Syura (musyawarah) adalah hak bagi kaum Muslimin saja, dan non-Muslim tidak memiliki hak atasnya. Namun, semua rakyat diperbolehkan untuk menyampaikan pendapat, baik Muslim maupun non-Muslim.

Shura (consultation) is a right for the Muslims alone and the non-Muslims do not have a right to it. It is permitted for all of the subjects to put forward opinions, whether Muslim or not.

Fakta bahwa syura merupakan hak kaum Muslimin dibuktikan oleh kedua ayat tersebut.

The fact that Shura is a right for the Muslims is proven by the two verses.

"Dan musyawarahkanlah urusan itu dengan mereka." (QS. 3:159) dan.

“And consult them in the matter.” (TMQ 3:159) and.

“Dan urusan mereka (diputuskan) dengan musyawarah di antara mereka.” (QS. 42:38) mengenai kaum Muslimin, dan firman-Nya (SWT).

“And whose affair is [determined by] consultation among themselves.” (TMQ 42:38) with respect to the Muslims, and His (swt) words.

“Maka bertanyalah kepada orang-orang yang berilmu jika kamu tidak mengetahui.” (QS. An-Nahl: 43) dengan maksud terhadap orang-orang non-Muslim. Maka Allah (SWT) memerintahkan untuk bertanya kepada Ahli Kitab mengenai apa pun yang tidak kita ketahui, dan ini menjadi dalil atas bolehnya mengambil pendapat mereka. Dan jika boleh mengambil pendapat mereka, maka boleh pula mereka menjadi anggota dewan Syura.

“So ask the people of the message if you do not know.” (TMQ 16:43) with respect to the non-Muslims. So Allah (swt) ordered the questioning of the People of the Book regarding whatever we do not know, and this is proof for the permissibility of taking their opinion, and if it is permissible to take their opinion it is permissible for them to be members of the Shura council.
