イスラム軍として自らの任務を遂行できるよう、軍に武器、物資、装備、そしてあらゆる必需品と要件を提供することは義務である。

It is obligatory to provide the Army with weapons, supplies and equipment, as well as all necessities and requirements, which enable it to carry out its mission as an Islamic Army.

その根拠は、アッラー(SWT)のお言葉です。

Its evidence is the words of Allah (swt).

「彼らに対して、あなたがたに可能な限りの力と、戦いのための馬を用意せよ。それによって、アッラーの敵とあなたがたの敵、そしてあなたがたの知らない、しかしアッラーが知っておられる他の者たちを威嚇するためである」（クルアーン 8:60）。したがって、戦いへの備えは義務であり、この備えは、臣民の中にいる敵や偽信者を威嚇するために公然と行われるべきである。アッラー（SWT）の言葉に、

“And prepare against them whatever you are able of power and of steeds of war by which you may terrify the enemy of Allah and your enemy and others besides them whom you do not know [but] whom Allah.” (TMQ 8:60). So the preparation for fighting is a duty, and this preparation should be open so as to intimidate the enemies and the hypocrites from amongst the subjects. His (swt) saying,

「威嚇すること」は準備の理由（イッラ）である。この立法が目指した理由、すなわち敵と偽信者を威圧するという目的が達成されない限り、準備は完全とはならない。したがって、威圧が生じ、さらにより重大な理由から軍が任務、すなわちイスラームへの招きを伝えるためのジハードを遂行できるよう、軍のためにあらゆる武器と装備を用意することは義務である。アッラー（SWT）が準備について我々に語られたとき、アッラー（SWT）はその理由（イッラ）が、知られた敵と、表には現れていない者たちを威嚇することであると述べられた。アッラー（SWT）は次のように仰せられた。

“To strike terror” is the reason (Illah) for preparation. The preparation will not be complete unless the reason for which this legislation came has been achieved, which is intimidating the enemies and the hypocrites. Therefore, it is a duty to provide all the arms and equipment for the Army in order that intimidation is produced and by greater reasoning in order to ensure that the Army is capable of carrying out its mission which is Jihad to convey the call to Islam. When Allah (swt) addressed us regarding preparation, He (swt) stated that the reason (Illah) for it is intimidating the known enemies, and those who are not apparent. Allah (swt) said.

「そして、あなたがたが力の及ぶ限りの武力と戦いのための馬を用意し、それによって、アッラーの敵とあなたがたの敵、またあなたがたの知らないがアッラーはご存じである他の者たちを威嚇しなさい。」(TMQ 8:60)。この節の正確さに注意することが必要である。アッラー（SWT）は、ムスリムに戦うための準備を命じたのではなく、威嚇のための準備を命じておられる。これはより深い意味を持つ。敵がムスリムの力を知ることで、ムスリムを攻撃したり対峙したりすることを思いとどまらせるからである。これは戦争に勝利し、勝利を得るために用いることのできる最も偉大な方法の一つである。

It is necessary to notice the precise accuracy of the verse, where Allah (swt) did not order Muslims to make preparation for the purpose of fighting, but rather for the purpose of intimidation, which is more profound. This is because the enemy’s knowledge of the force of the Muslims deters it from attacking them or confronting them. This is one of the greatest styles that can be used to win wars and attain victory.
