Allah (SWT) a honoré les musulmans en faisant d'eux les porteurs du Message de l'Islam à travers le monde entier, et Il a déterminé pour eux la méthode de porter son Message par le moyen de la Dâ'wa et du jihad. Il a rendu le jihad obligatoire pour eux et, par conséquent, l'entraînement militaire est une obligation.

Allah (swt) has honoured the Muslims by making them the conveyors of the Message of Islam to the whole world and He (pbuh) has determined for them the method of carrying its Message by means of D’awa and Jihad. He  made Jihad compulsory upon them and thus military training is an obligation.

Par conséquent, tout musulman mâle ayant atteint l'âge de quinze ans devrait commencer un entraînement militaire en vue du jihad. Quant à la conscription militaire, il s'agit en fait d'une obligation collective.

Therefore, every male Muslim, who reaches the age of fifteen, should begin military training in readiness for Jihad. As for the military conscription, this is in fact a collective duty.

La preuve de cela est reflétée dans la parole d'Allah (SWT) : « Et combattez-les jusqu'à ce qu'il n'y ait plus de persécution et que la religion (Deen) soit pour Allah » [TMQ 8:39]

Evidence of this is reflected in Allah’s (swt) saying; “And fight them on until there is no persecution and Deen (submission in its entirety) becomes to Allah” [TMQ 8:39]

et le hadith du Prophète d'Allah ﷺ : « Menez le jihad contre les Mushrikeen avec vos biens, vos mains et vos langues. » [Narré par Abu Dawood d'après Anas] Afin d'être mené selon la voie déterminée par la charia, le combat ayant pour but de vaincre l'ennemi et de conquérir la terre, nécessite un entraînement militaire. Par conséquent, l'entraînement militaire est obligatoire comme le jihad, conformément au principe char'i qui stipule : « Ce qui est nécessaire pour accomplir une obligation est en soi une obligation ». L'appel au combat entre dans le cadre de l'ordre « et combattez-les » qui est venu sous une forme générale. Lorsque Allah (SWT) dit : « Et combattez-les ».

and the Hadith of the Prophet of Allah (pbuh); “Do perform Jihad against the Mushrikeen with your wealth, hands and tongues.” [Narrated by Abu Dawood on the authority of Anas] In order to be carried out according to the way determined by Shari’ah, fighting with the aim of beating the enemy and conquering the land, necessitates military training. Therefore military training is compulsory like Jihad, in accordance with the Shar’ai principle that states; “That which is necessary to accomplish a duty is itself a duty”. The soliciting of fighting falls within the order “and fight them” which came in general form. When Allah (swt) says; “And fight them”.

Ceci est un ordre de combattre et un ordre d'accomplir toute tâche rendant le combat possible. En plus de cela, Allah (SWT) dit : « Préparez contre eux tout ce que vous pouvez (de force armée). » [TMQ 8:60]

This is an order to fight and an order to perform any task that makes the fighting possible. Besides this, Allah (swt) says, “Make ready for them all that (of armed force) you can.” [TMQ 8:60]

L'entraînement et une expertise militaire élevée font partie de la préparation de la puissance de combat, car ils doivent être immédiatement disponibles afin de rendre le combat possible. Ainsi, l'entraînement fait partie de la force qui doit être acquise, au même titre que le matériel militaire et les missions militaires, etc. Quant à la conscription militaire, celle-ci nécessite l'affectation de personnes pour faire partie de manière permanente des forces armées, c'est-à-dire avoir des Mujahideen accomplissant un jihad efficace et tout ce que le devoir de jihad implique ; ceci est obligatoire. Cela est dû au fait que l'accomplissement du jihad est un devoir continu, que l'ennemi nous attaque ou non, raison pour laquelle la conscription militaire est un devoir qui est inclus dans le statut légal (Hukm) du jihad.

Training and high military expertise form part of the preparation of fighting power, for they have to be readily available in order to make the fighting possible. Thus training forms part of the force that must be obtained such as military hardware and military missions etc. As for the military conscription, this necessitates the assignment of people to permanently be part of the armed forces, i.e. to have Mujahideen performing effective Jihad and whatever the duty of Jihad entails; this is compulsory. This is because the performance of Jihad is a continuous duty whether the enemy attacked us or not, which is why military conscription is a duty that is included in the Hukm of Jihad.
