3) उपर्युक्त दोनों लक्ष्यों को एक स्वाभाविक रूप से कार्यशील व्यवस्था के माध्यम से प्राप्त करना, जिसमें आर्थिक गतिविधि के लिए उचित प्रोत्साहन हों और वितरण की एक न्यायसंगत व्यवस्था हो।
