„Der Imam ist ein Hüter, und er ist für seine Untertanen verantwortlich“ (überliefert von Al-Bukhari von ʿAbd Allah (swt) b. Umar), und zu den wichtigsten Angelegenheiten der Verwaltung der Geschäfte gehört es, Arbeit für jene zu schaffen, die dazu fähig sind, aber keine finden. Dass der Unterhalt des Armen, der keinen Verwandten hat, der ihn unterhalten kann, dem Staat obliegt, beruht auf seinen Worten:

The fact that maintenance of the poor person who has no relative capable of maintaining them is upon the State is due to his words:
