ریاست زرعی امور اور اس کی پیداوار کی نگرانی زرعی پالیسی کی ضروریات کے مطابق کرتی ہے، جس کا مقصد زمین کی پیداواری صلاحیت کو اس کی اعلیٰ ترین سطح تک پہنچانا ہے۔

The State supervises agricultural affairs and its produce in accordance with the needs of the agricultural policy which is to achieve the potential of the land to its greatest level of production.

اس کی دلیل نبی ﷺ کے الفاظ ہیں:

Its evidence is the words of the Prophet :

. » الإِمَامُ رَاعٍ وَهُوَ وَمَسْؤُولٌ عَنْ رَعِيَّتِهِ «.

. » الإِمَامُ رَاعٍ وَهُوَ وَمَسْؤُولٌ عَنْ رَعِيَّتِهِ «.

"امام ایک نگہبان ہے اور وہ اپنی رعایا کا ذمہ دار ہے" (البخاری نے عبداللہ بن عمر (رضی اللہ عنہ) سے روایت کیا ہے)، اور عمومی زرعی امور کی نگرانی کرنا معاملات کے انتظام کا حصہ ہے، یہی وجہ ہے کہ یہ امام پر انتظام و تدبیر کی ذمہ داریوں کا حصہ ہے۔ تاہم، ریاست براہِ راست زرعی امور کا ذمہ نہیں لیتی، کیونکہ رسول اللہ ﷺ نے اسے مسلمانوں پر چھوڑ دیا تھا؛ آپ ﷺ نے درختوں کے زیرگی (pollination) کے متعلق روایت میں فرمایا ہے:

“The Imam is a guardian and he is responsible for his subjects” (reported by Al-Bukhari from ‘Abd Allah (swt) b. Umar), and supervising the general agricultural affairs is part of managing the affairs, which is why it is part of the obligation of management upon the Imam. However, the State does not undertake the agricultural affairs directly, because the Messenger (pbuh) left it to the Muslims; he said in the narration regarding the pollination of the trees:

. » أَنْ تُمْ أَعْلَمُ بِأُمُورِ دُنْ يَاكُمْ «.

. » أَنْ تُمْ أَعْلَمُ بِأُمُورِ دُنْ يَاكُمْ «.

"تم دنیا کے معاملات میں زیادہ علم رکھتے ہو۔" (مسلم نے عائشہ (رضی اللہ عنہا) اور انس سے روایت کیا ہے۔ ابن حزم نے اسے 'الاحکام' میں اپنی سند کے ساتھ روایت کیا ہے اور عائشہ (رضی اللہ عنہا) اور انس سے اسے صحیح قرار دیتے ہوئے بیان کیا ہے کہ نبی کریم ﷺ نے فرمایا: «أَنْ تُمْ أَعْلَمُ بِأُمُورِ دُنْيَاكُمْ»۔)

“You have better knowledge (of a technical skill) in the affairs of the world.” (reported by Muslim from Aisha(ra) and Anas. Ibn Hazm reported it in Al-Ihkam with his own chain and authenticated to Aisha(ra) and Anas that the Prophet (saw) said: .» أَنْ تُمْ أَعْلَمُ بِأُمُورِ دُنْ يَاكُمْ «.

"تم دنیا کے معاملات میں (کسی فنی مہارت کے حوالے سے) زیادہ بہتر علم رکھتے ہو۔" انس رضی اللہ عنہ سے مروی ایک دوسری روایت میں ہے:

“You have better knowledge (of a technical skill) in the affairs of the world”. In another report from Anas:

. مَرَّ بِقَوْمٍ يلَُقِّحُونَ، فَقَالَ: لَوْ لََْ تَفْعَ لُوا لَصَلُحَ. قَالَ: فَخَرَجَ شِيصًا، أَنَّ النَّبَِِّ « » فَمَرَّ بِِِمْ فَقَالَ: مَا لِنَخْلِكُمْ؟ قَالُوا: قُلْتَ كَذَا وَكَذَا، قَالَ: أَنْتُمْ أَعْلَمُ بِأَمْرِ دُنْيَاكُمْ .

