah de rendre compte des revenus et des dépenses engagés. Al-Bukhari et Muslim ont rapporté d'après Abu Humaid Al-Sa’idi qui a dit : « Le Messager d'Allah ﷺ a nommé Ibnul-Utbiyya comme ‘Amil en charge de la Sadaqah de Banu Saleem. Lorsqu'il retourna vers le Prophète ﷺ et qu'il lui rendit compte, il dit : ‘Ceci est pour vous et (ceci est un cadeau) qui m'a été offert.’ Alors le Messager d'Allah ﷺ dit : ‘Pourquoi n'es-tu pas resté dans la maison de ton père et de ta mère afin que ton cadeau te parvienne si tu as dit la vérité ?’ Puis le Messager d'Allah ﷺ monta sur le minbar, s'adressa aux gens, loua Allah (SWT) et dit : ‘Qu'en est-il d'un fonctionnaire de l'État à qui je confie une mission et qui vient en disant : “Ceci est pour vous et ceci m'a été offert comme cadeau ?” Pourquoi n'est-il pas resté dans la maison de son père ou la maison de sa mère afin que son cadeau lui soit présenté s'il est véridique ? Par Allah, aucun d'entre vous ne prendra quoi que ce soit de l'aumône (Sadaqah) de manière illicite sans l'apporter le Jour du Jugement, portant sur son cou un chameau qui grognera, ou une vache qui mugira ou un mouton qui bêlera.’ Puis il leva les mains de sorte que je pus voir la blancheur de ses aisselles. Puis il dit deux fois : ‘Ô Allah, j'ai transmis Ton commandement.’ » ‘Umar surveillait étroitement les Wulah, et il a nommé Muhammad Ibnu Maslama pour examiner l'état de leurs affaires et les inspecter. ‘Umar rassemblait les Wulah durant la saison du pèlerinage (Hajj) pour examiner leurs performances et pour écouter les plaintes des sujets à leur sujet, et il discutait également avec eux des affaires des Wilayaat et s'enquérait de leurs propres conditions. » Il a été rapporté qu'‘Umar dit un jour aux personnes qui l'entouraient : « Diriez-vous que mon devoir serait accompli si je nommais parmi vous le meilleur d'entre vous, et que je lui ordonnais d'être juste ? » Ils dirent : « Oui. » Il dit : « Non. Pas avant que j'aie vérifié sa performance, et vu s'il a fait ou non ce que je lui avais ordonné de faire. » ‘Umar était connu pour être strict lorsqu'il demandait des comptes aux Wulah et aux ‘Aamileen. Il allait jusqu'à en révoquer certains sur une simple suspicion sans preuve concluante. Il allait même jusqu'à révoquer un Waali au moindre doute qui n'atteignait même pas le niveau de la suspicion. On l'interrogea à ce sujet un jour et il dit : « Il est facile de remplacer un émir par un autre afin d'amender les affaires du peuple. » Cependant, malgré sa sévérité envers eux, il leur laissait carte blanche et préservait leur réputation dans le commandement. Il les écoutait et considérait leurs arguments. S'il aimait un argument, il manifestait son approbation et sa conviction à son égard, et couvrait l'‘Amil de louanges par la suite. Un jour, une nouvelle lui parvint concernant son ‘Amil Umayr Ibnu Sa’d qui avait dit depuis le minbar de Homs : « L'Islam restera redoutable tant que l'autorité sera forte. Et la force de l'autorité ne vient pas par le meurtre par l'épée ou le fouet, mais par le jugement selon la vérité et le maintien de la justice. » En entendant cela, ‘Umar dit : « J'aimerais avoir un homme comme Umayr Ibnu Sa’d pour m'aider dans les affaires des Musulmans. »

He (pbuh) used to ask the Wulah to account for the revenues and expenses spent. Al-Bukhari and Muslim narrated on the authority of Abu Humaid Al-Sa’idi who said; “The Messenger of Allah (pbuh) appointed Ibnul-Utbiyya as ‘Amil in charge of Sadaqat of Banu Saleem. When He returned back to the Prophet (pbuh) and He accounted him, He said; ‘This is for you and (this is a gift) that was presented to me.’ So the Messenger of Allah (pbuh) said ‘Why did you not remain in your father’s and mother’s home so that your gift comes to you if you spoke the truth.’ Then the Messenger of Allah (pbuh) stood on the pulpit, addressed the people praised, Allah (swt) and said; ‘What about a State official whom I give an assignment and who comes and says; ‘This is for you and this has been presented to me as a gift?’ Why didn’t He remain in the house of his father or the house of his mother so that his gift be presented to Him if He is truthful? By Allah, any one of you will not take anything from it (Sadaqah) unlawfully but will bring it on the Day of Judgment, carrying on his neck a camel that will be growling, or a cow that will be bellowing or a sheep that will be bleating.’ Then He raised his hands so that I could see the whiteness of his armpits. Then He said twice; ‘O Allah, I have conveyed your command.’” ‘Umar used to closely monitor the Wulah, and He appointed Muhammad Ibnu Maslama to examine their state of affairs and inspect them. ‘Umar used to gather the Wulah during the Hajj season to review their performance and to listen to the complaints of the subjects about them, and He also used to discuss with them the affairs of the Wilayaat and ask about their own conditions. It has been reported that ‘Umar once said to people around him; “‘Would you say that my duty would be fulfilled if I appointed over you the best from amongst you, and ordered Him to be just?’ They said; ‘Yes.’ He said; ‘No. Not until I had checked his performance, and seen whether or not He did what I had ordered Him to do.’ ‘Umar was known to be strict when accounting the Wulah and the ‘Aamileen. He would even remove some of them on just a suspicion without conclusive evidence. He even used to remove a Waali on the slightest doubt that did not even reach the level of suspicion. He was asked about this one day and He said; ‘It is easy to swap an Ameer for another so as to amend the people’s affairs.’” However, despite his strictness with them He used to give them a free hand and safeguarded their reputation in ruling. He used to listen to them and consider their argument. If He liked an argument He would show his approval and conviction of it and would shower the ‘Amil with praise afterwards. Oneday news reached Him about his ‘Amil Umayr Ibnu Sa’d who had said while over the pulpit of Homs; “Islam will remain formidable as long as the authority is strong. And the strength of the authority does not come about with the killing by the sword or the lashing by the whip, but with the judging by the truth and the upholding of justice.” Upon hearing this ‘Umar said; “I wish I had a man like Umayr Ibnu Sa’d to help me with the Muslims’ affairs.”
