یہ لازمی ہے کہ ہر بیس (مقدمے) میں جنرل اسٹاف کے ایسے افسران کی کافی تعداد موجود ہو جو ماہرانہ فوجی علم اور منصوبے بنانے اور جنگیں لڑنے کے تجربے سے آراستہ ہوں۔ پوری فوج کے پاس ان افسران کی زیادہ سے زیادہ تعداد ہونی چاہیے۔

It is obligatory that each base should have sufficient numbers of officers of the Ggeneral Staff who possess expert military knowledge and experience in drawing up plans and running battles. The Army as a whole should possess as many of these officers as possible.

اس کی دلیل بھی قاعدے پر مبنی وہی ہے جو مادہ 67 کی ہے۔

Its evidence is the same as article 67, based upon the rule.

"جس کے بغیر فرض کو پورا کرنا ممکن نہ ہو، وہ خود بھی فرض ہے۔"

“That, without which the obligation cannot be accomplished, is itself an obligation”.

اگر فوجی تعلیم کو نظریاتی طور پر سیکھنے اور عملی طور پر مسلسل تربیت اور اطلاق کے ذریعے جذب نہ کیا جائے، تو یہ وہ تجربہ پیدا نہیں کرے گی جو انسان کو جنگوں میں مصروف ہونے اور منصوبے تیار کرنے کے قابل بنا سکے۔ لہٰذا، ماہرانہ فوجی تعلیم فراہم کرنا واجب ہے۔ مسلسل مطالعہ اور تربیت بھی واجب ہے تاکہ فوج کسی بھی لمحے جہاد اور لڑائی کے لیے تیار رہ سکے۔ چونکہ فوج بہت سے اڈوں پر موجود ہے اور ان میں سے ہر ایک کو فوری طور پر جنگ میں مصروف ہونے کے قابل ہونا چاہیے، اس لیے اصول کے مطابق ہر کیمپ میں عملے کی وافر تعداد ہونی چاہیے۔

If military education is not digested theoretically through learning, and practically through continuous training and application, then it will not produce experience which enables one to engage in battles and to draw up plans. Therefore, providing expert military education is obligatory. Continuous study and training is also obligatory in order that the Army continues to prepare for Jihad and engagement at any moment. Since the Army exists in many bases and every one of them has to be able to engage in battle immediately, there should be an ample number of staff in each camp according to the principle.
