De voorbereiding op het buitenlands beleid zal een sterk uitgerust leger vereisen. Daarom zal de Islamitische Staat ernaar streven om de nieuwste technologie in oorlogsvoering te verkrijgen, inclusief nucleaire capaciteiten, ruimteprogramma's en computertechnologie, om klaar te zijn om de vijand op dezelfde wijze te bestrijden als zij wordt bestreden. De economie en industrie in de Islamitische Staat zullen op vergelijkbare wijze zijn gericht op het ondersteunen van het leger en de inspanning van jihad.

Preparation for the foreign policy will require a strongly equipped army. Therefore, the Islamic State will endeavour to obtain the latest technology in warfare, including nuclear capability, space programmes and computer technology, to be ready to fight the enemy in a like way as she is fought. The economy and industry in the Islamic State will be similarly geared towards sustaining the army and the effort of Jihad.

De afdeling industrie leidt alle zaken die met industrie te maken hebben, inclusief zware industrie, zoals de productie van automotoren en carrosserieën; metallurgische industrieën, elektronica en lichte industrieën; en fabrieken van zowel particuliere als publieke eigendom die verbonden zijn met de militaire industrie. Alle fabrieken van welke aard dan ook dienen te worden opgericht op basis van het aanvullen van het militaire beleid.

The department of industry directs all affairs connected with industry, including heavy industry, such as the production of motors engines and car bodies; metallurgical industries, electronics and light industries; and factories of private and public ownership connected with the military industry. All factories of whatever type should be established on the basis of complementing the military policy.

Onder de leiding van het departement van de leider (Ameer) van jihad zal de Islamitische Staat haar buitenlandse beleid uitvoeren en de religie (Deen) van de Islam verkondigen aan de rest van de mensheid. Door deze middelen, en met de hulp van Allah (SWT), zal de Staat in staat zijn de dominantie van het woord van Allah (SWT) over de hele wereld te bereiken.

It is under the guidance of the department of the Amir of Jihad that the Islamic State will implement its foreign policy and propagate the deen of Islam to the rest of mankind. By these means, and the help of Allah (swt), the State will be able to achieve the dominance of the word of Allah (swt) throughout the world.
