یہ ناگزیر ہے کہ خلیفہ ﷺ تفویض کردہ معاونین (تفویض) کے اعمال اور معاملات کے انتظام کی باریک بینی سے نگرانی کرے، تاکہ درست امور کی تصدیق کی جا سکے اور کسی بھی غلطی کی اصلاح کی جا سکے، کیونکہ امت کے معاملات کا انتظام خلیفہ ﷺ کے سپرد کیا گیا ہے اور یہ ان کے اجتہاد سے طے پاتا ہے۔

It is imperative that the Khalifah scrutinises the actions of the delegated assistants (Tafwid) and their management of the affairs, in order to confirm what was right, and to correct any errors, since the management of the affairs of the Ummah has been delegated to the Khalifah and is decided by his Ijtihad.

یہ ناگزیر ہے کہ خلیفہ تفویض کردہ معاونین (تفویض) کے اعمال اور معاملات کے انتظام کی باریک بینی سے نگرانی کرے، تاکہ درست امور کی تصدیق کی جا سکے اور کسی بھی غلطی کی اصلاح کی جا سکے، کیونکہ امت کے معاملات کا انتظام خلیفہ کے سپرد کیا گیا ہے اور اسے اس کے اجتہاد سے منسوب کیا گیا ہے۔ اس کی دلیل اس موضوع پر ذمہ داری کے متعلق روایت ہے، جو کہ نبی ﷺ کے الفاظ ہیں: « الإِمَامُ رَاعٍ وَمَسْئُولٌ عَنْ رَعِيَّتِهِ »۔

It is imperative that the Khalifah scrutinises the actions of the delegated assistants (Tafwid) and their management of the affairs, in order to confirm what was right, and to correct any errors, since the management of the affairs of the Ummah has been delegated to the Khalifah and is attributed to his Ijtihad. The evidence for this is the narration regarding the responsibility over the subject, which is the words of the Prophet (phuh). . » الإِمَامُ رَاعٍ وَمَسْ ئُولٌ عَنْ رَعِيَّتِهِ «.

"امام نگہبان ہے، اور وہ اپنی رعایا کا ذمہ دار (سوال کیا جائے گا) ہے۔" خلیفہ کو معاملات کے انتظام کے لیے مامور کیا گیا ہے اور وہ رعایا پر ذمہ دار ہے۔ دوسری طرف، معاون رعایا پر ذمہ دار نہیں ہے؛ بلکہ وہ صرف ان کاموں پر ذمہ دار ہے جو اس نے انجام دیے ہیں۔ رعایا کی ذمہ داری صرف خلیفہ پر محدود ہے، اور اسی وجہ سے اس پر لازم ہے کہ وہ اپنے معاون کے اعمال اور انتظام کی باریک بینی سے جانچ پڑتال کرے، تاکہ وہ اپنی رعایا کے حوالے سے اپنی ذمہ داری پوری کر سکے۔ مزید برآں، معاون سے غلطی ہو سکتی ہے، اس لیے جو غلطی ہوئی ہے اس کی اصلاح کرنا ضروری ہے، اور چنانچہ اس کے تمام اعمال کی جانچ پڑتال کرنا لازمی ہے۔

“The Imam is a guardian, and he is responsible (will be questioned) for his subjects”. The Khalifah has been delegated to manage the affairs and he is responsible over the subjects. On the other hand, the assistant is not responsible over the subjects; rather he is only responsible over whatever he carried out from the work. The responsibility of the subjects is limited to the Khalifah alone, and for that reason, it is obligatory for him to scrutinise the actions and management of his assistant, in order to carry out his responsibility for his subjects. Additionally, the assistant could make a mistake and ,therefore, it is imperative to correct the error that occurred, and so it is necessary to scrutinise all his actions.
