सरकार और जनता के मामलों का प्रबंधन कार्यालयों, विभागों और प्रशासनों द्वारा किया जाता है, जिनका कार्य राज्य के कामकाज का संचालन सुनिश्चित करना और जनता के हितों को पूरा करना है।

Management of the government’s and people’s affairs is carried out by offices, departments, and administrations, whose task is to ensure the management of the State’s business and the carrying out of the people’s interests.

अल्लाह के रसूल ﷺ अपने कामों का संचालन करते थे और उनके प्रशासन के लिए सचिव नियुक्त करते थे। इसी प्रकार, रसूल ﷺ मदीना के लोगों के मामलों को सँभालते, उनकी समस्याएँ हल करते, उनके आपसी संबंधों को व्यवस्थित करते, उनकी ज़रूरतें पूरी करते और उन्हें वही मार्ग दिखाते जो उनके लिए उचित था। ये सभी बातें प्रशासन के वे पहलू थे जिन्होंने उनके जीवन को समस्याओं और उलझनों से आसान बनाया।

The Messenger of Allah (pbuh) used to run and carry out the affairs and appoint secretaries for their administration. Thus, the Messenger (pbuh) used to carry out the affairs of the people in Madinah, solve their problems, organise their relations, secure their needs, and direct them to that which suited them. All of these matters are of the administration issues that eased their life from problems or complications:

शिक्षा के मामलों में, अल्लाह के रसूल ﷺ ने युद्ध-बंदी काफ़िरों का फ़िदया (मुक्ति-मूल्य) दस मुसलमानों को पढ़ाना रखा। यहाँ फ़िदया (दस मुसलमानों को शिक्षा देना) के बदले में माल-ए-ग़नीमत (शिक्षा) था, जो मुसलमानों की संपत्ति बन गई। इस प्रकार शिक्षा को सुरक्षित करना मुसलमानों के मामलों में से एक था।
