O Estado supervisiona os assuntos agrícolas e sua produção de acordo com as necessidades da política agrícola, que visa atingir o potencial da terra em seu maior nível de produção.

The State supervises agricultural affairs and its produce in accordance with the needs of the agricultural policy which is to achieve the potential of the land to its greatest level of production.

Its evidence is the words of the Prophet :

. » الإِمَامُ رَاعٍ وَهُوَ وَمَسْؤُولٌ عَنْ رَعِيَّتِهِ «.

. » الإِمَامُ رَاعٍ وَهُوَ وَمَسْؤُولٌ عَنْ رَعِيَّتِهِ «.

"O Imam é um guardião e é responsável por seus súditos" (relatado por Al-Bukhari de ‘Abd Allah (swt) b. Umar), e supervisionar os assuntos agrícolas gerais faz parte da gestão dos assuntos, razão pela qual isso integra a obrigação de administração do Imam. No entanto, o Estado não assume diretamente os assuntos agrícolas, porque o Mensageiro ﷺ os deixou aos muçulmanos; ele disse, na narração referente à polinização das tâmaras:

“The Imam is a guardian and he is responsible for his subjects” (reported by Al-Bukhari from ‘Abd Allah (swt) b. Umar), and supervising the general agricultural affairs is part of managing the affairs, which is why it is part of the obligation of management upon the Imam. However, the State does not undertake the agricultural affairs directly, because the Messenger (pbuh) left it to the Muslims; he said in the narration regarding the pollination of the trees:

. » أَنْ تُمْ أَعْلَمُ بِأُمُورِ دُنْ يَاكُمْ «.

. » أَنْ تُمْ أَعْلَمُ بِأُمُورِ دُنْ يَاكُمْ «.

"Vocês têm mais conhecimento (de uma habilidade técnica) nos assuntos do mundo." (relatado por Muslim de Aisha(ra) e Anas. Ibn Hazm o relatou em Al-Ihkam com sua própria cadeia e o autenticou, até Aisha(ra) e Anas, que o Profeta ﷺ disse: .» أَنْ تُمْ أَعْلَمُ بِأُمُورِ دُنْ يَاكُمْ «.

“You have better knowledge (of a technical skill) in the affairs of the world.” (reported by Muslim from Aisha(ra) and Anas. Ibn Hazm reported it in Al-Ihkam with his own chain and authenticated to Aisha(ra) and Anas that the Prophet (saw) said: .» أَنْ تُمْ أَعْلَمُ بِأُمُورِ دُنْ يَاكُمْ «.

"Vocês têm maior conhecimento (de uma habilidade técnica) nos assuntos do mundo". Em outro relato de Anas:

“You have better knowledge (of a technical skill) in the affairs of the world”. In another report from Anas:

. مَرَّ بِقَوْمٍ يلَُقِّحُونَ، فَقَالَ: لَوْ لََْ تَفْعَ لُوا لَصَلُحَ. قَالَ: فَخَرَجَ شِيصًا، أَنَّ النَّبَِِّ « » فَمَرَّ بِِِمْ فَقَالَ: مَا لِنَخْلِكُمْ؟ قَالُوا: قُلْتَ كَذَا وَكَذَا، قَالَ: أَنْتُمْ أَعْلَمُ بِأَمْرِ دُنْيَاكُمْ .

. مَرَّ بِقَوْمٍ يلَُقِّحُونَ، فَقَالَ: لَوْ لََْ تَفْعَ لُوا لَصَلُحَ. قَالَ: فَخَرَجَ شِيصًا، أَنَّ النَّبَِِّ « » فَمَرَّ بِِِمْ فَقَالَ: مَا لِنَخْلِكُمْ؟ قَالُوا: قُلْتَ كَذَا وَكَذَا، قَالَ: أَنْتُمْ أَعْلَمُ بِأَمْرِ دُنْيَاكُمْ .

“Certa vez o Profeta ﷺ passou por pessoas que estavam ocupadas enxertando as árvores. Então ele disse: 'Se vocês não fizerem isso, pode ser que seja melhor para vocês.' (Então elas abandonaram essa prática) e houve uma queda na produção. Ele ﷺ passou novamente por elas e disse: 'O que deu errado com as suas árvores?' Elas disseram: 'Você disse tal e tal coisa.' Então ele disse: 'Vocês têm mais conhecimento (de uma habilidade técnica) nos assuntos do mundo.' E no relato de Ahmad, de Anas, o Mensageiro de Allah ﷺ disse:”

“The Prophet happened to pass by the people who had been busy in grafting the trees. Thereupon he said: If you were not to do it, it might be good for you. (So they abandoned this practice) and there was a decline in the yield. He (the Holy Prophet) happened to pass by them (and said): What has gone wrong with your trees? They said: You said so and so. Thereupon he said: You have better knowledge (of a technical skill) in the affairs of the world”. And in the report with Ahmad from Anas, the Messenger of Allah (pbuh) said:

.» إِذَا كَانَ شَيْءٌ مِنْ أَمْرِ دُنْيَاكُمْ فَأَنْتُمْ أَعْلَمُ بِهِ، فَإِذَا كَانَ مِنْ أَمْرِ دِينِكُمْ فَإِلََِّ «.

.» إِذَا كَانَ شَيْءٌ مِنْ أَمْرِ دُنْيَاكُمْ فَأَنْتُمْ أَعْلَمُ بِهِ، فَإِذَا كَانَ مِنْ أَمْرِ دِينِكُمْ فَإِلََِّ «.

“Se for algo dos seus assuntos mundanos, então vocês são mais conhecedores disso; e se for dos assuntos da Religião, então venham a mim”. Isso indica que o Estado não supervisiona nem empreende diretamente a agricultura, mas assume uma supervisão geral, organizando o que é permitido segundo os diversos métodos escolhidos para aumentar e fortalecer a agricultura, facilitando-a para aliviar quaisquer dificuldades, bem como planejando uma política agrícola que conduza à elevação dos níveis de produção.

“If it is something from your worldly affairs, then you are more knowledgeable about it, and if it is from the issues of the Deen, then come to me”. This indicates that the State does not directly supervise the agriculture, nor undertake it, but rather undertakes general supervision by organising what is permitted according to the various styles which are selected in order to increase and strengthen the agriculture, facilitating it to ease any issues, as well as planning an agricultural policy which would lead to raising the production levels.
