Het werk van deze groep moet zijn aandacht richten op de moslimwereld, aangezien de islamitische levenswijze daar bestond en het daarom het gebied is dat het meest bevorderlijk is voor de vestiging van de Staat.

This work of the group must focus its attention on the Muslim world, since the Islamic way of life existed there and thus it is the area most conducive to the establishment of the State.

In de moslimwereld moet de beweging ernaar streven om de islamitische oproep tot de islam (Da’wah) voort te zetten om de situatie van de corrupte samenleving te veranderen, zodat deze wordt getransformeerd naar een islamitische samenleving. Het eerste doel moet zijn om de bestaande ongeloof (Kufr) gedachten van de samenleving te veranderen in islamitische gedachten, zodat dergelijke gedachten de publieke opinie worden onder de mensen, die vervolgens worden gedreven om deze te implementeren en ernaar te handelen. Ten tweede moet de Partij ook werken aan het veranderen van de emoties in de samenleving totdat zij islamitische emoties worden die alleen dat accepteren wat Allah (SWT) behaagt en rebelleren tegen en afkeuren wat Allah (SWT) toornig maakt. Ten slotte moet de groep ook werken aan het veranderen van de relaties in de samenleving totdat zij islamitische relaties worden die verlopen in overeenstemming met de wetten en oplossingen van de islam. De acties die de groep uitvoert moeten politieke acties zijn, aangezien zij betrekking hebben op de zaken van de mensen in overeenstemming met de sharia-regels en haar oplossingen; en politiek in de islam is het verzorgen van de zaken van de mensen, hetzij in mening, hetzij in uitvoering, of beide, volgens de wetten en oplossingen van de islam.

In the Muslim world, the movement must endeavour to carry the Islamic Da'wah in order to change the situation of the corrupt society so that it is transformed into an Islamic society. Its first aim must be to change the society’s existing kufr thoughts into Islamic thoughts, so that such thoughts become the public opinion among the people, who are then driven to implement and act upon them. Secondly the Party also needs to works to change the emotions in the society until they become Islamic emotions that accept only that which pleases Allah (swt) and rebel against and detest anything which angers Allah (swt). Finally, the group must also work to change the relationships in the society until they become Islamic relationships which proceed in accordance with the laws and solutions of Islam. The actions which the group performs must be political actions, since they relate to the affairs of the people in accordance with the Shari‘ah rules and its solutions; and politics in Islam is looking after the affairs of the people, either in opinion or in execution or both, according to the laws and solutions of Islam.
