Este trabalho do grupo deve concentrar sua atenção no mundo muçulmano, uma vez que foi nele que o modo de vida islâmico existiu e, portanto, é a área mais propícia ao estabelecimento do Estado.

This work of the group must focus its attention on the Muslim world, since the Islamic way of life existed there and thus it is the area most conducive to the establishment of the State.

No mundo muçulmano, o movimento deve empenhar-se em levar a Da'wah islâmica para mudar a situação da sociedade corrupta, de modo que ela se transforme numa sociedade islâmica. O seu primeiro objetivo deve ser mudar os pensamentos de kufr existentes na sociedade para pensamentos islâmicos, de modo que tais pensamentos se tornem a opinião pública entre o povo, que é então levado a implementá-los e a agir de acordo com eles. Em segundo lugar, o Partido também precisa trabalhar para mudar as emoções na sociedade até que se tornem emoções islâmicas, que aceitem apenas aquilo que agrada a Allah (SWT) e se rebelem contra e detestem tudo o que irrita Allah (SWT). Por fim, o grupo também deve trabalhar para mudar as relações na sociedade até que se tornem relações islâmicas, que se processem em conformidade com as leis e as soluções do Islã. As ações que o grupo realiza devem ser ações políticas, uma vez que dizem respeito aos assuntos do povo de acordo com as normas da Shari‘ah e as suas soluções; e a política no Islã é cuidar dos assuntos do povo, seja na opinião, seja na execução, ou em ambas, segundo as leis e as soluções do Islã.

In the Muslim world, the movement must endeavour to carry the Islamic Da'wah in order to change the situation of the corrupt society so that it is transformed into an Islamic society. Its first aim must be to change the society’s existing kufr thoughts into Islamic thoughts, so that such thoughts become the public opinion among the people, who are then driven to implement and act upon them. Secondly the Party also needs to works to change the emotions in the society until they become Islamic emotions that accept only that which pleases Allah (swt) and rebel against and detest anything which angers Allah (swt). Finally, the group must also work to change the relationships in the society until they become Islamic relationships which proceed in accordance with the laws and solutions of Islam. The actions which the group performs must be political actions, since they relate to the affairs of the people in accordance with the Shari‘ah rules and its solutions; and politics in Islam is looking after the affairs of the people, either in opinion or in execution or both, according to the laws and solutions of Islam.
