শূরা (পরামর্শ) কেবল মুসলিমদের অধিকার, অমুসলিমদের এতে কোনো অধিকার নেই। তবে প্রজাদের সকলের, মুসলিম হোক বা না হোক, মতামত পেশ করা অনুমোদিত।

Shura (consultation) is a right for the Muslims alone and the non-Muslims do not have a right to it. It is permitted for all of the subjects to put forward opinions, whether Muslim or not.

The fact that Shura is a right for the Muslims is proven by the two verses.
