समाज में किसी भी वर्ग के लिए सत्ता में बैठे लोगों की स्थिति अत्यंत महत्वपूर्ण होती है। इसका कारण यह है कि वे जो भी निर्णय लेते हैं और जो भी नियम लागू करते हैं, उसके परिणाम पूरी जनता पर पड़ते हैं। इसलिए, जब सत्ता में बैठे लोगों में कमियाँ होती हैं, तो पूरा समाज उन्हीं कमियों से पहचाना जाने लगता है।

The situation of those in authority is of utmost importance for the people of any society. This is because every decision they make and every rule they implement has repercussions which affect the whole population. So, when those in authority have failings, the whole society becomes characterised by these failings.

आज, पूरी दुनिया मनुष्य द्वारा बनाए गए कानूनों के अधीन है। ऐसा मनुष्य जिसका ज्ञान सीमित है, जो गलतियाँ करने वाला है, और जो पक्षपात और लालच के अधीन है। इसका परिणाम यह है कि दुनिया पर शासन करने वाले नियम मनुष्य के चरित्र के इन्हीं पहलुओं को दर्शाते हैं - जिससे कमज़ोरों पर अत्याचार, अन्याय और भ्रष्टाचार बढ़ता है। दुनिया के एक हिस्से में लोगों को भूखा मरने दिया जाता है, जबकि दूसरे हिस्से में अतिरिक्त उत्पादन को जला दिया जाता है या समुद्र में फेंक दिया जाता है। हम ऐसे करों के अधीन हैं जिन्हें हम नहीं चाहते और जिन्हें चुकाने की हमारी सामर्थ्य नहीं है। और हमें मुट्ठी भर राजनेताओं द्वारा बताया जाता है कि हम क्या कर सकते हैं और क्या नहीं, जो हमसे बेहतर नहीं हैं और आमतौर पर हमसे कहीं अधिक बुरे हैं।

Today, the whole world is subject to man-made laws. Man who is limited in his knowledge, prone to errors and subject to prejudice and greed. As a result of this, the rules which govern the world reflect these aspects of man’s character - leading to oppression of the weak, injustice and corruption. People in one part of the world are allowed to starve, while in another, surplus produce is burnt or dumped in the sea. We are subject to taxes we do not want and cannot afford to pay. And we are told what we can and cannot do by a handful of politicians who are no better than and usually much worse than ourselves.

इस्लामी शासन-व्यवस्था ही वह एकमात्र व्यवस्था है जो इन समस्याओं से निकलने का रास्ता देती है। मनुष्य-निर्मित कानूनों के अधीन रहने के बजाय, जिनमें एक इंसान को दूसरे इंसान के आगे झुकना पड़ता है, हमारा जीवन और हमारा समाज अल्लाह (SWT) के कानून, जो सर्वोच्च है, के अनुसार चलता है।

The Islamic ruling system is the only one which gives a way out from these problems. Instead of being subject to man-made laws, where one person is made to bow before another, our lives and society are governed by the law of Allah (swt) the Supreme.

यहाँ, यह लोग ही हैं जिन्हें यह अधिकार प्राप्त है कि वे यह सुनिश्चित करें कि शासक अल्लाह के क़ानून को केवल और पूर्ण रूप से लागू करे, और वह कभी अपनी इच्छाओं और मनमानी का अनुसरण न करे, जिससे वह तानाशाह बन जाए।

Here, it is the people who have authority to ensure that the ruler implements Allah’s law, solely and in its entirety, and that he never follows his own whims and desires, so becoming a dictator.

राज्य की शासन-व्यवस्था का यह कर्तव्य है कि उसकी सीमाओं के भीतर सभी प्रशासनिक मामले सुचारु रूप से चलें और इस्लामी ढांचे के भीतर रहते हुए प्रजा का, चाहे वे मुसलमान हों या न हों, सरल जीवन सुनिश्चित हो।

It is the job of the Ruling System of the State to make sure that all the administrative matters within its boundaries run smoothly and facilitate the easy living of the subjects, whether Muslim or not, within the Islamic framework.

इसके अलावा, राज्य इस्लाम के आह्वान को दुनिया के सभी राष्ट्रों तक पहुँचाने का प्रभावी साधन होगा। इस कार्य को सुगम बनाने के लिए इसके पास एक शक्तिशाली सेना होगी, और साथ ही यह अपनी सीमाओं की रक्षा भी करेगा उन आक्रमणकारियों से जो आज मुस्लिम दुनिया को परेशान कर रहे हैं; बोस्निया, भारत और इज़राइल की समस्याएँ एक दर्दनाक, लेकिन दूर की याद भर रह जाएँगी।

As well, the State will be the effective means of delivering the call of Islam to all the nations of the world. It has a powerful army to facilitate this task, and also to defend its frontiers from the likes of the aggressors who currently plague the Muslim world; the problems in Bosnia, India and Israel will be no more than a painful, but distant memory.

इस्लाम की वे सभी व्यवस्थाएँ जो यहाँ एकत्र की गई हैं, एक पूर्ण रूप से संतुलित और समन्वित इकाई बनाने के लिए आपस में बँधी हुई हैं। इनमें से प्रत्येक अपने कार्य के लिए दूसरों पर निर्भर है, और कोई भी अकेले विचार करने पर पूर्ण नहीं होगी। इसलिए आप देख सकते हैं कि इस्लाम की शासन-व्यवस्था इन सबको एक-दूसरे से जोड़ती है, और इस प्रकार वह एक ऐसी जीवन-पद्धति प्रस्तुत करती है जिसकी मानव इतिहास में कोई मिसाल नहीं मिलती।

All the systems of Islam that are collected here are tied together to form a perfectly balanced and co-ordinated whole. Each is dependent for its functioning on the others, and none would be complete if considered on its own. You can see therefore how the Ruling System of Islam ties them all together to give a way of life that is unsurpassed in the history of humanity.