. مَرَّ بِقَوْمٍ يلَُقِّحُونَ، فَقَالَ: لَوْ لََْ تَفْعَ لُوا لَصَلُحَ. قَالَ: فَخَرَجَ شِيصًا، أَنَّ النَّبَِِّ « » فَمَرَّ بِِِمْ فَقَالَ: مَا لِنَخْلِكُمْ؟ قَالُوا: قُلْتَ كَذَا وَكَذَا، قَالَ: أَنْتُمْ أَعْلَمُ بِأَمْرِ دُنْيَاكُمْ .

نبی ﷺ ان لوگوں کے پاس سے گزرے جو درختوں کی قلم بندی (گrafting) میں مصروف تھے۔ تب آپ ﷺ نے فرمایا: اگر تم ایسا نہ کرتے تو تمہارے لیے بہتر ہوتا۔ (چنانچہ انہوں نے یہ عمل چھوڑ دیا) اور پیداوار میں کمی آگئی۔ آپ ﷺ ان کے پاس سے گزرے اور فرمایا: تمہارے درختوں کو کیا ہوا ہے؟ انہوں نے عرض کیا: آپ ﷺ نے ایسا اور ویسا فرمایا تھا۔ تب آپ ﷺ نے فرمایا: تم دنیا کے معاملات میں زیادہ بہتر علم رکھتے ہو۔ اور احمد کی روایت میں حضرت انس رضی اللہ عنہ سے مروی ہے کہ رسول اللہ ﷺ نے فرمایا:

“The Prophet happened to pass by the people who had been busy in grafting the trees. Thereupon he said: If you were not to do it, it might be good for you. (So they abandoned this practice) and there was a decline in the yield. He (the Holy Prophet) happened to pass by them (and said): What has gone wrong with your trees? They said: You said so and so. Thereupon he said: You have better knowledge (of a technical skill) in the affairs of the world”. And in the report with Ahmad from Anas, the Messenger of Allah (pbuh) said:

.» إِذَا كَانَ شَيْءٌ مِنْ أَمْرِ دُنْيَاكُمْ فَأَنْتُمْ أَعْلَمُ بِهِ، فَإِذَا كَانَ مِنْ أَمْرِ دِينِكُمْ فَإِلََِّ «.

.» إِذَا كَانَ شَيْءٌ مِنْ أَمْرِ دُنْيَاكُمْ فَأَنْتُمْ أَعْلَمُ بِهِ، فَإِذَا كَانَ مِنْ أَمْرِ دِينِكُمْ فَإِلََِّ «.

"اگر یہ تمہارے دنیاوی معاملات میں سے ہے، تو تم اس کے بارے میں زیادہ علم رکھتے ہو، اور اگر یہ دین کے مسائل میں سے ہے، تو میرے پاس آ جاؤ"۔ یہ اس بات کی طرف اشارہ کرتا ہے کہ ریاست براہِ راست زراعت کی نگرانی یا اسے خود انجام نہیں دیتی، بلکہ وہ مختلف منتخب کردہ طریقوں کے مطابق حلال چیزوں کو منظم کر کے عمومی نگرانی کرتی ہے تاکہ زراعت کو بڑھایا اور مضبوط کیا جا سکے، اور مسائل کو حل کرنے کے لیے اس میں آسانی پیدا کی جا سکے، نیز ایک ایسی زرعی پالیسی کی منصوبہ بندی کی جائے جو پیداواری سطح کو بڑھانے کا باعث بنے۔

“If it is something from your worldly affairs, then you are more knowledgeable about it, and if it is from the issues of the Deen, then come to me”. This indicates that the State does not directly supervise the agriculture, nor undertake it, but rather undertakes general supervision by organising what is permitted according to the various styles which are selected in order to increase and strengthen the agriculture, facilitating it to ease any issues, as well as planning an agricultural policy which would lead to raising the production levels.
