Pekerjaan kelompok ini harus memusatkan perhatiannya pada dunia Muslim, karena cara hidup Islam pernah ada di sana, dan dengan demikian itulah wilayah yang paling kondusif bagi tegaknya Negara.

This work of the group must focus its attention on the Muslim world, since the Islamic way of life existed there and thus it is the area most conducive to the establishment of the State.

Di dunia Muslim, gerakan harus berupaya membawa Da'wah Islam untuk mengubah keadaan masyarakat yang rusak sehingga berubah menjadi masyarakat Islam. Tujuan pertamanya harus mengubah pemikiran kufur yang ada di tengah masyarakat menjadi pemikiran Islam, sehingga pemikiran tersebut menjadi opini umum di kalangan masyarakat, yang kemudian mendorong mereka untuk menerapkan dan mengamalkannya. Kedua, Partai juga perlu berupaya mengubah emosi dalam masyarakat hingga menjadi emosi Islami, yang hanya menerima apa yang diridhai Allah (SWT) dan memberontak serta membenci segala sesuatu yang membuat Allah (SWT) murka. Terakhir, kelompok ini juga harus berupaya mengubah hubungan-hubungan dalam masyarakat hingga menjadi hubungan Islami yang berjalan sesuai dengan hukum dan solusi Islam. Tindakan yang dilakukan kelompok tersebut harus berupa tindakan politik, karena berkaitan dengan urusan rakyat sesuai dengan hukum-hukum Syari'ah dan solusinya; dan politik dalam Islam adalah mengurus urusan rakyat, baik dalam pendapat maupun pelaksanaan, atau keduanya, sesuai dengan hukum dan solusi Islam.

In the Muslim world, the movement must endeavour to carry the Islamic Da'wah in order to change the situation of the corrupt society so that it is transformed into an Islamic society. Its first aim must be to change the society’s existing kufr thoughts into Islamic thoughts, so that such thoughts become the public opinion among the people, who are then driven to implement and act upon them. Secondly the Party also needs to works to change the emotions in the society until they become Islamic emotions that accept only that which pleases Allah (swt) and rebel against and detest anything which angers Allah (swt). Finally, the group must also work to change the relationships in the society until they become Islamic relationships which proceed in accordance with the laws and solutions of Islam. The actions which the group performs must be political actions, since they relate to the affairs of the people in accordance with the Shari‘ah rules and its solutions; and politics in Islam is looking after the affairs of the people, either in opinion or in execution or both, according to the laws and solutions of Islam.
