इस्लामी शासन-व्यवस्था एक अनोखी एकता-प्रणाली पर आधारित है, जिसे अल्लाह (SWT) ने निर्धारित किया है। यह न तो संघीय (फ़ेडरल) है, न लोकतांत्रिक, न गणतांत्रिक, न राजतंत्रीय और न ही तानाशाही व्यवस्था है। इसका किसी भी मनुष्य-निर्मित विचारधारा से कोई समानता नहीं है।

The Islamic Ruling System is based upon a unique system of unity ordained by Allah (swt). It is not a federal, democratic, republican, monarchical or dictatorial system at all. It has no similarity to any man-made ideology.

इस्लामी राज्य अपने अधिकार क्षेत्र में रहने वाले लोगों को नागरिक मानता है, चाहे वे मुसलमान हों या गैर-मुसलमान। सभी के अधिकारों की गारंटी इस्लाम द्वारा दी गई है। "नस्लीय अल्पसंख्यक" की कोई अवधारणा नहीं है, क्योंकि लोगों के साथ उनके रंग, नस्ल या धर्म के आधार पर किसी भी प्रकार का भेदभाव नहीं किया जाता।

The Islamic State considers people under its authority as citizens, whether they are Muslims or non-Muslims. All have their rights guaranteed by Islam. There is no concept of ‘ethnic minority’ as people are not discriminated against at all due to their colour, race or religion.
