জিহাদ মুসলিমদের উপর ওয়াজিব এবং সামরিক প্রশিক্ষণ বাধ্যতামূলক। প্রতিটি প্রাপ্তবয়স্ক মুসলিম পুরুষ, যার বয়স ১৫ বছর পূর্ণ হয়েছে, তাকে জিহাদের জন্য প্রস্তুত করতে সামরিক প্রশিক্ষণ গ্রহণ করা বাধ্যতামূলক। সেনা নিয়োগ হলো কিফায়ার দায়িত্ব।

যে জিহাদ মুসলমানদের উপর ফরয এবং রাষ্ট্রের অন্যান্য প্রজাদের উপর ফরয নয়, তার কারণ হলো, জিহাদ সম্পর্কিত আয়াতসমূহে যে ধরনের জিহাদকে ফরয করা হয়েছে, তা হলো কাফিরদের বিরুদ্ধে যুদ্ধ, আর এই যুদ্ধ কাফিরদের পক্ষ থেকে আসে না। সুতরাং এই অর্থ অনুযায়ী জিহাদ অমুসলিমদের উপর ফরয হতে পারে না। তবে রাষ্ট্রের অমুসলিম প্রজাদের জন্য মুসলমানদের সাথে শত্রুর বিরুদ্ধে যুদ্ধ করা জায়েয। কারণ কুযমান, যিনি একজন মূর্তিপূজারী ছিলেন, উহুদের দিন বেরিয়ে মূর্তিপূজারীদের বিরুদ্ধে রাসূলুল্লাহ ﷺ-এর সাহাবীদের সাথে যুদ্ধ করেছিলেন, আর রাসূলুল্লাহ ﷺ তাকে এ কাজ থেকে নিষেধ করেননি।

As for Jihad being an obligation upon the Muslims and not upon the rest of the subjects of the State – this is because the type of Jihad which has been made obligatory in the verses regarding Jihad is the fighting against the disbelievers, and this does not come from the disbelievers, and so ,therefore, according to this meaning the Jihad cannot be obligatory upon the non- Muslims. However, it is permitted for the non-Muslim subjects of the State to fight the enemy alongside the Muslims, since Quzman who was an idol-worshipper went out and fought the idolworshippers alongside the companions of the Messenger of Allah (pbuh) on the day of Uhud and the Messenger of Allah (pbuh) did not forbid him doing so.

“ইবনু উমর আমাকে বলেছেন যে, উহুদের দিনে আল্লাহর রাসূল ﷺ তাঁকে নিজের সামনে উপস্থিত হতে ডেকেছিলেন, আর তখন তাঁর বয়স ছিল চৌদ্দ বছর। কিন্তু নবী ﷺ তাঁকে সেই যুদ্ধে অংশগ্রহণের অনুমতি দেননি। এরপর আল-খন্দকের দিনে, যখন তাঁর বয়স ছিল পনেরো বছর, তখন তিনি তাঁকে অংশগ্রহণের অনুমতি দেন।” নাফি‘ বলেন, আমি যখন উমর ইবনু আব্দুল আযীয খলীফা ছিলেন, তখন তাঁর সঙ্গে দেখা করি এবং এই বর্ণনাটি তাঁর কাছে উল্লেখ করি। তখন তিনি বললেন: এটিই হলো কিশোর ও প্রাপ্তবয়স্কের মধ্যকার সীমারেখা। তিনি তাঁর কর্মকর্তাদের কাছে লিখে পাঠালেন যে, পনেরো বছর বয়সে পৌঁছানো প্রত্যেককে (সেনাবাহিনীতে যোগদানের) বাধ্যতামূলক করা হোক। অর্থাৎ, তিনি সেনা দপ্তরে তাদের জন্য রসদ প্রস্তুত করার নির্দেশ দিলেন।

“Ibn Umar told me that the Messenger of Allah (pbuh) called him to present himself in front of the Prophet (phuh) on the Day of Uhud, and he was fourteen at the time, and the Prophet (phuh) did not allow him to take part in that battle, and then on the Day of Al-Khandaq when he was fifteen, he gave him permission to take part”. Nafi’ said I met Umar b. ’Abd Al-Aziz when he was the Khalifah and mentioned this narration to him, so he said: This is the limit between the young and adult, and he wrote to his workers to make it obligatory upon anyone who reached the age of fifteen. In other words, he ordered to prepare provisions for them in the army office.
