ख़लीफ़ा को गवर्नरों के कार्यों की जाँच करनी चाहिए और उनके प्रदर्शन का लगातार सख़्ती से मूल्यांकन करना चाहिए। उसे लोगों को उनकी स्थिति पर निगरानी रखने, उनकी छानबीन करने के लिए नियुक्त करना चाहिए, और समय-समय पर उन सबको या उनमें से कुछ को इकट्ठा करना चाहिए, तथा उनके विरुद्ध प्रजा की शिकायतें सुननी चाहिए।

The Khalifah must examine the actions of the governors and continually assess their performance strictly. He must deputise people to monitor their situations, investigate them, and periodically gather all or some of them, and listen to the complaints of the subjects regarding them.

यह पुष्टि हो चुकी है कि नबी ﷺ जब गवर्नर (शासक) नियुक्त करते थे, तो उनकी परीक्षा लेते थे, जैसा उन्होंने मुआज़ और अबू मूसा के साथ किया, और उन्हें समझाते थे कि उन्हें किस प्रकार आगे बढ़ना चाहिए, जैसा उन्होंने अम्र बिन हज़्म के नाम अपने पत्र में किया, जो विद्वानों के बीच प्रसिद्ध है, जैसा कि इब्न असाकिर ने तारीख़ दमिश्क में उल्लेख किया है और अल-हाफ़िज़ ने अल-इसाबा में कहा है।

It is confirmed that the Prophet (phuh) used to test the governors when he appointed them as he did with Mu’adh and Abu Musa, and explained to them how they should proceed as he did with Amr b. Hazm in his message famous amongst the people of knowledge as mentioned by Ibn ’Asakir in Tarikh Damascus and Al-Hafiz said in Al-Isaba.
