Qualquer pessoa que possua cidadania e seja competente, seja homem ou mulher, muçulmano ou não muçulmano, pode ser nomeado gestor de uma administração, de um departamento ou de uma divisão, e ser funcionário público nela.

Anyone who carries citizenship, and is competent, whether male or female, Muslim or non-Muslim, can be appointed as a manager for an administration, a department, or a division, and to be a civil servant in it.

Isto foi retirado das regras relativas ao emprego, visto que é permitido contratar qualquer empregado, seja ele muçulmano ou não muçulmano, devido à generalidade das evidências sobre o emprego; Allah (SWT) disse.

This has been taken from the rules regarding employment, since it is permitted to employ any employee, irrespective of being Muslim or non-Muslim, due to the generality of the evidences of employment; Allah (swt) said.

“E se elas amamentarem por vós, então dai-lhes a sua remuneração.” (TMQ 65:6), o que é geral, e foi relatado no Al-Bukhari, de Abu Hurayrah, que o Mensageiro ﷺ disse: قَالَ اللَّهُ: ثَلاثَةٌ أَنَا خَصْمُهُمْ يَوْمَ الْقِيَامَةِ ... وَرَجُلٌ اسْتَأْجَرَ أَجِيرًا فَاسْتَوْفَى مِنْهُ وَلَمْ يُعْطِ أَجْرَهُ.

“And if they breastfeed for you, then give them their payment.” (TMQ 65:6) which is general, and it is reported in Al- Bukhari from Abu Hurayrah that the Messenger (pbuh) said. .قَالَ اللَّهُ: ثَلاثَةٌ أَنَا خَصْمُهُمْ يَ وْمَ الْقِيَامَةِ ... وَرَجُلٌ اسْ تَأْجَرَ أَجِيرًا فَاسْ تَ وْفَى « » مِنْهُ وَلَمْ ي عُْطِ أَجْرَه.

"Allah disse: Eu sou adversário de três no Dia do Juízo... e de um homem que emprega um trabalhador, obtém dele o trabalho completo, mas não lhe paga o salário." Isto é geral e não específico ao salário dos muçulmanos. O Mensageiro de Allah ﷺ contratou um homem da Banu Al-Dayl que estava na religião de seu povo, o que indica a permissibilidade de empregar um não-muçulmano da mesma forma que um muçulmano. Da mesma maneira, é permitido empregar uma mulher da mesma forma que é permitido empregar um homem, devido à generalidade das evidências também. Assim, é permitido que uma mulher seja a gerente de um departamento em um órgão estatal e que seja servidora civil nesses órgãos, e é permitido que um não-muçulmano seja gerente de um departamento de órgãos estatais, bem como servidor civil, visto que são empregados, e as evidências sobre emprego são gerais.

“Allah said: I am against three on the Day of Judgement…and a man who employed a worker and gets the full work out of him, but does not pay him his wage.” which is general and not specific to the wage of Muslims. The Messenger (pbuh) employed a man from Bani Al-Dayl who was upon the religion of his people, which indicates the permissibility of employing a non-Muslim in the same way as a Muslim. And in the same manner it is permitted to employ a woman in the same way that it is permitted to employ a man due to the generality of the evidences as well. Accordingly, it is permitted for a woman to be the manager of a department in a state department, and to be a civil servant in them, and it is permitted for a non-Muslim to be a manager of a department from the state departments as well as to be a civil servant, since they are employees, and the evidences for employment are general.
