فوج کو اسلحہ، رسد اور ساز و سامان کے ساتھ ساتھ تمام ضروریات اور لوازمات فراہم کرنا واجب ہے، جو اسے ایک اسلامی فوج کے طور پر اپنے مشن کی انجام دہی کے قابل بنائیں۔

It is obligatory to provide the Army with weapons, supplies and equipment, as well as all necessities and requirements, which enable it to carry out its mission as an Islamic Army.

اس کی دلیل اللہ (سبحانہ و تعالیٰ) کے کلام ہے۔

Its evidence is the words of Allah (swt).

"اور ان کے مقابلے میں جو کچھ تم طاقت اور جنگی گھوڑوں کے حوالے سے کر سکو تیار رکھو، جس کے ذریعے تم اللہ کے دشمن اور اپنے دشمن اور ان کے علاوہ دوسروں کو خوفزدہ کر سکو جنہیں تم نہیں جانتے لیکن اللہ جانتا ہے۔" (سورۃ الانفال 8:60)۔ پس لڑائی کے لیے تیاری کرنا ایک فریضہ ہے، اور یہ تیاری ظاہر ہونی چاہیے تاکہ دشمنوں اور رعایا میں موجود منافقین کو ڈرایا جا سکے۔ اس (سبحانہ و تعالیٰ) کا فرمان،

“And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy and others besides them whom you do not know [but] whom Allah.” (TMQ 8:60). So the preparation for fighting is a duty, and this preparation should be open so as to intimidate the enemies and the hypocrites from amongst the subjects. His (swt) saying,

"خوف و ہراس پیدا کرنا" تیاری کی علت ہے۔ تیاری اس وقت تک مکمل نہیں ہوگی جب تک وہ مقصد حاصل نہ ہو جائے جس کے لیے یہ شریعت آئی ہے، اور وہ ہے دشمنوں اور منافقین کو خوفزدہ کرنا۔ لہٰذا، فوج کو تمام اسلحہ اور ساز و سامان فراہم کرنا ایک فریضہ ہے تاکہ خوف و ہراس پیدا ہو سکے، اور مزید منطقی طور پر یہ اس لیے بھی ہے تاکہ یہ یقینی بنایا جا سکے کہ فوج اپنے مشن یعنی اسلام کی دعوت پہنچانے کے لیے جہاد کرنے کی صلاحیت رکھتی ہے۔ جب اللہ (سبحانہ و تعالیٰ) نے تیاری کے متعلق ہم سے خطاب فرمایا، تو اللہ (سبحانہ و تعالیٰ) نے بیان فرمایا کہ اس کی علت معلوم دشمنوں اور ان لوگوں کو خوفزدہ کرنا ہے جو ظاہر نہیں ہیں۔ اللہ (سبحانہ و تعالیٰ) نے فرمایا۔

“To strike terror” is the reason (Illah) for preparation. The preparation will not be complete unless the reason for which this legislation came has been achieved, which is intimidating the enemies and the hypocrites. Therefore, it is a duty to provide all the arms and equipment for the Army in order that intimidation is produced and by greater reasoning in order to ensure that the Army is capable of carrying out its mission which is Jihad to convey the call to Islam. When Allah (swt) addressed us regarding preparation, He (swt) stated that the reason (Illah) for it is intimidating the known enemies, and those who are not apparent. Allah (swt) said.

"اور ان کے مقابلے میں جو کچھ تم طاقت میں سے کر سکو اور جنگی گھوڑوں کے تیار رکھو جس کے ذریعے تم اللہ کے دشمن اور اپنے دشمن اور ان کے علاوہ دوسروں کو خوفزدہ کر سکو جنہیں تم نہیں جانتے لیکن اللہ جانتا ہے۔" (سورۃ الانفال 8:60)۔ اس آیت کی انتہائی درستگی پر غور کرنا ضروری ہے، جہاں اللہ (سبحانہ و تعالیٰ) نے مسلمانوں کو لڑائی کے مقصد کے لیے تیاری کا حکم نہیں دیا، بلکہ خوفزدہ کرنے کے مقصد کے لیے حکم دیا، جو کہ زیادہ گہرا اثر رکھتا ہے۔ اس کی وجہ یہ ہے کہ دشمن کا مسلمانوں کی قوت سے واقف ہونا اسے ان پر حملہ کرنے یا ان کا مقابلہ کرنے سے روک دیتا ہے۔ یہ ان عظیم ترین طریقوں میں سے ایک ہے جو جنگیں جیتنے اور کامیابی حاصل کرنے کے لیے استعمال کیے جا سکتے ہیں۔

It is necessary to notice the precise accuracy of the verse, where Allah (swt) did not order Muslims to make preparation for the purpose of fighting, but rather for the purpose of intimidation, which is more profound. This is because the enemy’s knowledge of the force of the Muslims deters it from attacking them or confronting them. This is one of the greatest styles that can be used to win wars and attain victory.
