Eine Frau darf an der Wahl eines Khalifen teilnehmen; sie darf auch im Majlis al-Ummah (der beratenden Versammlung des Volkes) sitzen. Sie darf außerdem Richterin sein, Gelehrte sein oder jede andere Position der Autorität innehaben, mit Ausnahme der Herrschaft. Somit ist es einer Frau verboten, Staatsoberhaupt oder Gouverneurin (Wali) zu sein.
